CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:01 p.m. 2. ROLL CALL: Commission Vice Chair Osborn called roll. Commissioner Chen was absent and excused. Commissioner Prince arrived at 6:42 p.m. and Commissioner Drollinger arrived at 8:00 p.m. 3. APPROVAL OF MINUTES: MOVED BY OSBORN, SECONDED BY POOLE to approve the minutes of October 28 as written. 4. CORRESPONDENCE RECEIVED: Letters listed on the Comments Index regarding the SMP Update and a letter from the City Clerk regarding an appeal of the Hearing Examiner's decision regarding the Hawk's Landing Mixed Use Environmental & Site Plan Review application. 5. AUDIENCE COMMENTS: None 6. COMMISSIONER COMMENTS: None 7. DIRECTOR'S REPORT: • Chip discussed the second City Center Community Plan Open House that was held at the Renton History Museum. The participation was low that evening. The next step is to coalesce the ideas that were received from both Open Houses and prepare for a presentation to the City Council on December 14. • The second and final reading of the 2009 Comprehensive Plan Amendments was on November 16. This is an exciting mixed- use development opportunity for the City. • The Planning& Development Committee is scheduled to make recommendations regarding Docket#2 tomorrow. The Committee is also scheduled to go on a tour of Highpoint in Seattle. • With the vote against the Fairwood incorporation, the City is looking at two submitted annexations: one from the businesses and another from the residents of the Fairwood area. The City is considering its options, including the possibility of combining these two annexations, which were held in abeyance pending the incorporation vote. 8. DEVELOPMENT REGULATIONS (TITLE IV) AMENDMENTS BRIEFING: #D-33: Parkin�Standards Vanessa gave a presentation regarding this docket item which was requested by the Planning Division. This item proposes realignment of the City's minimum parking standards with actual parking demand and provides for bicycle parking requirements. Staff did a comparison analysis of vehicle and bicycle parking with other jurisdictions, including: Seattle, Bremerton, Edmonds, Kirkland, and Lacey. The City's minimum parking standards are high in comparison to other jurisdictions. Vanessa presented the current and proposed minimum vehicle parking standards and bicycle parking standards. Staff recommends the reduction of minimum parking regulations for attached residential, residential parking for mixed-use commercial, hotels, office, on-site services, bowling alleys, shopping centers, and colleges and universities to reflect actual demand. Staff also recommends the addition of bicycle parking regulations within Title IV, in order to help facilitate the multi-modal transportation system goals within the Comprehensive Plan. Audience Comment There was no audience comment. 9. SHORELINE MASTER PROGRAM (SMP) UPDATE DELIBERATIONS: Barbara Nightingale, the City's regional shoreline planner from the Department of Ecology gave an overview of the SMP. She discussed what's negotiable and what's not, including how the City meets SMA requirements and addresses the mix of comment received to date. Barbara also discussed Ecology's comments on the 07-22-2009 Draft SMP. The meeting recessed at 7:35 p.m. and reconvened at 7:43 p.m. Audience Comment David Halinen, 1019 Regents Blvd, #202, Fircrest,WA 98466: Mr. Halinen cited RCW statutes and had questions for Barbara regarding the process of this update. Jerry Brennan, 3405 Lake Washington Blvd N, Renton, WA 98056: Mr. Brennan discussed the importance of no net loss. He asked the Commission to review the comments that have been received. Planning Commission Minutes Page 3 of 3 .,w,,. �' November 18,2009 Marlene Winter, 2731 Mountain View Rd, Renton, WA 98056: Ms. Winter feels that a lot of residents are having a hard time understanding what this update means to them. She hopes that the Commission recommends regulations that are not as stringent. 10. COMMISSIONER COMMENTS:The next meeting will be on December 2, 2009. 11.
