That fro� #k� time immemorial Black River,as the southern
outlet from Lake �ashington , flowed along the 1'�e whieh novr
is the western boundary of the city* of Renton.
That when the inere�,se of population and modern 1 aws and
e
sanitary r�quirement co�pelled the installation of sewers,the only
r
poseible outlst for such sewers wa� into said Black River. •
•
That the lowering of ��k� the waters of Lake �ashington has
caused the bed of said Black River to cease t� carry off the
drainage carried rough the R�nton sevaer� .

That Unite �Senators and Representatives , in @ongress, from
tne State of �aahington,�a8sg recognizing the justness of the claim
of tne City of Renton for relief ,have secured an appropriation '
for a preliminary survey of Black �iver.
That while sucn measure was pending in Con�ress,�nited States
, Engineers were asked for data upon whicY� to base an appropriations
And saici en�ineers replied by citing an agreement r��i�a��
made prior to the commencement of work on the canal whereby Kin�
county agreed to assume and pay all simil�,r damages that might
acerue by reason of the e�nstruction of the La,ke glashington Canal.
That if such agreemet�t of King county had not been made, it is
apparent frozr� lettera received from Senator Poindexter,that an
appropriation would have been made by Congress to have rem�died
t?�e �vrong done to the City o� Renton in the premises.
That on the 24th day of � � [�re (October) at a public
hearing in the city of Renton the United States Engineer preeid- '
ing at such meeting,had refused �� to hear or consid�r �.� any
reference to the Renton sewerage problem,de�laring that to be
n to
a quest��e considered by the county cor�,�nissioners of King cot�nty.

That the City of Renton has b�en .natffied by the Un3ted ��� !
States �ngineers that vrhile a diver�ence of a s�all a.mount of
�vater fram Zake �ashin�ton migh� be temporarily allow�d in order �
to carry off the �e�era�e of said city, that the �ncrea�ing consump
tion of Cedax River water by th� City of SeattZe,and increa�e in
shippin� thro��� the canal wau�d pre�ent tl�e �ranting �f the use
of aMy of t'r�e �aters of yake �ashing��n,excegt as subjeet to ��� �
above contingencies.
That in view of the foregaing it wauld seem that only twa ,
methods are no� available� ta tivit:
To ei�her 3.srkbed pip�s in the bed of Black Ri.ve� 3�. and carry
the ser�erage therein to the Ztuwami�h River--Or to use sufficierlt
land in the bed of B1ack River�take care t�f saic� sewerage under
the direc�ion of the authoritie� of the Stat� af �ashington, in the
satr�e manner as the same is dtine �cvher� there is rzo ava3.lab3.e �vater
supply to carry off sewerage wi�hout xn�ury to the health of tho�e
living irt the vi cini ty thereof.
