Elizabeth Stevens 2. Introductions: Rob Spier, the newest member of the Advisory Committee
Samantha Williams introduced himself. He is a manager of electrical systems at Boeing. He
served for six years on the board of an eastside domestic violence program.

Charlie Gray 3. Contracts 101: Dianne gave an overview of the contract process. See
Cheryl Haskins attached handout.

Dianne explained that the performance measures come from the application for
Katie McClincy funding. They are modified if the amount of funding that is allocated is different

Getting the certificate of insurance takes time since Renton has different
requirements than other cities.
The goal is to have all reporting forms on the web, so agencies can get them
easily. Right now they are emailed to the agencies.
Agencies submit the reports on a quarterly basis, except for Renton Area Youth Services. They have opted
to submit reports monthly. Every agency is required to submit unduplicated City residents served.
There was discussion as to how agencies figure if someone lives within the City or not. There is a tool that
real estate agents use, and that may help agencies. It was suggested that annexation addresses and how
people know if they are in the City or not be a topic for the retreat.

The purpose of joint contracts was explained, and how agencies like them for it cuts down on the amount of
paperwork they have to do. Renton is the lead on five joint contracts.
For Community Development Block Grants—the City funded 5 agencies/programs in 2008 and will be
funding two, plus the Housing Repair Assistance Program in 2009. We usually get our funding amount by
March —so we have to have a funding contingency plan to cover if the actual amount we get is more or less
than what we guesstimated. King County sends the cities a boilerplate for the contracts— it is very difficult to
make any changes to the contract. By June, the contracts are usually ready to send to the agencies. Renton
just processed the contracts and the first invoices for CDBG this year. King County audits the City every two
years, and Renton has always passed the audits with no findings.
4. Fall Retreat. It was suggested that the retreat be moved until November 18'h—and it will be start at the
regular meeting time of 2pm. The tentative time is from 2-6pm.
Affordable housing was also mentioned as a topic for the retreat. Updates on the Veterans Project and
Habitat for Humanity housing were also requested.
5. Citv budqet. Karen reviewed the 2008 budget for the division. Tim's salary/benefits was moved from
CDBG to the general fund this year—which gave the Housing Repair program more funds for repairs.
There is $19,000 in the budget for Renton Emergency Assistance program —the City contracts with The
Salvation Army for water bill assistance, and Dianne administers the memorandum of understanding.
First Savings Bank Northwest gives the Housing Repair Assistance Program $30,000 a year, through
the Community Reinvestment Act. It is a goal of staff to diversity the funding to other banks—and
hopefully that can be done in 08/09. There was a desire to learn more about the Community
Reinvestment Act. Several comments were made about the balance of the Housing Repair budget, and
if they would be able to spend the funds by year-end. Karen also discussed the challenges and cost of
serving mobile home parks.
6. Other. Alicia brought up the "Day One System" for domestic violence— it is a web based phone system
that is interactive. It was suggested as a topic for future discussion at the retreat.
Dianne gave an updated second quarter performance report. Big Brothers/Big Sisters is at less than
ninety percent of their performance goals. Dianne and Karen met with them to develop an outreach
plan. The City is not funding them in 2009/2010.
Adria mentioned that the Renton School District doesn't allow the advertising for private activities at the
schools. The school allows them to use the facility, but not to market the programs. She felt this was not
helpful to Renton families. Karen said that she would get more information.
