W 39th Street, Renton Washington 2 4-5 6 7 8 9 10 11 12 13 14 -18 19-23 2 The purpose of the Master Sign Program (MSP) is to provide a com- prehensive wayfinding and identification sign system with design consistency for Time Square and a tool for the City of Renton to administer permit applications throughout the life of the project. The plan identifies the purpose, locations, dimensions and styles of the exterior signs at Time Square. As multi-tenant office buildings make up Time Square, the MSP is not intended to provide exterior identifi- cation for all building tenants. Rather, the MSP will provide a certain number of signs that shall be allocated to the building tenants at the sole and absolute discretion of the property owner. These guidelines describe the types of signs allowed and their criteria: -Function -Form -Size -Materials -Color -layout -Typography -location -Illumination -Quantity -Installation The purpose of the sign. The shape of the sign. The dimension of the sign. The selection of materials from which the Sign can be constructed. The colors of each component of the Sign The arrangement of the sign content and message. The type style Wllich is allowed for use in the sign. The position of the sign The method of lighting the sign The number of signs allowed. The Instructions for mounting the sign. Master Sign Program Time Square 600 S. W 39t1) Street, Renton Washington 3 '@@iM';iHIi;iMl*,e_ The Master Sign Program for Time Square is a controlled signage and graphics program. These guidelines describe the types of signs allowed and their criteria: • Signs are for the purpose of displaying the Time Square brand name and symbol of business or businesses occupying the site. These signs shall not be used for advertising of product, services, or job openings. • Animated, moving, flashing, or sound-emitting signs are prohibited. • Exposed fluorescent and incandescent illumination is prohibited. • All signs located at Time Square must conform to the Time Square MSP and to the City of Renton Sign Ordinance. ·Any reference Ilerein to the word tenant, Owner or Tenant shall be construed to include any Owner or Tenant or any single building or portion of a building under the terms of office condominium ownership as established by the developer. Any reference to the developer as it pertains to these criteria shall mean Bedford Property Investors or its successors. City shall mean City of Renton. • All building mounted signage shall be constructed and installed at the sole expense of the Tenant unless prior arrangements to the contrary have been agreed upon and stated in writing in the purcllase or lease terms. • All signage is subject to City of Renton approval. No Signs, advertisements, notices or other lettering shall be exhibited, inscribed, painted or affixed on any part of a sign except lettering and/or graphics which have received prior written approval. • All sign bolts, fastenings, sleeves and clips shall be hot dipped galvanized iron, stainless steel, aluminum or brass. Black iron material of any type will not be permitted. • No labels shall be permitted on the exposed surfaces of Signs except those required by local ordinances. Those required shall be applied In an inconspicuous location. Master Sign Program Time Square 600 S. W 39th Street, Renton Was/l/ngtan 4 • Any penetration of the building skin or structure required for sign installation shall be neatly sealed in a watertight condition. • No exposed tubing, conduit or raceway will be permitted. All conductors, transformers and other equipment shall be concealed. • All electrical sign components shall bear the UL label. • All signs shall conform to both the Uniform Building Code and the National Electrical Code. • Tenant/Owner shall bear all liability and responsibility for the operation of their selected sign contractor. • Upon end of lease tenant shall be responsible for sign removal and paint patch and repair of building facade. Master Sign Program Time Square 600 S. W 39th Street, Renton Washington 5 REVIEW PROCESS REVIEW PROCESS No signs shall be fabricated or installed unless following approvals have been obtained. All permits required by the City or Renton and any associated fees, shall be obtained and paid for by Tenant. All tenant signs shall be constructed and installed at tenant's expense. Tenants shall be responsible for the fulfillment of all requirements and specifications mandated by the MSP and all applicable state and local codes includ- ing the Washington Building Code. Tenant shall submit two (2) sets of professionally prepared sign designs for Owner's review prior to application to the City of Renton or fabrication of any display. Designs shall Include the following: • Dimensioned, scaled drawings showing the sign(s) in elevation and section. • Elevations to scale and dimensioned showing the signs(s) in place, clearly indicating exact size, type and placement of each display. • Specifications of materials, colors, finishes, and method of attacllment. • Work started without approval will be considered non-conforming and will be subject to immediate removal. W 39th Street, Renton Washing tOil 6 CONSTRUCTION CONSTRUCTION • All bolts, fasteners, clips and conduits shall be hidden from view. • All manufacturers and installers are advised that prior to final acceptance, each unit may be inspected for conformance by an authorized representative of the Owner. We have established the following standard to ensure the building and office park retain a professional image by allowing for tenant signage to be displayed in a consistent format. While we appreciate that each tenant is dedicated to their particular logo or identity colors, it doesn't necessarily follow that each tenant wants to be subjected to the logo and colors displayed by other tenants. We believe this policy strikes a reasonable balance to this difficult issue. Please understand however, we can only maintain the image of the office park that has attracted our tenants by consistently applying this signage policy. Variance Request: Variance to install 8 free-standing or