Municipal Arts Commissioners Absent: City Staff Present: Jennifer Davis Hayes, Community& Economic Development Vivienne Lietz, Administrative S�cretary, Community& Economic Development Vincent Orduna, Carco Theatre Manager CALL TO ORDER: Commissioner Pat Pepper called the meeting to order at 4:30 p.m. APPROVAL OF MINUTES: The Commission motioned to approve the January 2008 minutes. MOVED BY PAT PEPPER AND 2"D LINDA MIDDLEBROOKS. COMMISSIONERS CONCUR, MOTION CARRIED. Doug Kyes introduced Char Baker,who served on the Commission from 1967 through1986 and was made a life member in 1993. Char was instrumental in building the Renton IKEA Performing Arts Center and starting Renton River Days. Her arts involvement includes Allied Arts, Renton Annual Art Show, Renton Arts Plan Together and was the 1 st Bravo Award Recipient. The Renton Arts Plan Together was a group of arts organizations but was set aside due to lack of participation. She commented that there are many arts groups in Renton and she encouraged the Commission to reach out to them. She also commented that there are five things all board should do: 1. Show up; 2. Set Policy; 3. Budget; 4. Plan; and 5. Decide. She felt the Commission is doing all five things. CORRESPONDENCE AND ANNOUNCEMENTS: • Commissioner Lund announced Kent has an upcoming festival—He passed the mail around the table for commissioners to review. • Wesley Van Doren shared some items of interest from Arts Day in Olympia including: City Arts, Edmonds Arts Commission, the Directory of Elected Officials, items from Washington Arts commission and a Washington State coloring book. • Pat Pepper mentioned that they met with 6 people from local districts. Pat inforrned the group that there is a report from Americans for the Arts that reports businesses,jobs and impact of arts and cultural organizations by legislative district. She will email the information to Jennifer Davis Hayes. Jennifer stated the information would be helpful to the master plan. • Jennifer Davis Hayes mentioned the Springboard program, which is a low cost technical assistance program for arts and cultural organizations provided by Executive Service Corporation of Washington. Commissioners should think about Renton organizations that could benefit from these services for future year cohorts,which start in February. Jennifer will reach out to the organization to schedule a tour for the Commission and encourage their employees to complete the Commission's registry. OLD BUSINESS: Local Arts Aaency—4Culture: Pat Pepper stated we are a local arts agency. She attended a meet&greet to introduce out 2009 touring roster, which is a list of artistic groups can be hired for events. They have a CD showing people perform. The next 4Culture LAA meetings are March 26th and May 28�h, the latter is hosted by the Commission at Carco Theatre. The Commission is responsible to provide refreshments and have the meeting set up by 9 am. The Commission will discuss as part of the Action Item list next month and any Commissioner can help either the night before or that morning. Jerri suggested showing the N program aired on Channel 21 at 4Culture meeting in March. ACTION ITEM LIST: Committee Reports • Communitv Development: Committee Chair Fred Lund 1. Tie in FilmFrenzy with Arts. Dance Theater, Film, Sundance of the North West. 2. Cultural Registry. Jennifer Davis Hayes stated we have received one registration and reiterated to group to get the word out. 3. Annual Report. The report needs to be updated and the Commission would like to present to the Council. Currently the report is a biennial report; the next version under this format would be an update for 2008-2009 with goals for 2010 and 2011. But there is new information to be included. A deadline was set for completion in April. Evelyn Reingold and Pat Pepper will work on content, Vivienne Lietz will do layout. • Performinp Arts: Committee Chair Mike O'Halloran No meeting took place. Michael O'Halloran reported that the group is continuing to explore hosting a season at the Renton IKEA Performing Arts Center. If the Arts Commission decides to pursue this option, there is still a lot of information that is still needed including who will organize, how will the money be raised, and how to market to the target audiences. One option for who could organize would be Shana Pennington-Baird as a consultant. Doug suggested that Performing Arts committee attend the next Renton IKEA Performing Arts Center advisory committee meeting. Jennifer will research more information on the number of days the City has used and for what types of events. Previous discussions of this idea included that the Commission could gather a season with shows that are currently already happening at the center and market as a season. This new idea