RE: Swanigan Sewer Extension
Dear pon:
I recently received a call from the attorney for Kenneth and
LaVelle Swanigan regarding a Sanitary Sewer Extension Agreement.
The attorney wanted to make two changes to the agreement and I
believe that both are appropriate. The first clarifies the reason
for the agreement, and the second allows the landowner to object
to the amount of LID assessments . The Washington State Supreme
Court recently decided a case granting exactly that right to the
property owner, even if they signed an agreement to participate in
an LID. Therefore, I don't believe that we are giving anything
away.
I have initialed the chan es on behalf of the cit of Renton. If

you have contacts with the Swanigans, perhaps you can have them
come in, initial the changes, and sign the document. If not, I
can forward the agreement back to their attorney for signature.