ground signs in addition to the 2 free- standing or ground signs permitted. The Applicant: Phil Murphy GNU Group 3451 Golden Gate Way Lafayette, CA 94549 Project Description: The applicant is requesting a variance from RMC section 4-4-100E.S to allow for the installation of 8 freestanding or ground signs in addition to the 2 freestanding or ground signs permitted. The additional signs requested include Board of Adjustment Minutes June 22, 2005 Page 2 3 secondary Identification signs and 5 vehicular directional signs. The proposed signs would direct people through the 5 building, 320,000 square foot Time Square campus which includes a Conference Center, Cafs, Executive Dining and Fitness Center located within the Light Industrial (IL) zoning designation. City of Renton Development Regulations Section 4-9-25085 -The Board of Adjustment shall have authority to grant a variance upon making a determination, In writing, that the conditions specified below have been found to exist: 1. That the applicant suffers undue hardship and the variance Is necessary because of special circumstances applicable to subject property, Including size, shape, topography, location or surroundings of the subject property, and the strict application of the Zoning Code is found to deprive subject property owner of rights and privileges enjoyed by other property owners in the vicinity and under Identical zone classification: The Time Square office campus contains 5 buildings with over 320,000 square feet of office space. The campus has 6 access points that lead to the 5 buildings. Two are located on Lind Avenue SW and 4 are located on SW 39th Street. The applicant contends that for proper identification of Time Square and safe vehicular access into Time Square, the following signs are needed: one major identification sign for the entire campus, one secondary identification sign on Lind Avenue SW for access to the 500 & 600address building, three secondary identification signs along SW 39th Street for the 500, 600, 660, Time Square Medical Center, and 800 buildings. In addition, the applicant indicates that five 4-foot by 3-foot vehicular directional signs are needed within the site (not visible from public rights-of-way) for internal circulation. The applicant contends that the additional signs are required to move vehicular traffic through the campus safely while at the same time bringing the campus together as a unified place. Staff concurs with the applicant's conclusions that the additional secondary identification signs and vehicular circulation signs would provide proper identification to the subject site and allow traffic to move safely through the project. The applicant's hardship is that the subject site contains several structures containing different businesses. If the site were to be subdivided so that each structure was on a separate parcel, each structure would be permitted one freestanding, ground, roof, or projecting sign per street frontage the business gained access from thereby resulting In an increased number of signs currently available to the site per the Renton MuniCipal Code. Staff concludes that the applicant meets the test of hardship and that the Time Square office campus should be permitted the additional secondary identification signs and internal vehicular directional signs to move vehicular traffic through the campus safely. 2. That the granting of the variance will not be materially detrimental to the public welfare or injurious to the property or improvements In the vicinity and zone in which subject property is situated: According to the applicant, the granting of the variance will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity as the purpose of the proposed signs is to move vehicular traffic into and out of the project, while unifying the Time Square Office campus. In addition, the five proposed vehicle directional signs will be located within the campus and will not be visible from public rights-of-way or adjacent properties. The construction plans submitted by the applicant indicate that the bulk and scale of the proposed signs would complement the existing office campus. The proposed secondary identification signs would be approximately 32 square feet in area and the vehicular directional signs would be approximately 12 square feet in area. In addition the proposed signs will be required to comply with Board of Adjustment Minutes June 22, 2005 Page 3 all other City regulations including height and setbacks. Staff concurs with the applicant's conclusions that the granting of the variance will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity. 3. That approval shall not constitute a grant of special privilege Inconsistent with the limitation upon uses of other properties In the vicinity and zone In which the subject property is situated: The approval of the requested variance would not constitute a grant of special privilege inconsistent with the limitation upon the uses of other properties in the vicinity. The subject site is an office campus with several different businesses operating on the same parcel. The majority of other businesses in the area are located on individual parcels allowing each business to have a minimum of one sign per street frontage. The granting of the variance would allow the businesses located within the Time Square office campus to advertise individually, while preserving the unity of the campus. 