The owners, their heirs, successQrs or assigns, ' agree and� covenant to sign a petition to annex the above described premises -- �� unto the City of Renton at such time as the assessed valuation of the subject II premises is sufficient to qualify under the 75% method pursuant to RCW 35A.14.120, together with such other adjoining or contiguous area as the City or other petitioners may determine.
