Guests: Ron(Earl)Pieper The meeting was called to order by Pete Maas at 4:35 p.m. Approval of Agenda Jean Hobart made a motion seconded by Robert Peterson to approve the agenda as written. All were in favor, agenda approved. Minutes Jean Hobart made a motion to approve the February 1, 2007 minutes as written. No changes were noted by those members present at the meeting. However, this motion was tabled because there was no quorum. PUBLIC COMMENTS None. COMMITTEE COMIVIUNICATION 1. Park Board: No committee member present at February meeting. 2. Leslie Betlach distributed copies of two news articles that were emailed from Bob Elliot, Vice-Chair. One from the Seattle Times dated 2/26/07 titled, "Preliminary deal reached to turn rail line into trail"and the second article dated 1/31/07 from Seattle.gov titled, "Chief Sealth Trail". 1:�2007 Files�2007-040mb(NonMotorized-March 07 Minutes).doc , Renton Non-Motorized TFansportation Advisory Committee � March 1,2007 Meeting Minutes Page 2 of 4 3. Leslie Betlach also distributed copies of the memo regarding membership terms and the 2007 roster sent to Mayor Keolker on 2/7/07 for signature. 4. Craig Paynter advised there was an article in the Renton Reporter regarding the May Valley Road closure in front of the Bridle Trails Park. CONSENT ITEMS 1. The revised Constitution and By-Laws were discussed. Updates to the Constitution and By-Laws document dated 6/26/02 were reviewed at the February 1, 2007 meeting and all changes were incorporated into the document dated 3/1/07. Leslie Betlach brought the 3/1/07 docutnent to the meeting to vote to accept, however there was no quorum so this item was tabled until the next regular scheduled meeting. (Under the present By-Laws, seven people are required to pass a vote.) Craig Paynter recommended one additional change under the By-Laws section, Article VI Meetings,Item 4. Correct first sentence to read, "Any member who will be absent from a meeting should contact the Chair,Vice-Chair or appointed designee in advance of such absence." (Current revised document reads, "Any member who misses a meeting should contact . . . .") Leslie Betlach will make this last change and bring the final version to the Apri15, 2007 meeting. DIRECTOR'S REPORT Sam Chastain Trail: Leslie Betlach reported they just received word today that they are putting the Sam Chastain Trail on hold indefinitely. Grants in place may be re-prioritized to another project. Boeing has security and safety concerns about their manufacturing plant. The Muckleshoot Tribe is also not fully supportive. May Creek Trail: Leslie Betlach reported a property owner from the east side of Jones Avenue contacted the City wanting to sell their property. If the City were to purchase this property, it would allow for a connection from Lake Washington to Cougar Mountain. New Park: The name for the new park was approved by Council; it will be"Heritage Park". There will be a kiosk built in the park. Volunteers have constructed a kiosk at Earlington which will become a standard for all parks. This kiosk will contain the history of the park, how land was used prior to building the park, and how the City acquired the property, etc. The Dedication for Heritage Park will be held on June 16, 2007. The park will open in May with the play area and climbing rocks available to public; however the grass area will be fenced off to allow the grass to become established. Leslie also reported that the Community Services Department was approved for re- accreditation. Committee members should be receiving invitations in the mail. OLD BUSINESS 1. Light under I-405: Parks Maintenance crews repaired the light. 2. Unsafe condition on Airport Way and Logan—broken glass: Leslie Betlach sent an email to the street sweeping department. 3. Boards and Commissions Training Packet Review: Leslie encouraged everyone to read and then the committee can discuss at the next regular scheduled meeting. 4. Letter to Rick Gamble: Rick's term expired in December 2006 and he has presumably moved from the area. Pete Maas, Committee Chair has tried on several occasions to contact Rick with no success. It was agreed to formalize a letter to Rick Gamble from the committee to advise his term expired as of December 2006 and to inform him that he is no longer a committee member. The letter should also include a thank you for his past services especially his involvement with the Volks Walking aspect. NEW BUSINESS 1. Janene Sestak brought up a question on bicyclists on bus routes. She noted that early in the morning (5:00 a.m.)there are lots of bike riders in the Kent Valley, but only a couple racks on the buses. What are the rules on the morning routes? Are there any laws or rules governing where to put all the bikes? And, are there laws about what type of lights are required on the bike—some riders had no lights? Would this be a question for City of Kent or possibly King County? Leslie Betlach suggested she call King County Metro. Craig Paynter indicated he thought State Law required lights on the rear(or at least reflectors). 2. There was some discussion on the trails plan for areas that may be annexed. The consensus at the meeting was that the committee should continue to review trails in the areas that may be annexed. It was suggested a subcommittee be formed to review these areas. Pete Maas, Craig Paynter and Robert Peterson volunteered for this committee to look at the other areas that are up for annexation. (Skyway, Benson, East Renton Plateau, and Fairwood). Leslie Betlach indicated the next vote will be for the Benson area. 3. Janene Sestak volunteered to attend the next Park Board meeting scheduled for March 13, 2007. Craig Paynter asked if the trail along I-405 was open now—it had been closed for maintenance. Leslie Betlach indicated it should be open. It was closed in November and part of December because of flooding. 5. Blueberry Farm: Craig Paynter asked about the article in the Renton Reporter. Leslie Betlach indicated this went to Committee of the Whole to consider a rezone and what type of protection a rezone might offer. There are some constraints with this property because of the wetlands and stream. 1NFORMATION 1. Monthly Status Report: February report will be distributed at the next meeting (it was not finalized in time for the March 1 st meeting).
