There was some discussion about Renton's pre-application and supplemental

B. The Community Development Block Grant (CDBG) public hearing will be
Mary Ann Anthony held at the beginning of the August 19 Human Services Advisory Committee
425-430-6650 meeting. It was recommended at the June funding meeting, that the Institute for
manthonv�ci.renton.wa. Family Development and the Multi-Service Center receive CDBG funds.
C. Contingency Funding Plan: CDBG and General Fund contingency plan was voted and agreed upon, as
per attachment.
3. Eliminatina Povertv— Dr. Beeple's presentation at Carco Theatre. Elizabeth handed out
informational materials about Dr. Beegle's presentation. Dr. Donna Beegle overcame generational poverty
partly through the assistance of human services programs. One of the things that she spoke of was the
many misconceptions or prejudices about people who live in poverty. She has written a book on poverty
and produced a video entitled "Invisible Nation" for PBS. The book may be ordered through the library—
Karen also recommended the King County Social Justice Initiative videos on poverty.

` 4. Fall Retreat Robin and Karen suggested a Fall retreat for the Committee, to cover two areas: 1)Goals
for next year (so that we know where we are going), and 2) what does the committee need to know and how
are they going to get it, for the next funding cycle. Dianne said we will receive abbreviated census
information in October; there was discussion as to whether we should wait for the data or not, to hold the
retreat. It was decided that how the data will be used will be part of the committee's work plan for 2009, and
it was not critical that we have it at the retreat. It was suggested to set the Retreat at the same day as the
regular meeting, but add an extra hour. The Committee therefore should save the date of September 16,
from 2:00 —5:00 PM. Location will be outside city hall. [Note: location later set for Fire Station 13 Training
Center, at 17040 108th SE.]
5. Human Services Vacancv: There is currently a vacancy on the Human Services Advisory Committee.
The Committee discussed the remaining candidates from the last interview pool, from a few months ago. It
was moved, seconded and passed to recommend Robert Spier for the mayor's appointment. Robert will be
contacted to see if he is still interested in joining the Committee. If he is no longer interested, Willa
Blacknall will be contacted.
6. First Quarter Performance Report: Two agencies did not meet performance goals and Dianne
reviewed her report.
Big Brothers/Sister of King and Pierce County did not apply for 2009/2010 funding from Renton. Karen and
Dianne met with staff on April 28. They suggested several ways to improve performance, such as marketing
the agency's mentor program through outreach, service groups, and partnerin�g with Communities in
Schools of Renton on recruitment and referrals.
Catholic Community Services/ Emergency Assistance Program has instituted changes to increase
productivity and efficiency, including hiring a bilingual receptionist to handle all appointment scheduling. It
has been suggested that the Program should to see clients on Fridays, and have a Renton location for
client appointments.
Other agencies are on schedule for their performance.
7. Report on South Kina Council of Human Services Annual Luncheon: Several members of the
committee and Dianne attended the lunch, as well as Councilmembers Terri Briere and Rich Zwicker, and
Terry Higashiyama, Administrator of Community Services. The keynote speaker was Stephen Bezruchka,
senior lecturer in the Health Services division at the University of Washington.
8. Manaqer's report. Liberty Square, an affordable housing apartment complex, has opened at 5th and
Williams. This is a new source for affordable housing in the downtown area.
The summer lunch program is now run by the school district, and is joined with parks programs in most
locations.
The meeting was adjourned at 4:55 p.m.
