CALL TO ORDER: Commission Chair Giometti called the meeting to order at 5:59 p.m. 2. ROLL CALL: Commission Secretary Prince called roll. Commissioner Brines arrived at 6:00 p.m. Commissioner Osborn was absent and excused. 3. CORRESPONDENCE RECEIVED: Email from Craig Wallace regarding Shady Lake. 4. AUDIENCE COMMENTS: None 5. COMMISSIONER COMMENTS: None 6. DIRECTOR'S REPORT:The City Center Community Open House was held last Saturday. There was a low turnout that may have been caused by the weather. Staff will schedule another Open House at City Hall to get more public input. 7. SHORELINE MASTER PROGRAM UPDATE PUBLIC HEARING Erika and David gave a presentation regarding the Shoreline Management Act(SMA). The SMA incorporates four broad policies: encourage water-dependent uses, protect shoreline natural resources, provide for restoration of ecological functions, and promote public access. The SMA applies in the following shoreline jurisdictions in Renton: May Creek, Lake Washington,Cedar River, Black River, Green River, Springbrook Creek,and Lake Desire (in Renton's planning area). MOVED BY CHEN, SECONDED BY PRINCE to open the public hearing. COMMISSIONERS CONCUR. MOTION CARRIED. Audience Comment Larry Martin, 777 108th Ave NE, Ste 2300, Bellevue: Mr. Martin represents the Cugini family,and their family owned companies, including Barbee Mill, and shared photos of the property. The Cugini property is affected by the proposed SMP. Mr. Martin discussed the prohibition of dredging and its effect. Tom Schadt, 10508 NE 48`h PI, Kirkland: Using the presentation that Mr. Martin shared, Mr. Schadt discussed no net loss and the ecological function on Lake Washington and the dredging of May Creek near the Cugini boathouse and concluded that dredging there would have a negligible effect on the environment. David Halinen, 1019 Regents Blvd,Ste 202, Fircrest: Mr. Halinen represents AnMarco,the old Stoneway site. AnMarco has four concerns: the call for removal of existing bulkheads, the lack of flexibility to provide for narrower vegetation conservation setbacks, lower than reasonable building heights authorized,and the lack of provisions for multi-family residential uses in high intensity shoreline environment. Dr.Andy Kindig, 65 Cottonwood Dr,Winthrop: Dr. Kindig discussed the AnMarco site and the bulkhead that the draft SMP provision requires to be removed and replaced. He also discussed the responses that the City made in the draft SMP to the comments that he submitted. Carl Hadley, 19609 244th Ave NE,Woodinville: Mr. Hadley is an aquatic biologist and discussed the implications of removing and rebuilding a bulkhead. Greg James, 21806 SE 38th PI,Sammamish: Mr.James represents the property owner south of the AnMarco site. Altering or removing the bulkhead would significantly impact the adjoining properties. Mr.lames asked the Commission to look at the setbacks and building height that are being required. Dean Patterson, 814 2"d Ave, Seattle: Mr. Patterson works for Futurewise and supports the SMP Update. He asked the Commission to support the good things of the draft SMP and thanked Staff for considering their comments. Charlie Conner, 3001 Mountain View Ave N, Renton: Mr.Conner is a property owner on Lake Washington. He is concerned about property rights protection, use of the shoreline, and public access. Mr. Conner also discussed the language regarding no net loss, modifications or extensions of subdivisions, definition for future redevelopment,water-oriented activities, sites with scientific value, and permit requirements for aircraft. Debi Eberle, 18225 SE 147th St, Renton: Ms. Eberle likes the proposal she has read so far, especially the vegetation setbacks. She supports the draft SMP as written. Tom Gaffney, 10890 Rainier Ave S, Renton: Mr. Gaffney owns a house on Rainier Avenue. As a sailor, he is concerned about the length of the dock and the 8 feet depth rule. Jerry Brennan, 3405 Lake Washington Blvd N, Renton: Mr. Brennan discussed no net loss and smaller setbacks. Laurie Baker,3107 Mountain View Ave N, Renton: Ms. Baker is concerned about the setbacks that are required. She feels that it is unfair to penalize property owners with larger lots. 8. COMMISSIONER COMMENTS: Removal of bulkheads was discussed. The Commission also discussed the shoreline characterization and the process used to compare what's in place now and what will be in place when the SMP is adopted or when the next update will be made.
