`.'Thereas the action of the Federal Governr��nt in lorrering
th� �raters of L��e :�lashington has rest�lted in destroyin� the navi�able
nature of' Blac�� River, and in s� doin� hus destroy�d the serrera�;e '
system �f the City of Rent�n,
And crhereas a public meeting has b�en called by th� Fedaral
G�v�rnment in said city o�Qct�ber 24th, 191'7 for t�ne purpose of
ascertainin� public o��inion as to trie f'inul dis�osition of' i:he bed of
said rivcr,
And �rhereas in the opinion of the City Council af said eiiy
the public �relfare demands and requires that the public ret,ain �ny and
�11 ri�hts that it nc�ti� has in �he b�d of said stream, to the end tha�
swid Black River may b� improv�d by dr�d�in�, the same to a �oint
in said river r�hich r�ill permit sufficen� �raier to flo�r south theref'rom
i��. th� oId bed of suid s�eain in order to dispose oi ihe se�;era�� of s�i.d
city �rithout endan��ring the he�lth of th� inh�.bitants thereflf or
the people living alon� the b�nks of said stream,

and it is h�:reby netitioned t€� r�;tain any and all ri�hts th�.t the publie
novr has in ihe bed of Black Ri��er.

pctitioned and urged ta appropriatc sufficent money t� dred�e the said
bed �f Black Riv�r to a puint �lhich c�i11 �ermit suf'f'ieent e�ater to
flovr s�uth �,heref rom in order to szf'ely disp�se of the se�rerage of th�;
City t�f Renton. I�
