Robin Jones CDBG Public Hearing: Robin Jones, Committee Chair, opened a public hearing
�inda Smith for the funding for the second year(2010) of a two year CDBG funding cycle. It

Karen Bergsvik Administrator, addressed the Mayor's proposed 2010 budget. The City did
425-430-6652 a zero based budget process this year for all departments. Last year, $1.2

that another$1.4 million will be cut in 2010 for five divisions within the

callread@rentonwa.gov 3. Human Services Bud�et: In the proposed 2010 budget, a Facilities
Technician position was cut from the General Fund. It was determined that
there would be enough CDBG funds available to carry salary and benefits
for the next year so the position was transferred there. The Housing Repair Assistance Program had
$40,000 cut from the general fund for materials and supplies. Tim and Karen will be looking at funding
and evaluating ways to raise funds or cut expenses. The allocations to the agencies remain whole from
2009. Funding for translator services, water bil) assistance, and training, travel and supplies was also
cut. The Summer Lunch Program will be affected as the buildings in parks, where the lunches are
served, will be closed. The program will be offered at community sites only. Karen has been asked to
come up with a plan to accommodate these adjustments by December 1, 2009. Ideas include creating
an online donation system and adding an option to the utility bill to donate a dollar to a fund for utility
bill assistance.

4. Proposed Kin�County Bud�et Cuts and Impact to Renton A�encies: Many Renton agencies will
experience cuts in the proposed King County budget. RAYS, DAWN, Child Care Resources, KSARC and
the Crisis Clinic were all affected. It is expected that Child Care Resources and the Crisis Clinic will fair
the worst, as no funding is budgeted for these services in 2010. Karen has met with Robin and Elizabeth
to discuss how these cuts will play into working on the next funding cycle.
5. Vacancv on Committee: Anthony Costanti submitted a letter of resignation as his absenteeism
exceeded the limit of three per year for the Committee. Several other terms are set to expire at the
end of December. Karen noted that the holidays may be a difficult time to recruit a new member and
suggested waiting to advertise for Tony's position and any other vacant position until the first of the
year. Committee members are encouraged to consider peers that would be a good fit. Diversity will be
a focus during recruitment (age, ethnicity, sexual orientation, etc).
6. Pled�e Form and Conflict of Interest: A subset of the Committee developed the Human Services
Advisory Committee Pledge in 2006 to clarify expectations and to declare that there is no conflict of
interest for the member. Members are asked to sign and submit the forms which will be kept on file.
7. Updates:
a) Electronic Funding Application: A group of eight from the Eastside/South King County Human
Services Planners will work on fine tuning the electronic funding application. The application will be
concise and include the critical information for agencies. It will be used by 21 cities, which is all but
one of the cities that allocates human services funds. The goal is to have the application ready for
the HSAC to review at the November meeting. Sami raised the point that the review process for
applications may have to be changed since the Renton Results will not be part of the application
process.
b) Community Supper for the Homeless: Renton currently does not have a hot meal program five
days a week, in the downtown area. Hot meal programs draw other services such as mobile
healthcare, and social workers who connect the homeless with other needed services. A consistent
location on a bus line is desired. lason Johnson has agreed to help the Community Supper in
Renton under the umbrella of the 10 Year Plan to End Homelessness. Captain Terry Masango of The
Salvation Army has gotten preliminary approval to use their building at 720 S. Tobin. A meeting was
held with Kent Lutheran Church as they have successfully operated a hot meal program for 28 years.
There is no funding available for this so it will need to be volunteer based. It is not certain how this
program would work with ARISE.
c) Renton Housing Authority: RHA has expressed an interest in working with community partners to
provide services to their residents. They have applied for funding for two projects: 14 units of their
market rate housing would house the formerly homeless, and Catholic Community Services (CCS)
would provide case management, and 112 units of new construction to replace Edmonds/Glendale
Housing in the redevelopment of the Sunset area. Of that, 44 units would be for the homeless and
those with special needs. They are also working with Catholic Community Services (CCS)to provide
services to these residents.

8. A�encV Visit to HealthPoint: The Human Services Advisory Committee is invited to visit HealthPoint on
Friday, November 6, 2009, at 11:30 a.m. HealthPoint is located at 200 S. 2"d St, Renton. Renton funds
HealthPoint for medical, dental, healthcare for the homeless, and natural medicine. The dental services
are currently provided in Kent.