4. That the approval as determined by the Board of Adjustment Is a minimum variance that will accomplish the desired purpose: The variance request is the minimum necessary to accomplish the desired purpose. The bulk and scale of the proposed signs is such that the signs will serve to direct vehicular traffic safely into and out of the subject site. The signs are smaller in size than the main Time Square identification sign and are not designed to advertise the existing businesses located within the Time Square campus, but will rather serve to safely direct vehicle traffic traveling to the subject site through the office campus. This concludes the staff comments, unless there are any questions. Chair. Wallace: I have a little bit of a question for you, on the first criteria the hardship issue. It seems like the additional signs are required to move vehicular traffic through the campus safely while at the same time bringing the campus together as a unified place. Seems to me that it would help show people where to go, which would minimize their travel around on this site thereby making it more safe I guess, that's kind of what they're saying here. I just wanted to understand if that was the point. Does anybody else have any questions? All in attendance stated there were no questions. Chair. Andy Albrecht: Good evening, my name is Andy Albrecht I'm with Bedford Properties Investors, we are the owners of the building and I reside at 3234 11 oth Avenue SE in Bellevue. Time Square is a unique project here in the Renton area that over the last two years we have been excitedly working on and in the last year done an rehabilitation of this project which was presently leased to in its entirety to Boeing. Boeing vacated in 2004 and since that time we have undertaken a major rehabilitation of the entire project of that new common areas, new parking areas, art design features we've added over one acre of new green space where asphalt used to be and we are in the process of leasing -we're actually in the second phase of our expansion, not expansion I should say rehabilitation and in full leasing phase right now. Time Square as Jill mentioned is 5 buildings on the corner of SE 39th and Lind it has 6 entrances off those streets. And as such somebody entering the property it's difficult to find your way around. We have created in our new plans, we have created drop off areas at the corners of the buildings away from the main entries trying to show or trying to assist people dropping people off not having pedestrians walking all over Board of Adjustment Minutes June 22, 2005 Page 4 the place so that they can get to their cars or be dropped off into the building safely. And we think that these signs both directing people off of the streets and to these drop off areas and to the individual buildings are critical for pedestrian safety as well as finding your way around the site. TIlere are 1,700 parking spaces there, so it's difficult to find your way. And with 6 different entrances it's critical to know where you are going. One of the things that Jay brought up we have a position that is currently vacant on the board that we haven't filled. One of the reasons why we haven't filled it is because we have a proposal from the City Council to eliminate the Board of Adjustments. I wanted to let you know about that. If you have been keeping up with the Council minutes a little bit, they have been considering ways to have additional efficiencies and less process for people who are seeking certain approvals. So the Council is currently has voted to eliminate the Board of Adjustments, Board of Public Works to take away zoning text amendments from the Planning Commission unless they are combined with a comprehensive plan amendment and to have the Human Services Commission take on the work of the Board of Ethics. They are looking to have fewer volunteers involved for greater efficiencies, less cost to the City, and also less process for the public. As I understand it the proposal at this time which is being considered by the Council is to dissolve the Board of Adjustment and have variances decided on an administrative basis. One of the reasons you haven't met very often is that we used to have you consider lots of setback variances. I think in fact Wayne before you were on the Board you came to the board with a setback issue. A" those setback issues are now processed administratively by the Director of Development Services and the variances such as you heard tonight wi" most likely be processed in the same way. The city attorney is currently preparing the ordinance to dissolve the boards and it wi" also say whose going to be dOing the various jobs. I understand a draft of this ordinance is being reviewed by the Mayor and by the Chief Administrative Officer right now. I have not seen the draft and I've asked the Mayor's office what the timing is and they're not sure. Because we meet so infrequently and because you may not be reading a" the Council minutes as they come through I wanted to let you know that it is likely that you are not going to meeting again if this happens quickly or you could be meeting one or two more times if we have issues come up before this is effective. But I wanted to let you know its coming your way and that's also the reason why we have not filled our vacant position because it doesn't seem to make sense to fill a seat if the board wi" no longer be in existence. The Corporate Campus setting encompasses five (5) buildings with over 320,000 square feet of office space. The specialry areas within the office spaces include a Conference Center, Cafe, Executive Dining and Fitness Center for tenants of Time Square. The GNU Group was retained in February of2005 to develop a Master Sign Program. The existing sign code allows one sign per street for a total of two project identification signs. The Time Square Master Sign program has six vehicular entry points into the site that lead to fiv.e (5) buildings. Two (2) on Lind Avenue and four (4) on S.W. 39th Street. For proper identification of Time Square and safe vehicular access into Time Square The Master Sign Program developed requires one (1) major identification sign to be located at a 45 degree angle on Linda Avenue and South West 39 th Street. One (1) secondary identification sign is located on Linda Avenue for access to the 500 & 600 address building. Three (3) secondary identification signs are located on 39t\ one (1) for the 500, 600 and 660 building. One (1) for the Time Square Medical Center, and one (1) for the 800 building. Tn addition we have located internal to the site, (not viewable from the exterior of the site) five (5) four foot tall by 3 foot (4'x3') wide vehicular directional with a copy area not exceeding five (5) square feet.
