Jordan/Terry Flatley : The,Parks Department has requested to conduct normal maintenance 'and'repair to the public walkway/trail area located within the Springbrook trail. The public traiUsadjacent to the P-1 Channel. The trail damage was caused by localized root heaving and subsidence. Trail maintenance and repairs are proposed to commence in early August and be completed in the same month. Springbrook Trail Between SW 34th Street and SW 41 st Street N/A 25-23-04E P-1 Channel An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the proposed project described on the attached form for the following reason(s): 1L Normal maintenance of repair of existing structures or developments, including damage by accident, fire or elements. 1. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully established condition. 2. "Normal repair" means to restore a development to a state comparable to its original condition, including but not limited to its size, shape, configuration, location and external appearance, within a reasonable period after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline resource or environment. 3. Replacement of a structure or development may be authorized as repair where such replacement is the common method of repair for the type of structure or development and the replacement structure or development is comparable to the original ,structure or development including, but not limited to, its size, shape, configuration, lo~ation and external appearance and the replacement does not cause substantial adverse effects to shoreline resources or environment. It is broken into several segments by undeveloped lands and was constructed in phases as new development of adjacent property occurred. One section, between S.W. 34 Street and S.W. 41 Street, has been selected for repairs to correct localized root heaving and subsidence. This segment is located forty feet east of the Drainage District 1 channel found between S.W. Oaksdale Avenue on the west and S.W. Lind Avenue on the east. 111 conjunction with the Public Works Street Overlay Project for 2004, the contractor, Public Works staff and Parks Division staff met to discuss repairs and how to coordinate the work with the Overlay Project. The Overlay Project is well underway and the contractor is ready to begin trail renovation around August 4, 2004. Project name, size, and location Springbrook Trail Repair Project Approximately 2,000 feet of 12-feet wide asphalt trail Between S.W. 34 Street and S.W. 41 Street and east of S.W. Oaksdale Avenue and S.W. Lind Avenue. Brief description of proposed work • Jackhammering asphalt in four locations (150 square feet total) to reach surface tree roots, removing roots in these locations and placing gravel and asphalt patches in the excavations • Sawcutting and removing the west two feet of asphalt trail • Grinding to level grade uneven areas of asphalt trail • Trenching a two-feet deep by six-inch wide trench along the west two feet of trail to sever tree roots • Installation of root barrier in trench • Installation of geo-textile fabric over the existing asphalt trail • Overlaying two inches of new asphalt over fabric and existing trail to create a ten-feet wide trail. Importing 20 cubic yards of topsoil to bring trail edge to grade and seeding. Trenches will be backfilled with spoils removed during trenching. The area in general contains moderately well-drained soils. Total estimated construction cost and estimated fair market value of the proposed project $70,000.00 Estimated quantities and type of materials involved if any fill or excavation is proposed Approximately 20 cubic yards of existing soils to be excavated using a trencher. Material will be removed from site by contractor and recycled. . Number, type and size of any trees to be removed Two trees will be removed. Pinus contorta. 6 inches measured at diamter at breast height. These are trees that contain 50% or greater dead branches and growing beneath other healthier trees. Trees are being removed to improve the health of adjacent trees and not as part of the asphalt trail renovation requirements. Renovation will remove heaved areas, trenching two feet down along the entire length (2,000 feet) to severe all tree roots, installing root barrier fabric in the trench, overlaying the existing trail with geo-textile fabric and 2 inches of asphalt. The Trail width will be reduced from 12 feet to 10 feet on the west side (left in the picture). '-) Springbrook Trail Renovation Project Looking south towards 41 Street showing trail degradation.
