The project will involve removing invasive' plants from the top 20 feet of the riverbank and planting native trees and shrubs to enhance salmon habitat and crate a buffer from the street. The project involves less than 1,500 lineal feet of stream reach and less than 100 cubic yards of earthwork. DATES OF PROPOSED WORK: Majority of work is planned to be completed between January 3 and January 22, 2005. A drip irrigation system will be installed later in April of 2005. TYPE OF EQUIPMENT TO BE USED: Pickup truck to haul away the blackberries, small backhoe to remove ecology blocks, mini excavator to dig up existing gravel areas, auger to dig holes for trees installation, and various hand tools CONDITIONS OF APPROVAL: A Temporary Erosion Control Plan must be submitted to and approved by Public Works Plan Review Supervisor Kayren Kittrick (425-430-7299) prior to starting work. An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the proposed project described on the attached form for the following reason(s): / Watershed restoration projects: (i) "Watershed restoration project" means a public or private project authorized by the sponsor of a watershed restoration plan that implements the plan or a part of the plan and consists of one or more of the following activities: (A) A project that involves less than ten miles of streamreach, in which less than twenty-five cubic yards of sand, gravel, or soil is removed, imported, disturbed or discharged, and in which no existing vegetation is removed except as minimally necessary to facilitate additional plantings; (B) A project for the restoration of an eroded or unstable stream bank that employs the principles of bioengineering, including limited use of rock as a stabilization only at the toe of the bank, and with primary emphasis on using native vegetation to control the erosive forces of flowing water; or . (C) A project primarily designed to improve fish and wildlife habitat, remove or reduce impediments to migration of fish, or enhance the fishery resource availabl"or use by all of the citizens of the state~rovided that any structure, other than a bridge or culvert or instream habitat enhancement structure associated with the project, is less than two hundred square feet in floor area and is located above the ordinary high water mark of the stream. (ii) "Watershed restoration plan" means a plan, developed or sponsored by the department of fish and wildlife, the department of ecology, the department of natural resources, the department of transportation, a federally recognized Indian tribe acting within and pursuant to its authority, a city, a county, or a conservation district that provides a general program and implementation measures or actions for the preservation, restoration, re-creation, or enhancement of the natural resources, character, and ecology of a stream, stream segment, drainage area, or watershed for which agency and public ~ review has been conducted pursuant to chapter 43.21 C RCW, the State Environmental Policy Act; --"-_ Projects intended to improve fish or wildlife habitat or fish passage. A public or private project, the primary purpose of which is to improve fish or wildlife habitat or fish passage, when all of the following apply: (i) The project has been approved in writing by the department of fish and wildlife as necessary for the improvement of the habitat or passage and appropriately designed and sited to accomplish the intended purpose; (ii) The project has received hydraulic project approval by the department of fish and wildlife pursuant to chapter 75.20 RCW; and (iii) The local government has determined that the project is consistent with the local shoreline master program. The local government shall make such determination in a timely manner and provide it by letter to the project proponent. Location: Monster Rd. SW, between the Black River Pump Station at 550 Monster Rd. SW and the southern side of the Monster Rd. SW bridge Brief Description of proposed work: Native Plant restoration project, funded by a King County Waterworks grant, to enhance salmon habitat and create a buffer from the street. Will be removing invasives on the top 20 ft. of the riverbank, then planting native trees and shrubs. In the field area, approx. 340 ft. x 70 ft., will be removing invasive shrubs, scarifying the soil for \Ii of the field, digging holes for plants with an auger on the other half, then planting native trees and shrubs. Will be putting in a drip irrigation system and will also be removing 11 ecology blocks from the property. Basis for the exemption request: Project intended to improve fish or wildlife habitat or fish passage and Watershed restoration project. Anticipated dates of work: January 3rd through January 22, 2005, and a Saturday in April, 2005 to put in drip irrigation system. Other permits required: None. Rick Kokko, Service Rep Customer, City of Renton, has said it is okay to cross the drainage ditch with a backhoe or other equipment, as long as we return the ditch to its existing condition. Statement addressing soil type and drainage conditions: In the field area, soils appear to be approximately 70% sandy loam and approximately 30% gravel. Soil is compacted and appears to have been deposited for purposes of staging. Draining conditions: Rain his site and flows into the Monster Rd. SW ditch and then into the Black River. On the top riverbank, soils are rich. Rains drain through soil or down riverbank, into the Black River. Total estimated construction cost and estimated fair market value of the proposed project: $28,349.00 Estimated quantities and type of materials involved if any fill or excavation is proposed: Will be adding topsoil to the soil in the field area and placing bark around the planted vegetation to retard weed growth. Estimate approx. 75-80 cubic yards of topsoil and 3-5 cubic yards of bark. Number, type and size of any trees to be removed: None. Will only be removing invasive shrubs and plants. Distance from closest area of work to the ordinary high water mark of the shoreline: 40 ft. Nature of the existing shoreline: High bank and possible rip rap deposited when channel was built to control flooding.
