It will be constructed of cedar fence boards and stone veneered concrete pillars. The provision of modulation and plantings prevent the fence from being a vast blank wall along the public walkway. In addition, the fence would not be located within the clear vision area of Nile Avenue NE and NE 17th Street, which alleviates site distance concems. As such, the fence is approved. Advisory note: If any of the above-listed conditions cannot be achieved, the applicant can limit the height of the fence to four feet above the sidewalk grade in its current location or remove the fence entirely. Three sets of the entry landscape construction site plan, highlighting the fence locations and construction details 5. One check for $100 made payable to the City of Renton In an effort to provide appropriate fencing for the purpose of safety along 148th Avenue S.E., and creating an identification for the plat of Windstone, we have designed a fencing theme that supplements the proposed entrance monument for this project. The entrance monument has been submitted for approval under a separate application; however, as indicated on the enclosed plans, we are proposing a 6-foot-high fence with eMU fence columns with stone veneers and precast concrete cap. On the west side of N.E. 17th Street we are proposing the 6-foot-tall fence for screening purposes. Additionally, we are proposing intense landscaping between the backup walk and the fence line. We are also proposing the same fence design and theme for the east side of N.E. 17th Street with 4-foot-tall fencing and stone veneer columns. This particular fencing will provide a border between the proposed monument and landscaping, as well as the existing seasonal stream. We have also provided modulation to the fence alignment to accomplish two things. First, the fence modulation breaks up the typical "wall" of fencing. Second, by providing the modulation for aesthetic purposes, we are also able to provide a location more suitable for street trees and additional landscaping. Stoneridge) 148th Avenue S.E., Renton, Washington City of Renton File No. LUA04046 The following infonnation is provided to justify the intent and use of a Special Fence Pennit for the plat of Windstone (a.k.a. Stoneridge): 1. Permanent Landscaping Along the Front of the Fence: We are proposing to provide pennanent landscaping along the street frontage of 148th Avenue S.E. and the proposed plat. By providing a taller fence on the west side of the intersection of 148th Avenue S.E. and N.E. 17th Street, we can soften the impact of a fence that will provide for safety reasons for the adjacent single·family lots and provide an aesthetic entrance to the project, as well as softening the impact of a 6-foot fence. 2. Quality Fence Material (Such as Cedar Fencing): As indicated on the enclosed details for this project, we are proposing cedar material. 3. Modulation of the Fence: We are proposing fence modulation to break up the size and length of the proposed fence; however, we have elected to build a 4-foot-tall fence along the east side of N.E. 17th Street that is providing protection to the environmentally sensitive areas and the proposed landscaping of the entrance monument. 4. Similar Design and Materials as Other Fences in the Surrounding NeighborhoodS: The proposed design of the cedar fencing and stone veneer columns is seen throughout the City of Renton and unincorporated King County. In many cases, we are proposing a superior design. 5. Increased Setbacks from the Adjacent Sidewalk: The proposed fence is located along the common boundary line of the public right-of-way and the adjacent lots andlor tracts. There is an approximate setback of 4 feet from the sidewalk; however, we are providing additional setbacks as part of the proposed fence modulation (8.5 feet from sidewalk) that allows for additional landscaping and street trees. 6. Ornamental Materials for Construction Treatment, Such as Wrougbt Iron: As indicated on the enclosed plans, we are proposing stone columns (4-and 6-foot columns with precast caps) that will further soften the impact of the fencing and will be consistent with the proposed entrance monument. 7. Orientation of the Finished Face of the Fence Toward the Street: Both the fencing and columns will face the street side (148th Avenue S.E.), as well as N.E. 17th Street. 8.
