Meetin�: It was moved, seconded and Elizabeth Stevens,Vice- carried to approve the November minutes. Chair 2. Three Absences/Bv-Laws: Turnover on the committee has been high recently as some members have missed more than three meetings in one year. Terry Higashiyama, Community Services Administrator, suggested to Absent: the committee that they consider following the same guidelines as City Council. Council Members call in to report an absence prior to the meeting, Robin lones,Chair and are then considered excused. In order for the excused absence to �inda Smith stand, the member must meet with staff following the absence to receive Samantha Williams materials and a brief overview of the missed meeting. This is very similar to Staff Contacts: the proposed amendment submitted by Charlie. The proposed amendment is: Members who cannot attend a meeting must contact the Human Karen Bergsvik Services Manager or his or her designee-in advance of such absences. This 425-430-6652 will be reported to the Chairman. The Chairman will ask for a motion from kbergsvik@rentonwa.gov the Board for an excused absence when appropriate. This will be part of Dianne Utecht the agenda process. Three (3) consecutive unexcused absences shall be 425-430-6655 cause for dismissal and the recommendation will be forwarded to the dutecht@rentonwa.gov Mayor. Following any absence, members must make arrangements with the Human Services Manager or his or her designee to receive materials and Carol Allread a brief overview of the missed meeting. Failure to contact the Human 425-430-6650 Services Manager or his or her designee prior to the next regularly ca Ilread @ rentonwa.gov scheduled meeting will then be considered an unexcused absence. There was much discussion about the proposed change. The acting chair requested a vote on the proposed change. Five members voted yes to accept the amendment and one member voted no. According to the vote, the amendment is passed. 3. Recruitment of Two Positions: We are currently recruiting for two open positions on the committee. A spreadsheet was done to see how well the diversity of the committee reflects the diversity of the community. Recruitment efforts include placing an ad on Craigslist, posting the information at the City's website and the Human Services web pages, and contacting the agencies we fund and the groups that Karen is involved with in the community. Karen said that the best recruitment usually comes from referrals from the current members. The deadline for applications is January 29, 2010. 4. Updates• a) Census Outreach: Forms go out to Renton area residents March 19, 2010. The committee expressed interest in having staff present on the census process at a future meeting. Karen wants the committee to understand how the census works, and to promote filling out the form in their communities. Testing is being held all over King County;two sites in Renton are City Hall.and Highlands Community Center. The census wants to hire people to work approximately 15 hours per week for 30-60 days at$17 per hour. There will be ten assistance centers in Renton to aid those who need help completing the form, or have a question, or need assistance in another language. A packet containing census information will be handed out at the February meeting. b) Income Tax Assistance: Many families in Renton do not take advantage of the earned income credit and the child tax credit, so Human Services is trying to increase awareness of this assistance. An additional site has been established at the Renton Community Center to expand capacity and the number of individuals served by this program. The committee is encouraged to let anyone know who might be able to use it. Assistance is not limited to Renton residents. c) One Ni�ht Count: Volunteers will gather at the Renton Senior Activity Center in January, 2010, for the One Night Count. Council members Marcie Palmer, Greg Taylor, and Rich Zwicker will participate in the event. A Community Services briefing of the One Night Count and homelessness issues will be held on Monday, February 8,to follow-up and get feedback from Council. d) Common Fundin�Application: All of the cities in South King County have signed on to use the electronic funding application. A core group is working on fine-tuning the process. The goal is to have a sample application to bring to the committee meeting in February. Dianne and Carol are learning SharePoint, which is used by cities to upload and share the applications and other information posted by the agencies. 5) Data re: HealthPoint and Demo�raphics of the Communitv: After a recent site visit to HealthPoint, Margie and Linda asked about the demographics of the clinic's patients verses the demographics of Renton residents. A spreadsheet of data provided by HealthPoint demonstrates that they are doing a good job serving a diverse community, but Karen pointed out that they could serve more patients in the Asian population.
