I. CALL TO ORDER
In Attendance
The following persons were present:

II. APPROVAL OF AGENDA
A motion was made by Cynthia Burns and seconded by Larry Reymann to
approve the agenda as presented. All were in favor, motion carried, the
April 14, 2009, agenda was approved.
II1. APPROVAL OF MINUTES
AI Dieckman made a motion seconded by Mike O'Donin to approve the March
minutes as written. All were in favor, motion carried, March 2009 minutes were
approved.
IV. BOARD COMMUNICATION
Larry Reymann noted he was working with St. Anthony's School and Bonnie
Rerecich on a project for Earth Day/Arbor Day at Liberty Park.
V. DISCUSSION/ACTION ITEMS
Speedina-Union Avenue NE
Leslie Betlach reviewed concerns Cynthia Burns voiced regarding speeding
near Heritage Park to our Police and Transportation Department. Leslie further
reviewed the results of two speed studies conducted by the City's Police
Department.
Foundation Fundinq Service
Jerry Rer�cich, Recreation Director, met with First Savings Bank regarding a
project they could potentially contribute towards at the Senior Activity Center. It

� was decided to remodel one of the current rooms into a fitness room. The
room will be staffed for training purposes only.
Leslie Betlach reported we requested $15,000 from the Renton Community
Foundation for new receptacles in the light poles at Liberty Park. The
receptacles will eliminate cords all over the fields during special events.
WRPA Traininq Review
Tim Searing reported that he, along with Terry Higashiyama and Park Board
members Larry Reymann and Cynthia Burns, attended a WRPA seminar on
parks and the economy. He noted the seminar was very good and he was very
pleased to see we are serving our constituen#s acco�rding to the priority I'rst
defined at the seminar. Tim reviewed data from Hebert Research group noting
major population changes in the state, number of park visits, favori#e activities
of respondents, and interest trends.
Additionally Tim reported on some financials looking at the montfily enterprise
figures for the golf course as well as the monthly�expenditures for the
Community Services Department. Tim indicated he would like to bring slides
from time to #ime to t1�e mee#ings to follow our revenues and expenditures. Tfie
reports reflect why and where we are down in revenues and will show the
members the current trends in the economy.
Leslie Betlach indicated staff would be focusing on what serv'ices and expenses
are absolutely necessary and priori#ize safEty and liability issues #irst.
Tree Citv USA
Terry Flatley reported that Renton had been named a Tree City USA
community by The Arbor Day Foundation to honor the commitment to
community fiorestry. This is the first year Renton has received this na#ional
recognition. An award will be presented at the Arbor Day�vent a# 9:30 a.m.
VI. OLD BUSINESS
OFF-LEASH DOG PARK UPDATE
Todd Black, Kris Stimpson, and Dana Appel have been working with the
votunteer group on the off-leash dog park. This group is very enthusiastic and
committed to making this park a reality. They have launched a website,
designed a logo, and organized their first fund raiser(Wags and Wines). The
group needs to raise $20,000 before the City will start on the park. The Renton
Community Center is selling animal licenses. Todd discussed the plans for the
site including a split rail fence that goes into the ground, concrete is not used.
The area will have log benches and a separate area for small dogs. This is a
two-year plan and hopefully we will begin construetion this �umrr►Ar. The group
is contacting corporate sponsors to enlist donations.

VII. ADMINISTRATORS REPORT
Staff retreat
Leslie reviewed the budget cuts taken previously for the current fiscal year.
Realizing additional cuts would be needed, wage concessions, forfeiture of
deferred compensation, or additional contributions to the health plan were
requested from the employees. City-wide, all represented groups as well as
the non-represented agreed to a combination of concessions to help the City
meet their 2% shortfall. Leslie indicated her pride in the sense of commitment
and community that all the employees showed by everyone contributing to
ensure no one lost their job. The 2170 represented group took furlough days.
Four of those days will be taken by the entire membership at the same time
resulting in closure of most of the City facilities. The golf course will remain
open as well as the community center for a bridge tournament that was
previously booked.
Parks and Trail Master Plan
Leslie Betlach indicated the trails plan will be mailed to the members prior to
the May 12th meeting for their review and comments. Although this document
is going to Council for adoption on May 11, 2009, prior to the next park board
meeting, we will be mailing the document for review , seeking comments, and
looking for an endorsement of support and approval for this document.

