Elizabeth Stevens carried to approve the February minutes.

Absent: 2. Joint Meetinq with the Diversitv Commission: Robin confirmed that
Committee members can attend the regularly scheduled Human Services
Anthony Costanti Advisory Committee (HSAC) meeting or the Joint Human Services Advisory
Rolf Dragseth Committee/Diversity Commission meeting on March 18, 2009. Attending
Alicia Glenwell either meeting will meet the attendance requirements.

3. Members Share -Aqencv Visit to St. Vincent de Paul and the Libertv
Staff Contacts: Square Dedication: Elizabeth, Charlie, Adria and Human Services staff
visited St. Vincent de Paul on March 6, 2009. This is a volunteer based
Karen Bergsvik program that does a comprehensive screening of each client. In addition to
425-430-6652 providing rent and utility assistance, they also have a food bank. Students
kbergsvik@rentonwa.gov from St. Anthony's hold food drives and help at the food bank. The food

4. Economic Stimulus Bill -What it means to Renton: Human Services will
Carol Allread get approximately $123,000.00 in additional Community Development Block
425-430-6650 Grant (CDBG) dollars. There have been no directives from HUD as to if the
callread@rentonwa.gov funds can be used for public services, or will be designated for capitat.
5. Jav Covinqton, Chief Administrative Officer, Discussion of the Citv's Business Plan and Q8�A:
Jay explained that the City has operated with a business plan since 1995. Council reviews the plan
each year, what progress has been made, and what areas should be considered. Decisions are made
based on those factors and incorporated in to the budget. Jay reviewed the five main goal areas in the
current plan, which covers 2009-2014. The discussion was then opened up for questions and answers.
The Committee asked for an update on The Landing, specifically how much of it is leased and if the
income projections are close to what the City thought it would be. Jay responded that it is projected that
70% of The Landing will be leased by mid-year. While Target, Frye's and LA Fitness are experiencing
great success, The Landing is still behind because of the recession and revenues are not coming in as
quickly as anticipated. The City is quite pleased overall with the development and layout and optimistic
about the future of The Landing.

6. Ciaritv on Recruitment for Vacant HSAC Member: There are currently seven applications and
Elizabeth has a colleague that she thinks would be a good fit for the Committee. The sub-committee
(Margie, Elizabeth, Alicia and Robin) will interview the applicants & make recommendations. It was
decided to continue recruitment through March, 2009, and begin the interview process.
7. Manaaer's Updates: Calls and walk-ins to the Human Services office from residents looking for
assistance are increasing dramatically due to the economic downtown.
Human Services agreed to help balance the budget by cutting $40,000. HRAP is taking a cut in the
amount of$10,000.00 but this will be offset by the $60,000.00 in CDBG funds that will be carried over
from 2008.
ARISE held a training in March, 2009, with the intent of getting more Renton area churches involved
with the homeless shelter for men. As a result, New Beginnings Church and East Renton Presbyterian
are interested in joining in the effort.
ESL classes were highlighted in The Renton Reporter. Orcas Seafood is holding classes onsite during
working hours. Talk Times and ESL classes offered in Renton have been advertised with the hope of
reaching those not being served by Renton Technical College.
There are nine locations identified for the Summer Lunch Program in 2009. Anyone with ideas for
community partners in the Highlands is encouraged to contact Dianne.
The English version of the Renton Community Resource Directory is finished and is currently being
translated in to 12 different languages. Copies are available on cardstock, in addition to being available
at the City of Renton website.
The HSAC will visit Valley Cities Counseling and Consultation on Friday, April 17, 2009, from 3:00 p.m.
to 4:30 p.m. Any questions can be given to staff prior to the visit.
Communities Count will be presented to Council on Monday, April 20, 2009.
Nickelsville, an 80-90 person homeless camp, has moved to Skyway. The group approached the City
about showers. It was requested that the Community Center be flexible re: showers and passes. It was
decided that the $20.00 pass would continue, and Karen connected them with the Ukrainian Community
Center as a resource for showers.
The goal for the completion of 2009 contracts is the end of March, so that agencies can bill us for the
first quarter. Dianne said that 97% of the contracts are out for signature.
Area churches are asking what they can do for the community, and Karen is speaking with them to
provide an overview of community needs in Renton.
The cities of Kent and Renton are holding a summit with non-profit agencies to see how they are doing
in today's economic times. The meeting will be held April 14, 2009, at The Salvation Army in Renton.
An invitation will be extended to all Human Services Advisory Committee members.
The meeting was adjourned at 5:00 p.m.
