Because these notes are provided as informat1f!l1oqly, they are not subject to the appeal process for environmental determinations. Planning 1. Applicant is responsible for obtaining any additional applicable permits required from other agencies. Property Services 1. No fees are triggered. Airport 1. Containment for trucks and fuel tanks must be designed to avoid oilsigrease or fuel to be discharged to airport storm system. Fire Prevention 1. Spill and drainage control is required for the fueling area and truck parking area (2003 IFC 3404.2.10). The fueling and truck parking areas must be designed to control and contain ·fuel spills, and any fuel that is collected in these areas must be disposed by an approved method. Drainage control is not required for tanks with approved secondary containment. 2. Provisions must also be made to remove storm water from the spill control areas. If drains are used, they shall not discharge to adjoining property, natural watercourses, public sewers or public drainage channels, unless the drain is designed to prevent the release of flammable or combustible liquids. A valve operable from the outside of the drainage control area shall be provided and shall normally be kept closed. 3. Permits from the fire department are required for the tank and dispensing system. A separate permit application is required for each tank. Plan Review 1. The fuel storage area will require surface water drainage. A surface water drainage plan was not supplied with the environmental review. Typically, tanks incorporate a pressure/vacuum control vent designed to minimize emissions to the atmosphere. The applicant is responsible for obtaining any required permits from the Puget Sound Clean Air Agency. Mitigation Measures: No further mitigation is recommended. Policy Nexus: N/A 3. Water Impacts: Lake Washington is approximately 0.6 miles north of the project area and the Cedar River is approximately one-third mile to the east. According to the applicant's Environmental Checklist, runoff will be contained and then diverted to an oil/water separator when required, otherwise the containment area will be released to the existing storm drains. Containment equipment and methods are proposed by the applicant to prevent spills from entering the storm drainage system by installing a small lip or ridge around tanks to divert runoff away from tanks. Any water inside the lip would be contained and diverted through oil/water separators if needed. The applicant is required to comply with the International Fire Code, City of Renton Code, King County Industrial Waste Program, and any other applicable codes for surface water drainage. It appears that the proposed fuel storage utilizes a curb-berm (or dike) to provided secondary containment and spill control. Therefore the area should be covered so that precipitation will not pond inside the secondary containment area. Any contaminated water cannot be drained from the containment area to surface water or the ground. The water must be collected and disposed of either into a sanitary sewer, a stormwater treatment system, or at a licensed disposal facility. During the wet season, secondary containment without any cover provisions can lead to frequent disposal of water that may prove costly. In addition, monitoring may be needed to determine if the water is contaminated. If the stormwater is typically clean, or if a stormwater treatment system is present on-site, a valve should be installed in the secondary containment area so that excess stormwater can be drained out of the containment area and directed either to storm drainage facilities (if clean) or into the stormwater treatment system (if contaminated), whichever applies. If a discharge valve is installed in the containment area, the valve should always be kept closed unless excess stormwater is being discharged, so that any spills that occur within the area can be contained. City of Renton sewer utility and the King County Industrial Waste Program may not allow discharges from a large containment area into the sewer system. Discharge authorizations from the local sewer district must be obtained prior to releasing water from containment areas into the sanitary sewer system. EXISTING CONDITIONS WATER -This project site is located in the 196 Water Pressure Zone. The static water pressure is approximately 77psi. The site is outside the Aquifer Protection Area. SEWER -There are no Sewer mains located in this vicinity. SURFACE WATER -The site drains to Lake Washington via the on-site surface water collection system which discharges to the Black River Box Culvert. STREETS -This site does not front on any public street. CODE REQUIREMENTS and RECOMENDATIONS 1. It appears that the proposed fuel storage utilizes a curb-berm (or dike) to provided secondary containment and spill control. Therefore the area should be covered so that precipitation will not pond inside the secondary containment area. Also, if a curb-berm or dike is used to contain possible spills, and other containment regulations (such as fire codes or Washington State Department of Ecology requirements) do not apply, the containment area must be sized to hold a volume of 110 percent of the volume contained in the tank/containers. 2. Without a cover, the secondary containment area will cause rainwater to accumulate. Any contaminated water cannot be drained from the containment area to surface water or the ground. The water must be collected and disposed of either into a sanitary sewer, a stormwater treatment system, or at a licensed disposal facility. During the wet season, secondary containment without any cover provisions can lead to frequent disposal of water that may prove costly. In addition, monitoring may be needed to determine if the H:\Division.s\Develop.ser\Dev&plan.ing\PROJECTS\05-014.Susan\Airo GF.doc\cor water is contaminated. If the stormwater is typically clean, or if a stormwater treatment system is present on-site, a valve should be installed in the secondary containment area so that excess stormwater can be drained out of the containment area and directed either to storm drainage facilities (if clean) or into the stormwater treatment system (if contaminated), whichever applies. If a discharge valve is installed in the containment area, the valve should always be kept closed unless excess stormwater is being discharged, so that any spills that occur within the area can be contained. City of Renton sewer utility and the King County Industrial Waste Program may not allow discharges from a large containment area into the sewer system. Discharge authorizations from the local sewer district must be obtained prior to releasing water from containment areas into the sanitary sewer system. 3. The fuel storage area will require surface water drainage. A surface water drainage plan was not supplied with the environmental review. Any proposed drainage facility will be required to be reviewed and permitted prior to construction. CONDITIONS 1. This will be located on the Renton Airport at the AirO facility, and occupy 1500 sq ft. This project will begin when the permit process is completed, and should be concluded within 30 days. The tank(s) will be placed on existing concrete and will not require any excavating. There will be a 8 inch containment curb surrounding the tank, and truck refueling area. All joints in the concrete will be sealed to prevent any fuel or water from getting into the soil under the concrete. This project is not located within 200 ft of any river, lake, or tide lands. There are no off-site improvements to be installed. The estimated cost for the completed project is $85,000.