would expand the Commission's role to bringing artists into the center. The Performing Arts Committee was asked to develop more details for this idea to bring to a future Commission meeting to vote on whether or not to move forward. • Visual Arts: Committee Chair Britt Peterson 1. Britt Peterson reported that the group is preparing for its first artist reception on February 28, from 4— 7 p.m. The artisYs daughter may play harp as background music. A proof of the postcard was distributed for edits. The invitations will be distributed throughout the City at City buildings and through Commissioners, the artist, to the Commission mailing list and email version. The City will send a press release. The three blogs in Renton will also be contacted as well as Facebook of Renton individuals. Vivienne Lietz will make changes. 2. The next three artists are lined up for display at Carco Theatre. Future artists include display of an origami quilts and realist oil paintings. Britt asked Doug to display Sierra Heights student work starting mid-June. 3. Jennifer Davis Hayes mentioned that the organizers of the Diversity Festival, organized by Renton Technical College, are determine what the festival will look like this year in June. There is an opportunity to display the artwork created by this event on a longer-term basis and suggestions are welcomed. Commissioners suggested the previous Lidia's Grocery Store space on S 3`d St, the Senior Center and Valley Medical Center. 4. The next Visual Arts committee meeting will be Tuesday, Feb 17, 5pm at Carco. Britt Peterson asked for help with chair position due to personal responsibilities, which will be decided at the next meeting. _` � Municipal Arts Commission Mi�s � Page 3 of 3 February 10,2009 • 1%for Arts: Committee Chair Pat Pepper 1. Jennifer Davis Hayes and Denise Zullig met with Jim Seitz, Transportation Manager overseeing the 1%for Arts line item for his department. It was a positive meeting that resulted in some possibilities of collaboration on future projects. We need to continue meetings with project managers and engineers to ensure the desire to collaborate for a win-win situation is known. It should be noted that less projects will be moving forward in 2009. It was suggested that Denise and Jennifer meet with Peter Hahn, the Deputy Director of Public Works. 2. Valerie Gower reported that the theme for the mural project could be Renton heroes or Sister Cities. More development of this idea will be completed and brought to the entire Commission for approval. 3. Wesley Van Doren reported that he needs direction on the Commission's focus in order to know which grants to apply. Following from retreat,Wesley was thinking about how we coordinate our assets and think about a business plan. He mentioned that he met the coordinator of Renton River Days and discussed how it is scheduled same weekend as Bellevue and Issaquah's art events. 4. Jennifer Davis Hayes presented a project idea for a mural on interior wall at Community Center. The Commission is interested in pursuing this idea and the 1%for Arts Committee will work with Shirley Anderson at the Community Center to refine the proposal and pursue a Call for Artists for this project. This could be a pilot project for the mural project. 5. Wesley Van Doren asked if there are any spaces within the City available for public art. He is looking at how we connect the dots with all the different Arts organizations within the city. Commission Budget The 2009 Arts Commission proposed budget was presented for approval. The Commission was informed that while the City has explored budget cuts, at this time there is no decision on if any cuts would impact their budget. It was noted that in 2010, the Commission would apply for a LAA grant from 4Culture and Carco Theatre would apply through the community based organization pool of funds. Commission Retreat The Commission was presented with a multiple page of notes from the retreat and a one-page summary of next steps. Pat Pepper discussed the need for a memorable and strong mission statement. Other Commissions included strong words such as"advancing"and "championing". She encouraged Commissioners to brainstorm words to reflect the Commissions focus. The next step will be for Committees to discuss the one-page summary and determine if and how their committee aligns with the Commission focus. NEW BUSINESS: 1. Arts day in Olympia on February 3. 4Culture was impressed by the Renton Arts Commission turnout at arts day. Thank you to all that went. 2. Mike O'Halloran reported that the City planted 85 trees planted in Downtown Renton. He also mentioned that the Rotary CAPER is on March 21, tickets $50. 3. Jennifer reported that there are four applications to date for the 2009 grant. The deadline is February 27.
