Section 2: That the cost and expense of said impi•ovement, including all necessary and incidental �
exi�enses, shall be borne bv and assessed against the property included in the assessment district herein-
afCer created iii accordance with law. The City of Reuton shall not be liable in any inanner for any por-
tion of the cost and expense of said improvement, except as herein provided.

Section 3: That tliere is hereby established a local iuiprove�i:eiit district to be called "I.ocal Iin-
