Minutes from Julv meetina. Laura Law moved to accept minutes present: from July, Laura Brock seconded. There was not a quorum present so Margie Albritton the minutes were not accepted. Laura Brock Rolf Dragseth 2. Briefinq on Citv's Trail Master Plan & overall Citv wellness Laura Law initiatives. Leslie Betlach, Parks Director, and Jim Seitz, Design/Planning Program Supervisor, Transportation Division, presented Absent: a report on the draft City's Trail Master Plan. The plan focused on the Janet Bertagni/chair importance of connecting existing trails. Other outcomes desired include Charlie Gray a Trails/Bicycle map and Web Link. An Open House will be held on Robin Jones Sept. 12 at the Community Center. Dan Sakaue Alicia Wells Liz Fast, Recreation Coordinator, discussed wellness and fitness. The Samantha Williams Recreation division addresses the problem of inactivity and resulting sta�contacts: health problems, by offering active and passive recreational opportunities. Programs at no cost for seniors, and drop in and Karen Bergsvik neighborhood programs for children are offered. For example, the Royal 425-430-6652 Hills and Renton Housin Authorit kberpsvikna.ci.renton.wa.us 9 y programs provide summer activities for children from low/moderate income families. The Health Dept. also works with city planners and manthonv�ci.renton.wa. government departments to develop land use policies that promote health. It was suggested to invite Suzanne Dale Estey from Economic Development, Neighborhoods & Strategic Planning to speak at the next meeting re: The Landing, and job skills needed for businesses offering employment at The Landing. Responding to Katie's question regarding what Human Services needs will emerge if the possible annexations are passed, Karen said that funds for a needs assessment in the Benson Hill Annexat�ion were requested. 3. Fundina Process. The Human Services' Strategic Plan comprises part of the Community Services Strategic Plan. In reviewing the goals for Human Services, an overriding theme is that we should build on tools that we already have; keep the process simple and focus less on the H:\HUMAN_SEIHSASC�rninutes\07min\Aug 07 MIN1.doc p. 1 of 2 version 9/24/2007 mechanics of the proce�or example, it's not necessary to t�about the funding process months in advance, as it is not action oriented. a. Tools such as quarterly perFormance results and agency visits are valuable. However, agencies can only control what we fund them for and can't be responsible for changing the whole community. Also, to save time, agency monitoring and educational visits may be combined. We will try it and see how it works. c. For now we will set up agency visits the first Wednesday of every month. Sept. 12 will be the first monitoring visit, 2:00—4:00 pm, Institute for Family Development (new agency: in-home counseling services). Karen will give a tentative calendar for agency visits at the next meeting. (Note: the visit was later changed to start at 2:30 p.m.) 4. Updates on Renton and South Kina Countv aroiects. The location of the Renton Lutheran Project is across from Renton High School where the Renton Lutheran Church used to be. New Beginnings Church is currently leasing their property. The project received $7 million from the Veteran's Administration, which will comprise 65 units of housing for veterans, some transitional and some permanent. Compass Center will also be housed there. Karen will provide a speaker to explain this program. It has been proposed to locate Sally's House next door to the Housing Authority Building near the old McLendon's building. It would provide 24 units of group foster home care; specifically, emergency placement for 90 days. Unfortunately, Child Protective Services (CPS) has agreed only to have a one-year contract to fund Sally's house. A request will be made for a 5-year funding commitment for this program. Karen and Mark Santos-Johnson are working on affordable housing issues. One of the options is to increase the size of the budget for the Housing Repair Assistance Program, and to move all or part of its funding from Community Development Block Grants to the general fund. Another option to a first time homebuyers program. 5. Vacancv on Committee. Casey Bui has resigned. 6. October Meetinq. Karen suggests scheduling the October HSAC meeting on the last Tuesday of the month, as she will be unavailable during the usual meeting time. It is important that she be present due to the need to discuss the issue of direct entitlement for the City of Renton. Tuesday, October 30, at 3:00 p.m. will be the meeting date and time for October. 7. Auqust Manaaer's reaort. The school district has agreed to take over the summer lunch program. This will mean many more open sites in Renton, and no eligibility requirements. Human Services wilt be helping to identify community-based organizations that want lunch programs. Any agency that can pick up the lunches could possibly qualify. Dianne is working on the direct entitlement analysis. Currently CDBG block grants come through King County and then to the City of Renton. One option is that we could contract directly with HUD.
