Committee Members Present: Bob Elliot, Margaret Feaster, lean Hobart, Pete Maas, Craig Paynter, Frances Pieper, lanene Sestak, and Paul Wantzelius Committee Members Absent: � Dorothy Flower and Robert Peterson City Staff Present: Leslie Betlach, Parks Director Margie Beitner, Recording Secretary, Community Services Administration Jim Seitz, Design/Planning and Programming Supervisor, PBPW/Transportation Guests: Connie Reckord, MacLeod Reckord Landscape Architects Ron (Earl) Pieper The meeting was called to order by Pete Maas at 4:30 p.m. I. APPROVAL OF AGENDA Leslie Betlach requested one change in the Agenda. She asked that the presentation for the Final Renton Trails and Bicycle Master Plan be moved up to allow the consultant to be first on the Agenda. Jean Hobart made a motion to approve the agenda as amended. Paul Wantzelius seconded the motion; all were in favor, agenda approved. II. APPROVAL OF MINUTES Paul Wantzelius made a motion to approve the February 5, 2009, meeting minutes as written. Frances Pieper seconded the motion; all were in favor, minutes approved. PUBLIC COMMENTS None. IV. COMMITTEE COMMUNICATION 1. Pete Maas shared a map for the Lake Union Loop Trail. The map folds to a credit card size with a stiff cover. Pete suggested this may be something to look into in the future for the Cedar River Trail, etc. A map similar to this is easier to carry and possibly something that could be handed out at Renton Rivers Days. V. CONSENT ITEMS None. VI. DIRECTOR'S REPORT Leslie Betlach commented that the Community Servi�es staff and the Transportation Division have been working on the Renton Trails and Bicycle Master Plan. The next step will be the Parks, Recreation, and Open Space Plan. A random household survey will be completed. The Bicycle and Trails plan will also be incorporated into the Parks, Recreation, and Open Space Plan at a later date. Leslie also noted that the Benson Hill area has a shortfall of parks. The traditional approach to determining the park level of service is acres per thousand population and factors in demographics, geographic barriers, need, and demand to help determine park type and location. Leslie is researching alternative park planning methods taking a more holistic approach utilizing sidewalks, street trees, water conveyance systems, etc., in addition to the more traditional method of park planning. This type of planning may provide a more connected park/environment system. VI1. OLD BUSINESS None. VIII. NEW BUSINESS 1. Final Ren#on Trails and Bicycle Mas#er Plan: Leslie Betlach introduced Connie Reckord of MacLeod Reckord Landscape Architects and Jim Seitz, City of Renton. Connie Record gave a brief overview of the final product and how the City expects to use and build on this document in the future. This document represents transportation commuter routes, recreational trails, and provides an update of planning efforts. Two products are provided with this plan,the planning document—the bound document with background, maps and design to be adopted by Council and a map showing the routes as they exist now. Jim Seitz noted that the Transportation Division would like to have this document adopted via resolution by Council. Adopting this document will help support grant requests. A draft Renton Trails and Bikeways Guide Map was presented at the meeting. There will be a six-year cycle to update the Renton Trails and Bicycle Master Plan. It is hopeful the next version will include all non-motorized routes such as sidewalks. An open discussion followed relating to any questions or concerns committee members noted during their review of the final document. Pete Maas noted a couple items. He asked what a "water trail" means. Leslie Betlach explained this was the "Lakes-to-Locks Water System" and this would be added to the map. Pete also noted that the names listed on the "Acknowledgments" page should be corrected to include Pete Maas as Chair and Janene Sestak as Vice Chair under the Renton Non-Motorized Transportation Committee. Paul Wantzelius noted on Page 32, under "Opportunities" Two Rivers Trail there is no "s" in the word River. He also suggested on page 100,the words "(scale varies)" should be left off the map—it is not needed (same with other pages throughout the document). Bob Elliot asked about the number of pedestrian dirt trails. Leslie Belach explained the dirt trails are not ground tested and are approximately located in natural zone areas for foot traffic only. Bob reiterated that approximate connections used by mountain bikes are shown on map but not encouraged. Leslie Betlach suggested the committee make a recommendation as to whether to approve the final draft and move forward with this document. Paul Wantzelius made a motion that the Non-Motorized Transportation Advisory Committee make a recommendation to the staff to approve the Renton Trails and Bicycle Master Plan with the minor changes noted. Jean Hobart seconded the motion; all committee members were in favor, motion passed. The Non-Motorized Transportation Advisory Committee recommends that Council move this final document ahead for adoption. Bob Elliot made a motion to cancel the June 4, 2009, meeting. Craig Paynter seconded the motion, all were in favor, motion approved. There will be no meeting in June. The next regularly scheduled meeting is December 3, 2009. 3. Craig Paynter had one new concern for bicyclists. At the QFC parking lot in Highlands on Nf 4th, cars coming up on east exit cannot see the bicyclist. The bike lanes disappear when you get to this exit. (Heading west on NE 4tn, traffic turns east out of exit.) Leslie Betlach will submit this concern to Code Compliance and the Planning Dept. 4. Craig Paynter commented that the two lanes turning left onto NE 4th make a big difference. It is much better than before. 5. Pete Maas mentioned the new Duvall road where it is five lanes wide, plus bike lanes. When you get to the bridge,the next% mile does not look like the road is going to be big enough for bike lanes (lanes look very narrow). Leslie Betlach noted that it is the long term goal to have bike lines from NE 4th to New Castle. The north side of bridge is King County, but all agencies were involved in developing these bike lanes. 6. Bob Elliot inquired about the completion date for Springbrook Trail through the Renton Wetlands. WSDOT is pushing to complete by the end of May. IX. CORRESPONDENCE None. X. ADJOURNMENT A motion was made by Jean Hobart to adjourn the meeting.