Larry Reymann made a motion seconded by Michael O'Donin to adjourn the
meeting. All were in favor, motion carried,the April 14, 2009, meeting was
adjourned at 6:47 p.m.

What should be done about speeding near Heritage Park as reparted by Parks
Commissioner, Cynthia Burns?
Recommendatians:
We recommend that the police enforce the speed limit based on the results of our 2U09
speed study. Printouts of the speed counters' data for the days of February 9, 2009 to
February 14,20q9 are attached for additional information to determine the appropriate
hours of yaur enforcement.
Background:
We have conducted two speed studies on Union Avenue Northeast,south of Northeast 3`d
Caurt,the first in 2005 before the park was constructed and the second in 2009, after the
park was built. Here are the results:

The reduction in volumes is probably due to seasonal and economic factors. The
reduction in speed is dramatic and appears to be mainly due to the choker bulb out and
increased pedestrian activity. Please find attached tables from our two speed studies.

honor its commitment to community forestry.

The Tree City USA program is sponsored by the Arbor Day Foundation in cooperation with the
National Assoeiation of State Foresters anci the USDA Forest Service.
Renton has met the four standards to become a Tree City USA community: having a tree board
or department, a tree care ardinance, a comprehensive community forestry program, and an
Arbar Day observance and proctamation.
Communities that receive Tree City USA�ecogni�on not onty have taken the time to meet these
four standarcis, they reoognize that:
• Trees promote healthier communifies. Leaves filter the air we breathe by removing
dust and other particles.
• Trees moderate cfimate, conserve water anc! provide habitat for wildlife.

PARKS AND TRAILS
Cedar River Shoreline at Jones Park Bank Slone Protection
Design work for bank slope protection is nearly complete. A Biological
Assessment was prepared in order to meet the Federal Endangered Species Act
(ESA) requirements. Several federal and state permits wilt be required. This
project will be placed on hold to use as a possible mitigation project for FEMA
sponsored flood repairs across the river of the damaged gabions. It's hoped that
all work will be done in 2010.
Gene Coulon Park Walkwav Handrail Reqairs
The expected construction timeframe will be in early April.
Trails and Bikewavs Studv and Map
The final draft of the Renton Trails and Bicycle Master Plan document has been
reviewed by staff and retumed to the consultant. Briefings to the Park Board,
Renton Non-Motorized Transportation Advisory Committee, Mayor, and Council
will be scheduled when the revisions to the final draft have been completed.
The estimated time for completion of this project is May 2009.
LoQan Avenue Bike Lane
The Transportation Systems Division, with Parks coordination, hired WHPacific
Engineers to determine a connecting route extending south of North 6"' and
develop design and construction drawings for a connection to be constructed in
approximately 2010.
Jones Park Walkwav Improvements
The existing walks will be reconstructed and/or relocated to better coincide with
the new restroom building and access to existing park amenities. (See Facilities
Section.)
Ron Reais Park
Design is on hold for park improvements. Parks is doubtful that we'll get state
grant funding, and the federal stimulus package doesn't cover park
improvements.
Januarv 2009 Flood Damaqe
Staff is meeting with FEMA representatives to complete Project Applications for
reimbursement. The damage to the Cedar River Trail near the golf course/
Maple Valley Highway has been repaired and the trail is open to the public.
Debris removal at the Riverview Bridge is complete and minor repairs to the
understructure will need to be accomplished. The remainder of the damaged
areas along the trail located between Bronson Bridge and the Logan Bridge will

be combined into one package. The two damaged areas along the trail
downstream of the restrooms in Cedar River Trail Park, are being evaluated by
the Corps of Engineers. Damage incurred at these two locations may be
managed by the Corps due to the nearby lery. Full repairs for atl areas will
extend into 2010 due to the permit process.
Libertv Park Ballfield Liahtinq
The installation work for eight new metal poles and energy efficient lights
commenced in March and will be complete by mid-April 2009. Parks requested a
$15,000 grant from the Custer Fund to install outdoor receptacles for special
events, thereby eliminating the need for electrical cords.
Coulon Park Fishina Pier
All permits have been received to repair the recent fire damage at the pier and
re-construction should commence in April 2009. Approval from the Washington
Department of Fish and Wildlife (WDFW) is based on a proposed mitigation plan
to install a third grated walking strip at the Boathouse entry walk, to be placed
between the two existing grated strips.
Urban Forestrv Proaram
Staff is reviewing a rough draft of the "Urban & Community Forestry
Development Plan". A first draft for Task Force review is anticipated at the end

