It shall be the duty of the City Clerk to keep a fuli.� true record of all the proceedings of the City Council. The �roceed.ings of' the City Council shall be kept ' in a book marked �'Records of the City Council. �` She shall also keep a book v�rhich shall be r:�arked 31City �.ccounts,i' in ��hich srall be entered as a credit all moneys rsceived by the City for licenses, the amount of any tax v�hen lev:ted, and all other moneys received, j and in vThich shall be �ntered upon the debtor side all �arrants dra��ln on the treasury. She shall perform such other duties as are prescribed by sta.te law. SECTION 1-I HOUFtS CERTkIII OFFICES OPF:�I. The office of the City Clerk and the office of the City Treasurer shall be kept open for business from 8 a.m. to 12 noon and from 1 p.m. to 5 p.m. of each day, except Sunda;�s and legal holidays, except that such offices sha.Il close �.t 12 otclock no�n on Saturdays. SECTION 2. DUTIES �F CITY TREhStiRER. It sha.11 be the duty of the City Tre�.surer ta receive and safely keep all moneys , which shall come into his hands as such tre�.surer, for all of I which he shall give triplicate receipts, one of v�hich shall be � filed v��.th the City Clerk. He shall rEceive all moneys due the City and disbUrse the same on v�arrants issued by the Clerk and countersigr_e�. by the mayor, and not otherti^rise. He shall make � monthly settlements with the City Clerk, and at the same t3.me deliver to the Clerk duplicate receipts issued for money received, and all canceled w�.rr�,.Mts as eviaence of money paid. SECTTON 3. DUTIES OF CTTY �TTORIi�EY. It shall be the duty of the City Attarney to a.dvise the City autherities and officers in all legal matters pertaining to the busir.ess of said City �;.nd to approve alI Ord.inU.r�.ces as to form. Hs shall represent the City in all actions brought for a violation of a City Ordinance or by or a�ainst the City or against City officials in their offici�l -3- � capa.c3 ty. He sY�iall perform sueh ather duties �s the City Cauncil may by Ordinance dirEct. S�CTION 4, flUTIES OF THE CSTY �IGI�IEER.. Tt shall be the ' duty af the City Engineer to prep�re maps, p��.ns, specifications, assessnent rolls �.nd other dacuments and information rlecessary ' in the consideration and formation of any Iocal improvement district. II He shall have immediate cQntrol and supervision over all �ork performed by contract or other��zise in the construction of any and all local imprc�vements or any and alI construction work performed by the City. It shall be his duty to establish grade elevations for all sidewalk construction v�Y�en so re�uested b a.n ro ert _ Y Y P P Y owner desir�.n�; to construct a sidev!Tulk, and inspect such sidew�.lk during course of constructian. For such grade elevations rec�uested in the construction af a sidewalk a cha.rge of the actual cost of the work done shall be made and shall be pa�.d to the City Treasurer by the oti:mer of the property. It shall be his duty to advise the Street and water Superintendent on all cuestions involving the constructian, operation cr maintenance of the se���er system and the water system. It shall be his duty to advise the Mayor and City Council and other City officials on any engir�eering Guestion in which� the City 3s interested. It sha.11 be his duty to perform sueh other services as are directeci by st�,te law or the Orclina,nces of the City of Ren tan, or the Mayor or members of the City Council. SECTION 5. �UTIES OF POLTCE JtIDGE. It shall be the duty of the Police Judge to try all off�nses defined by any Ordina.nce of the City and all other action brought to enforce or recover any license, penalty or forfeiture declared vr given by any such OrdinaMce and to forfeit bail bonds and issue execution thereon and to forfeit cash bail and to hear and determine all cases, '� civil or crirninal, arising under any Ordinance af tYas City and -�- � pronoL�nce judgment in accordance therevYith. He shall perform sucr , other duties as shall be prescribed by st�.tE law or dny Crdir�ance I of the City of Renton. SECTION 6. DUTIES GF CHIEF QF POLTCL. The depar�ment oi Police af tYie City shall be under trie direction of the Mayor. � Tt shall be the duty of sa3d Chief of Police to prosecute befol'G the Police magistr�te,, all breaches or violations of or nor_co�- pliance �rith any City Ordirlance which sha.Il come to his knoxTledge. Ee shall h�.ve charge of the City prison and prisoners and of any chain gang �vhich may be established by the C�ty Council. It sh��.11 be his duty with the concurrence of the B�ayar, when the same sh��ll be deemed nEcessary for the preserv�.tion of public or�er, to appoir�i additional policemen v�ho shall discharge the dL�ties assi�ned ti��� for one day only. He shall perfarm such other services as are provided by sta.te l�.w or the Ordinances of tY�e City of Rentan� SECTION 7. DUTIES OF STREET L�ND W�TEFt SUPEFtIN��1��D�P:1�, T~. shall be the duty of the Street and Water Superintendent t_: take �harge of and supervise the operation of the City vdat :_ _ system and the sev�rer system. He shall have imr�ediate supEr� and bs in charge of all connect3.ons made to the City v��a.ter system. He shall be 3n charge af a21 streets and alleys of the City and shall maintain the same in a clea.n, sa.n,itary condition. It shall be his duty to report to the City Council any defect in any street or sidez�ralk which is, in his opinion, a menace to the public. He shall be in immedi�.te charge of a17. o3ling of streEts and alI alterations and repairs trereof. It shall be his duty to enforce all rules and regulations prescribed for the usE of City water. He shall perform � such other duti�s as shall be directed by State Iaw or the Ordinances of the City of Renton. SECTIGN 8. DUTIES OF THE HEnLTH OFFICER. It sha.11 be the duty of the Health Officer to personally attend to aIl Health condit�ons in the City of Renton not othervvise tdken care of by the Health Dep�.rtment of King County and the Health Department of tYie State of V`dashington. It shall be his duty, at freGuent intervals, to test the City water system for disease germs. He shall inspect the oper�:ting conditions of the sewer system �t such time as shall be necessary to insure the3r proper and sanitary operation. It shall be his duty to investigate the sanitary condition of any home or store or other premises in the City and correct the same if an unsanitary condi.tion 3.s faund to exist. He shall promptly execute all birth and death reports which shall be forv�rarded to the State Board of Health for filing. He shall inspect the garbage disposal plant and see that the garbage dump is i.n a sanitary condition and generally that a.11 street�, avenues and alleys and priv�.te premises are maintained in a sanitary and proper condition. Tt shall be his duty to a.bate all nuisdnces detrimental to health as defined by the Ordinances of the City of Renton in conformity to the provisions thereof. SECTION 9. That Ordinances No. �41 and 319 shall be a.nd the same are hereby expressly repealed. -6- . • : � , • , • - ' . ,. . . � SECTION 10. This Ordinance shall be in full force and effect five (5) days from and after its passage, approval and legal publication.
