All were in favor,minutes approved. CORRESPONDENCE/ANNOUNCEMENTS/CLIPPINGS 1. Jean Hobart shared a newspaper article titled, "Eastside Corridor: Possible Rail/Trail Combo?" from the Seattle Times/Local News dated August 2, 2006. 2. Jean Hobart also brought in the Renton Reporter dated July 5-18, 2006, article titled, "City Officials Outline Park Additions in Latest Plan"relating to the Tri-Park Master Plan. REPORTS Parks Department: Leslie Betlach reported in July there was an on-site meeting with Senator Patty Murray for the Sam Chastain Waterfront Trail. There is a possible 1.2 million funding for construction from the Federal Government. The City will find out in November if money has been appropriated. The City is also working with the City's lobbyist on securing one million dollars in state funding. A Request for Proposal to hire a consultant to design the Trail will be forthcoming with interviews in November. Renton Non-Motorized Transportation Advisory Committee September 7,2006 Meeting Minutes Page 2 of 4 Leslie Betlach also reported that the Tri-Park Master Plan will go to Park Board on Tuesday, September 12, 2006 for their review. The Community Services staff is hoping for a final recommendation to Council. The final presentation to Council is scheduled for September 25, 2006. Pete Maas asked if there was any progress with the $15,000 grant for Union Street Playground. Leslie Betlach reported the grant had been processed and will be utilized for climbing rock play amenities. Leslie said the project was delayed due to the concrete strike. The project should be completed by January, 2007. OLD BUSINESS 1. Ron Regis Park: Paul Wantzelius asked if the flooding issues had been resolved. Leslie Betlach advised in August the consultant recommended some landscape revisions to the berm. This should help contain water from the creek and control the flooding. 2. Boards & Commission Training: Leslie Betlach reminded everyone about the Boards & Commission Training to be held on Friday, September 22 and Saturday, September 23, 2006. Everyone should have received a post card invitation in the mail. Several committee members were planning on attending: Pete Maas, Margaret Feaster, Janene Sestak, and Bob Elliot. Leslie Betlach elaborated on what to expect at the training. A representative for each committee will give a brief overview of their CommitteeBoard and what they do. The training will include topics such as what staff needs to do to make committees effective,how staff and committee members can provide support to each other, and how to minimize vacancies and develop enthusiasm. They will also go over the "Roberts Rules of Orders". Janice Corbin is the guest speaker. The City has worked with Ms. Corbin on Team Building and she is real inspirational. 3. Railroad trestle by Fred Meyer on Rainier Avenue: The City's code compliance officer reported as of 8/23/06 that the litter,trash, and garbage on the property have been cleaned up. 4. Consultant Agreement with MIG,Inc. for updating Parks, Recreation,Trails and Open Space Plan. Leslie Betlach discussed this agreement which will utilize what the Non-Motorized Transportation Committee completed a couple years ago. A Trails Classification system, descriptions of trails and maps, and a large map will be some of the work products completed under this contract. There is also the potential to get a map of all trails posted on the City's web page. The estimated time frame to complete the project is nine(9) months. Jim Seitz, Transportation Planning and Programming Supervisor, introduced himself to the committee. He gave an overview of the City's bicycle plan in relation to on- going construction and road developments throughout the city. Jim emphasized that there will always be congestion and a need to give options to the commuters such as bike routes. The Transportation Division is also working with King County to achieve an inter-connected regional system. Dan Hasty, Transportation Department, added they hope to develop a bike plan which would include a map encompassing the entire city and include potential annexation areas, making sure to take into consideration the trails. They are hoping to have the Request for Proposal ready to advertise in October, 2006 and a signed contract by Mid-November. They are striving to have their first public outreach by December 13 or 14, 2006. The Transportation Division would like to receive input from residents and community groups to determine important areas of concern or areas that need review to improve trails and will try to incorporate this information into this plan. They are looking for a contact from the Boeing Bicycle Club to be on their review team. They will be looking at the Trails Plan also as part of their research(Leslie Betlach has given Dan a copy of this plan). The goal of this process is to come up with recommended bicycle trails throughout Renton. Paul Wantzelius asked if this will include transportation corridors suggested by the Non-Motorized Transportation Committee. He indicated even though this committee operates under the Parks Division,they try to keep a broader scope and include the transportation corridors. Leslie Betlach also made a point that the Community Services Department will need to work closely with Transportation to ensure the Transportation consultant does not duplicate work that has already been done by the Parks consultant who is working on the revised Trails Plan as part of the Parks Comprehensive Plan. A revised scope for the Trails Plan will be executed within a week or two. Leslie Betlach mentioned the possibility of putting a map of all trails on the web page. Budget constraints do not allow the Pazks Dept. to have this as part of their consultant contract; however, they were hoping Transportation could include this option in their Transportation Consultant bid packet. Pete Maas pointed out that the Cascade Bicycle Club put together a four county point to point map. This may be a useful tool in creating a map for Renton. Craig Paynter recommended focusing on Tukwila connections because of light rail going in. Leslie Betlach indicated there is a bike lane from Oakesdale to 27�'and bike lanes on Strander. 2. Pete Maas volunteered to attend the next Park Board Meeting scheduled for Tuesday, September 12, 2006. OPEN ISSUES 1. Springbrook Trail: Leslie Betlach gave an update on this project. The project is scheduled for the Community Services Committee on September 18, 2006 and the Council Meeting tentatively scheduled for October 2, 2006. This is part of I-405 early Mitigation Project. The proposed plan is to construct a trail as part of the mitigation project. The bid opening is on September 20, 2006. 2. Bob Elliot asked for volunteers for the Nominating Committee (two must reside in City of Renton)to present slate for next meeting. Margaret Feaster,Dorothy Flower and Pete Maas volunteered to be on the Nominating Committee. 3. Lights on Trail from Logan to Mouth of River: Leslie Betlach will check with the Parks Maintenance Supervisor to find out what the timer is set for; lights are coming on too late since it is now getting dark earlier. Bob Elliot made a motion to adjourn the meeting.