Arbor Dav/Earth Dav Celebration
Saturday, April 25, 2009, marks the sixth year the City of Renton will formally
celebrate Arbor Day/Earth Day. This year's event is scheduled for Liberty Park
and nearby parks, trails, and natural areas. The program includes tree, shrub,
and groundcover plantings and installing bark mulch in landscape beds at Liberty
Park, invasive plant removals at Liberty and Cedar River Parks, installing gravel
shoulders along the Cedar River Trail in the Narco area and removing and
replacing damaged shrubs along the Cedar River Trail west of the Library. The
opening celebration is planned for Liberty Park with teams of volunteers working
at assigned sites following the opening. From 8:30 a.m. until 9:30 a.m.
volunteers are signed in, 9:30 a.m. until 10:00 a.m. opening ceremony,
10:00 a.m. volunteers report to assigned locations, 11:30 a.m. cleanup and Noon
luncheon at Liberty Park. Please mark your calendars for this day and consider
attending this community-building ev�nt.
Tree Citv USA
2009 will be Renton's first year as a Tree City USA! In addition, the Washington
Community Forestry Council would like to send representatives to Renton's Arbor
Day on April 25 to present the City with the award.

Sidewalks. Pathwavs. and Patio Improvements
Contracts are being processed to remove and replace sidewalks at Cedar River
Park and the Coulon Park Bathhouse. Work on these projects began in March.
In addition, proposals for removing and replacing the brick patio at the Renton
Senior Activity Center are being evaluated.
SprinQbrook Trail
Construction of the City's first boardwalk through a wetland is well underway.
This project is part of the much larger Springbrook Wetland Mitigation Bank, a
joint project between WSDOT and the City of Renton. Remaining items to
complete the trail include the approaches on each end, striping the crosswalk,
maintenance access improvements, and site amenity installations.
An estimated completion timeframe is late Spring 2009.
RECREATION
Beginning April 1, the Renton Community Center will sell dog and cat licenses at
the front counter. The hours of the community center are expanded from City
Hall and should give the public more opportunities for purchasing the licenses.
Licenses will still be available at City Hall. Also, the future off-leash dog park can
be cross-marketed to dog owners when they make purchases at the Community
Center.
The Renton Community Center begins its Spring hours on April 3. The
community center will close at 5:00 p.m. on Friday and Saturday nights, instead
of 8 p.m. The center will continue to be open until 10:00 p.m. Monday through
Thursday.
The Renton Recreation Summer Brochure is available April 10. The brochure is
mailed to Renton residents and is also available at the Renton libraries. New
programs include the Renton Rowing Club's offering of beginning lessons.
Summer registration begins Tuesday, April 14 for residents and Thursday,
April 16 for non-residents.
Spring Neighborhood Park Programs begin April 20. Kennydale, Kiwanis, Philip
Arnold, Teasdale and Tiffany Parks will be open from 3:30 p.m. to 7:00 p.m.,
Monday—Thursday. This free drop-in program offers after-school games, arts &
crafts, sports, and special events for children ages 6-11 years.
The Annual Community Garage Sale will be held on Saturday, April 25, from
9 a.m. to 1 p.m. at the Renton Community Center. Admission is free to
shoppers!
Registration for the annual °Fishing Kids Derb�', to be held on June 6, at Gene
Coulon Memorial Beach Park begins April 27. Register early, as the derby fills

VOLUNTEER PROGR14M
Community Services received 2,346 hours of volunteer service from 324
individuals. Using the independent section indicator for a value of service for
2008 of$20.25 an hour, this amounts to $47,506.
Projects and programs receiving volunteer hours included the Library,
Specialized Recreation, Renton Senior Activity Center, Renton History Museum,
Youth Athletics, Parks, and the Housing Repair Assistance Program.
In addition to the ongoing programs receiving volunteer service during the month
of March, the City benefited from the following projects:
O Members of the LDS Washington Mission, Renton Zone, assisted our
Park staff by spreading play chips in the Maplewood Park Playground, and
graveling areas along the Cedar River Trail by Riverview Park.
O Life Point Church Volunteers gave their time to help remove debris at
Cascade Park. These volunteers also worked with our Code Compliance
staff to help an individual in the community who was in violation and in
need of assistance, and the Public Works staff helped with a street clean
up.

The newly renovated par three tee boxes will open for play mid-April, weather

Hole #5 is improving from flood damage. It is estimated that no replacement sod
