Minutes from Dec. 18, 2007, meetinq It was moved, seconded and carried to approve the December minutes. Charlie wanted it noted Janet Bertagni/Chair that a comment was made at that meeting, that it should be a priority for Adria Krail agenda items to be covered in the order that they are printed on the staff conracts: agenda sheet. The agenda items had been adjusted due to scheduling issues for the guest speaker. Some members left before the meeting was �Karen Bergsvik over, thus missing some of the agenda items. 425-430-6652 kberQsvikCa�ci.renton.wa.us 2 Meetinq dates and locations Several members expressed Dianne Utecht concern over the proposal to schedule some Advisory Committee 425-430-6655 meetings on-site at agency locations. There was discussion regarding dutecht(a�ci.renton.wa.us the possible advantages and disadvantages of this proposal. Rolf noted Katie McClincy the concerns and tabled the issue for next month's meeting, when Karen 425-430-7555 could be present. kmcclincv(a�ci.renton.wa.us Mary Ann Anthony 3. HRAP Tim Lawless, Coordinator of the Housing Repair 425-430-6650 Assistance Program (HRAP), presented information about the program manthonv(cr�.ci.renton.wa. as well as the p�oposed policy changes. The main policy change increases the annual and 10-year expenditure limit for the lowest income clients, and decreases those limits for the highest income clients. This would free up funds for the neediest clients, who currently have a $2000/year cap on service. One minor yet costly service such as replacing a water heater, can make it impossible for the client to receive essential health and safety repair services for the rest of the year. In addition, other minor policy changes clarify what services are covered. Tim briefly outlined the 30-year history of HRAP at the City of Renton. The program is supported through Community Development Block Grants. In 2008, for the first time, the source for the program coordinator's salary has been switched to the General Fund, which frees up �,. more CDBG funds for services. The program is also supported by First Savings Bank, which has provided a total of$155,000 through the end of 2007. Laura suggested that medical insurance may cover the cost of inedical equipment such as bath stools and grab bars, then the program need only cover the cost of the co-pay. Tim will look into this. Charlie commented on the expense of relocating mobile home residents and the value of mobile homes as affordable housing. It was moved, seconded and passed unanimously to accept the proposed HRAP policy changes. The recommendation will be forwarded to the City Council. 4. Fundinq process Dianne briefly reviewed the status of the funding process. • The revised application will be reviewed at the Planner's Committee meeting on Jan. 16. • Dianne and Karen will ask the Community Services Administrator, Terry Higashiyama, about her recommendation on pre-applications. • The funding timeline will be discussed at the next meeting. Charlie asked for more detail since he will be out of town in July. Dianne said that since the applications are supposed to be returned by the end of May, the decisions/interviews should be in June. 5. Vice-Chair Selection Robin has accepted the Vice-Chair position. 6. Briefinq on HSAC vacancies Progress on filling the vacancies is temporarily on hold until after the Council retreat. Laura and Sam requested copies of the youth application that was distributed last week. �. 7. Manaper's reaort As attached in the packet. Discussion was tabled until next month when Karen will be back. 8. Toni Nelson's Reception Councilmember Toni Nelson has retired. She has been a longtime supporter of Community Services. Her reception began at 4:00 pm so the meeting adjourned early at 4:05 pm in order for members to attend.
