Project Description/Background Page 3 The applicant, Steve Pelton, is proposing to subdivide a 0.30-acre (12,898 square feet) parcel zoned Residential - 8 dwelling units per acre (R-8) into two lots. The property is located at the northwest intersection of NE 16th Street and Blaine Avenue NE. The property currently contains a 1,170 square foot single-family residence, which will remain on new Lot 1. The required front yard setback is 15 feet for the primary structure and 20 feet for an attached garage. The required rear yard setback is 20 feet. Proposed lot sizes are: Lot 1 at 7,816 sq. ft. and Lot 2 at 5,062 sq. ft. The proposal for the eventual development of one new single-family residence on Lot 2 with the existing residence to remain on new Lot 1 would arrive at a density of 6.8 dwelling units per net acre (dulac). The allowed density range in the R-8 zone is a minimum of 4.0 to a maximum of 8.0 dwelling units per acre. Access to the existing residence on proposed Lot 1 would be through an existing single-family residential driveway onto NE 16th Street. Access to proposed Lot 2 would be provided via a new residential driveway onto Blaine Avenue NE. The topography of the subject site is flat. Of the currently existing 5 trees onsite (2 maple, 2 apple, and 1 fir) all are proposed to remain. 2. Environmental Review Except when located on lands covered by water or sensitive areas, short plats are exempt from SEPA Environmental Review pursuant to WAC 197-11-800(6)(a). 3. Compliance with ERC Conditions N/A 4. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision-makers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The site is designated Residential Single Family (RSF) on the Comprehensive Plan Land Use Map. Lands in the RSF designation are intended to be used for quality residential detached development organized into neighborhoods at urban densities. It is intended that larger subdivision, infill development, and rehabilitation of existing housing be carefully designed to enhance and improve the quality of single-family living environments. The proposal is consistent with the following Comprehensive Plan Land Use and Community Design Element policies: City of Renton P/B/PW Department Administrative Land Use Action REPORT AND DECISION DATED August 26, 2005; PROJECT LUA-05-077, SHPL-A Page 4 Policy LU-147. Net development densities should fall within a range of 4.0 to B.O dwelling units per acre in Residential Single Family neighborhoods. The proposed project for two lots would arrive at a net density of 6.8 dwelling units per net acre, which is within the allowable density range. Policy LU-148. A minimum lot size of 5,000 square feet should be allowed on in-fill parcels of less than one acre (43,560 sq. ft.) in single-family designations. Allow a reduction on lot size to 4,500 square feet on parcels greater than one acre to create an incentive for aggregation of land. The minimum lot size is not intended to set the standard for density in the designation, but to provide flexibility in subdivision/plat design and facilitate development within the allowed density range. All of the proposed lots equal or exceed the minimum lot size of 5,000 square feet. Policy LU-1S2. Single-family lot size, lot width, setbacks, and impervious surface should be sufficient to allow private open space, landscaping to provide buffers/privacy without extensive fencing, and sufficient area for maintenance activities. The proposed new lots would meet the required lot size, width, and setbacks to create sufficient front, rear, and side yard areas. Policy LU-1S4. Interpret development standards to support new plats and infill project designs incorporating street locations, lot configurations, and building envelopes that address privacy and quality of life for existing residents. The proposed lots are rectangular in shape and oriented such that both lots would have access to a public right-of-way. Approval of this application would not decrease the quality of life for residents in the immediate vicinity. Policy CD-12. Infill development, defined as new short plats of nine or fewer lots, should be encouraged in order to add variety, updated housing stock, and new vitality to neighborhoods. The proposed short plat would subdivide an existing parcel into two lots. A new residence would be constructed on Lot 2, updating the housing stock in the existing neighborhood. b) Compliance with the Underlying Zoning Designation AdminRPT_Pe/ton.doc The subject site is deSignated Residential - 8 Dwelling Units per Acre (R-8) on the City of Renton Zoning Map. The proposed development would allow for the future construction of one new single- family dwelling unit and one existing home to remain within the short plat. The allowed density range in the R-8 zone is a minimum of 4.0 to a maximum of 8.0 dwelling units per acre. Net density is calculated after the deduction of sensitive areas, areas intended for public right-of-way, and private access easements. The property does not contain any sensitive areas or access easements. Based on the proposal for two lots the project would arrive at a net density of 6.8 dwelling units per acre, which is within the allowed density range for the R-8 zone. The allowed building lot coverage in the R-8 zone is 35 percent or 2,500 square feet whichever is greater for lots over 5,000 square feet in size and lots 5,000 square feet or less are allowed a maximum of 50 percent lot coverage. The existing residence has a building footprint of 1,272 sq. ft. Therefore, Lot 1 would have a lot coverage of 16 percent (1,272 sq. ft. /7,816 sq. ft. = 16%), which is in compliance with the building lot coverage requirements. The lot coverage for new Lot 2 would be verified at the time of building permit review. The required setbacks in the R-8 zone are as follows: front yard is 15 feet for the primary structure and 20 feet for an attached garage, side yard is 5 feet, side yard along a street is 15 feet for the primary structure and 20 feet for an attached garage and the rear yard is 20 feet. Based on the proposed subdivision, proposed Lot 1 would have its front yard facing south along NE 16th Street and proposed Lot 2 would have its front yard facing east along Blaine Avenue NE. As proposed, the existing residence on Lot 1 would meet the setback requirements. The setbacks for Lot 2 . would be verified at the time of building permit review. The parking regulations required that detached or semi-attached dwellings provide at minimum of 2 off-street parking spaces. As proposed, each lot would have adequate area to provide two off- street parking spaces. Compliance with the parking requirements will be verified at the time of building permit review. City of Renton P/B/PW Department Administrative Land Use Action REPORT AND DECISION DATED August 26, 2005; PROJECT LUA-05-0n, SHPL-A PageS The R-8 zone permits accessory structures only when associated with a primary structure located on the same parcel. An existing 528 sq. ft detached garage is proposed to be removed. c) Community Assets The entire site is vegetated primarily with grass and a total of 5 trees (2 maple, 2 apple, and 1 fir). None of the existing trees are proposed to be removed. The City's landscaping regulations require the installation of landscaping within the public right-of-way. The minimum amount of landscaping required for sites abutting a non-arterial public street is 5 feet provided that if there is additional undeveloped right-of-way in excess of 5 feet, this shall also be landscaped. A determination has been made that if no additional area is available within the public right-of-way due to required improvements, the 5-foot landscaped strip may be located within private property abutting the public right-of-way. The landscaping proposed shall either consist of drought resistant vegetation or shall be irrigated appropriately. In addition, the applicant will be required to plant two ornamental trees, a minimum caliper of 1-1/2 inches (deciduous) or 6 - 8 feet in height (conifer), within the 15- foot front yard setback area for the proposed lots. A conceptual landscape plan was submitted with the application. The landscape plan proposes no change to the existing landscaping in place for the existing residence on proposed Lot 1. The existing landscaping consists of 4 trees (2 maple and 2 apple) and lawn areas. The proposed landscaping improvements for new Lot 2 include retaining the eXisting lawn and installing an irrigation system and the planting of 2 Red Sunset Maple trees within the 5-foot planting area. The submitted landscape plan complies with the City's minimum landscaping requirements. d) Compliance with Subdivision Regulations· AdminRPT_Pe/ton.doc Streets: No new public streets would be created as part of the proposed short plat. NE 16th Street is classified as a Collector Street and Blaine Avenue NE is classified as a Residential Access Street on the City's Arterial Street Map. Blaine Avenue NE is improved with curb, gutter, and sidewalk along the property frontage and therefore would not require any additional improvements. There are no curb/gutter, sidewalk along the parcel's NE 16th Street frontage. The City's adopted street standards require the installation of half street improvements, including curb, gutter, and sidewalk, along the frontage of the short plat. Therefore, curb, gutter, and sidewalk improvements are required along the site's NE 16th Street frontage. In addition, dedication of a minimum 15-foot radius at the intersection of Blaine Ave NE and NE 16th St will be required, if not already in place. The construction of the required street improvements may be waived or deferred through the City of Renton Board of Public Works. A restrictive covenant will be required to be recorded with the short plat if the street improvements are deferred. The proposed short plat is anticipated to generate additional traffic on the City's street system. In order to mitigate transportation impacts, staff recommends a condition of approval be placed on the project requiring a Transportation Mitigation Fee based on $75.00 per net new average daily trip attributed to the project. One new lot (credit given for the existing residence) is expected to generate approximately 9.57 new average weekday trips. The fee for the proposed short plat is estimated at $717.75 ($75.00 x 9.57 trips x 1 lot = $717.75) and is payable prior to the recording of the short plat. Blocks: No new blocks will be created as part of the proposed short plat. Lots: The size, shape, orientation, and arrangement of the proposed lots comply with the requirements of the Subdivision Regulations and the development standards of the R-8 zone. Each lot is rectangular in shape. The front yard area of proposed Lot 1 is oriented to the south along NE 16th Street. The front yard area of proposed Lot 2 is oriented to the west along Blaine Avenue NE. Both of the proposed lots provide direct access to a public street (NE 16th Street and Blaine Avenue NE). The minimum lot size in the R-8 zone is 5,000 square feet. The proposed lot sizes are 7,816 square feet for Lot 1 and 5,062 square feet for Lot 2, which meet the minimum lot size requirements. The minimum lot width in the R-8 zone is 60 feet for corner lots and 50 feet for interior lots. Proposed Lot 1 has a lot width of 92 feet and Lot 2 has a lot width of 52 feet. The minimum lot depth in the R-8 zone is 65 feet. These requirements will be reviewed at the time of building permit application. e) Reasonableness of Proposed Boundaries Access: Each lot would have direct access to a public right-of-way (NE 16th Street or Blaine Avenue NE) via single-family residential driveways. Topography: The topography of the subject site is flat. Relationship to Existing Uses: The properties surrounding the subject site are single-family residences and are designated Residential - 8 Dwelling Units Per Acre (R-8) on the City's zoning map. The proposal is similar to existing development patterns in the area and is consistent with the Comprehensive Plan and Zoning Code, which encourage residential infill development. f) Availability and Impact on Public Services (Timeliness) AdminRPT_Pelton.doc Police and Fire: Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development, subject to the condition that the applicant provide Code required improvements and fees. A Fire Mitigation Fee, based on $488.00 per new single-family lot with credit given for the existing single-family residence, is recommended in order to mitigate the proposal's potential impacts to City emergency services. The fee is estimated at $488.00 ($488.00 x 1 new lots = $488.00) and is payable prior to the recording of the short plat. Schools: According to the Draft Environmental Impact Statement for the City of Renton Land Use Element (January 16, 1992), the City of Renton has a student generation factor of 0.44 students per single-family residential dwelling. Based on the student generation factor, the proposed short plat would result in no additional students (0.44 X 1 lots = 0.44 rounded down to 0) to the local schools (Highlands Elementary, McKnight Middle School and Hazen High School). It is anticipated that the Renton School District can accommodate any additional students generated by this proposal. Storm Water: A preliminary drainage narrative prepared by Hanson Consulting dated June 21, 2005 was submitted with the application and complied with the requirements of the 1990 King County Surface Water Design Manual. According to the report, the existing soils in the area are classified as Indianola loamy fine sand, rolling. The surface drainage is well developed and rapid and internal drainage is free to excessive per the King County Soils Conservation report. The proposal is to construct less than 5,000 sq. ft. of new impervious area; therefore no detention or water quality improvements are required. The surface water runoff created as a result of the construction of a new single family residence and associated improvements will be infiltrated into the soil on-site via the construction of an infiltration trench. The System Development Charge is required and will be at the current rate of $715.00 per new single-family lot. The fee is payable prior to the issuance of the utility construction permit. Water and Sanitary Sewer Utilities: There is an existing 16-inch Ductile Iron water main along NE 16th Street. There is also an 8-inch Ductile Iron water main along Blaine Ave NE. The required fire flow for single-family residences is 1,000 gpm, and a fire hydrant is required to be located within 300 feet of all single-family residences. Existing and new hydrants will be required to be retrofitted with Storz "quick disconnect" fittings if not existing. The Renton Fire Department and water engineer will determine the location of the new fire hydrant. New water service stubs to each lot must be installed prior to recording of the short plat. A system development charge of $1,525.00 per single-family lot is required and payable at the time of issuance of a utility construction permit with credit given for the existing residence. There is an existing 8-inch sewer main in Blaine Ave NE. There is also an 8-inch sewer main in NE 16th Street. Short plats shall provide separate side sewers stubs to each building lot. No dual side sewers are allowed. Each new lot must be served with an individual side sewer at a minimum slope of 2 percent. Sewer stub-outs must be installed prior to the recording of the short plat. A System Development Charge of $900.00 per each new lot is required. This fee is payable at the time of issuance of a utility construction permit with credit given for the existing residence. Setbacks: The setbacks for future development on the proposed lots would be evaluated based on the standards applicable to lots along streets existing as of March 1, 1995. The front yard setback of proposed Lot 1 would face to the south onto NE 16th Street. The front yard setback of proposed Lot 2 would face to the west onto Blaine Avenue NE. An existing residence on Lot 1 is proposed to remain and would comply with the setback requirements of the R-S zone. The setbacks for Lot 2 would be verified at the time of building permit review. 8. System Development Charges: A Water System Development Charge, a Surface Water System Development Charge and a Sewer System Development Charge, at the current applicable rates, will be required for the each new single-family residence as part of the construction permit. 9. There is also an 8-inch Ductile Iron water main along Blaine Ave NE. The proposed project is located in the 435-water pressure zone and is within the Aquifer Protection Zone 2. The derated fire flow in the vicinity is modeled at 2500 gpm with a static pressure of about 58 psi. There is an existing 8-inch sewer main on Blaine Ave NE. There is also an 8-inch sewer main on NE 16th Street. This project drains to East Lake Washington. A storm drainage narrative was provided. The new impervious area is under the 5,000 sq.ft. threshold for a drainage report and for any water quality or detention under the 1990 King County Surface Water Manual. There are no curb/gutter, sidewalk on the frontage of the parcel with NE 16th Street. CODE REQUIREMENTS WATER 1. New water service stubs to each lot must be installed in conjunction with the above water main extension prior to recording of the short plat. 2. Existing and new hydrants will be required to be retrofitted with Storz "quick disconnect" fittings if not existing. 3. The Water System Development Charge (SDC) would be triggered at the single-family rate of $1,525 per new single-family per building lot. This fee is payable at the time the utility construction permit is issued. SANITARY SEWER 1. Short plats shall provide separate side sewers stubs to each building lot. The traffic mitigation fee of $75 per additional generated trip shall be assessed per additional single family home at a rate of 9.57 trips. This fee is payable at time of recording the short plat. 2. All new electrical, phone and cable services must be underground. Construction of these franchise utilities must be inspected and approved by a City of Renton public works inspector. 3. A joint use driveway may be permitted for access to two (2) lots. The private access easement shall be a minimum of20-feet wide with 12-feet paved. GENERAL COMMENTS 1. Submit a conceptual utility plan with the formal application. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Zoning Administrator, Board of Adjustment, Board of Public Works, and City Council). The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall. NOTE: In advance of submitting the full land use application package, applicants are strongly encouraged to bring in one copy of each application material for a pre-screening to the customer service counter to help ensure that the application is complete prior to making all copies. Project Proposal: The subject site is addressed as 2200 NE 16th Street and is located at the northwest comer of Blaine Ave. NE and NE 16th St. The proposal is to subdivide the site, of approximately 0.29-acres into two (2) lots for the eventual construction of one additional single family residence. The existing residence would remain on new Lot 1, however, the garage would be removed. Both lots would gain access via Blaine Ave. NE. Zoning/Density Requirements: The subject property is located within the Residential - 8 dwelling units per acre (R-8) zoning designation. The density range required in the R-8 zone would be a minimum of 4.0 to a maximum of 8.0 dwelling units per acre (dulac). The method of calculating net density is as follows: A calculation of the number of housing units and/or lots that would be allowed on a property after critical areas and public rights-aI-way and legally recorded private access easements are subtracted from the gross area (gross acres minus public streets, easements and critical areas multiplied by allowable housing units per acre). Required critical area buffers and public and private alleys shall not be subtracted from gross acres for the purpose of net density calculations. Pelton 16th Street Short Plat -Pr May 5,2005 Page 2 of5 Ucation Meeting The applicant provided a net density of 6.S dulac for this site. There are no required deductions from the gross site area. It appears the density would be within the range of the minimum of 4.0 dulac to the maximum of s.o dulac of the R-S zone. If applicable, all square footages of areas to be deducted (i.e. public rights-of-way) must be provided at the time of formal land use application in order to determine density. Development Standards: The R-S zone permits one residential structure/unit per lot. Detached accessory structures are permitted at a maximum number of two per lot at 720 square feet each, -or one per lot at 1,000 square feet in size. The applicant should provide the square footage of the footprint of the house to remain at the time of formal land use application. Minimum Lot Size, Width and Depth -The minimum lot size that would permitted in the R-S zone is 4,500 sq. ft. for parcels greater than 1 gross acre and 5,000 sq. ft. for parcels less than 1 acre-gross. The site is less than one (1) acre-gross; therefore, a minimum lot size of 5,000 sq. ft. (net, if applicable) would be required. A minimum lot width of 50 feet for interior lots and 60 feet for comer lots, as well as a minimum lot depth of 65 feet, is also required. Lot 1 would be 7,888 sq. ft. and Lot 2 would be 5,010 sq. ft. All lots appear to meet the minimum lot size requirements. However, the setbacks shown must be revised and Lot 2 may not meet the minimum of 5,000 sq. ft. Please see comments below on setbacks. Please provide both the gross and net square footage of each lot at the time of formal land use application, where applicable. For the formal land use application, all lots must be fully dimensioned to determine compliance. Building Standards -The R-8 zone would allow a maximum building coverage of35% of the lot area or 2,500 square feet, whichever is greater for lots 5,000 square feet in size or greater. Lots less than 5,000 square feet in size would permit a maximum building coverage of 50% of the lot area. In the R-S zone, building height is restricted to 30 feet and two stories. Detached accessory structures must remain below a height of 15 feet and one-story with a gross floor area that is less than the primary structure. Accessory structures are also included in building lot coverage calculations. Square footages of buildings to remain, if any, must be provided at the time of formal land use application. Also, any buildings that are to be removed/demolished must obtain a demolition permit and be removed and inspected prior to recording the final short plat. The applicant has indicated the garage would be removed but the existing residence would remain. Setbacks -Setbacks are the minimum distance required between the building footprint and the property line or private access easement. The required setbacks are 15 ft. for the primary structure and 20 ft. for attached garages accessed from the front yard in the front, 20 ft. in the rear and 5 ft. on interior side yards. All setbacks are to be shown on the formal land use application plat plan submittal, but must be removed prior to final short plat recording. In review of the pre-application submittal, the proposed setbacks for the existing house and new lot lines must be revised as shown on the attached drawing. Access/Parking: Access to both lots is proposed via Blaine Ave. NE. Each lot is required to accommodate off street parking for a minimum of two vehicles per lot. In addition, appropriate shared maintenance and access agreement/easements will be required between lots with shared access. Driveway Grades: The maximum driveway slopes can not exceed fifteen percent (15%), provided that driveways exceeding eight percent (8%) are to provide slotted drains at the lower end of the driveway. If the grade exceeds 15%, a variance from the Board of Adjustment is required. Landscaping and Open Space: For short plats abutting non-arterial public streets, the minimum off-site landscaping is a five (5 ft.) wide irrigated or drought resistant landscape strip provided that if there is additional undeveloped right-of-way in excess of 5 ft., this also must be landscaped. For short plats abutting principal, minor or collector arterials, the width increases to 10ft. unless otherwise determined by the reviewing official during the subdivision process. Critical areas include protected slopes, wetlands, very high landslide hazards and others as defined in RMC 4-11-030. Permit Requirements: Short plats of four or less lots are processed administratively within an estimated time frame of 6 to 8 weeks for preliminary approval. The application fee is $1,000.00. Notification to surrounding property owners within 300 feet of the site will be prepared by City Staff. The applicant will be required to install a public information sign on the property. Detailed information regarding the land use application submittal requirements is provided in the attached handouts. Once preliminary approval is received, the applicant must complete the required improvements and satisfy any conditions of the preliminary approval before the short plat can be recorded. The newly created lots may be sold only after the final short plat has been recorded. For your use, a copy of the short plat recording process to be completed after preliminary short plat approval is included in the informational packet. Detailed information regarding the land use application submittal requirements is provided in the attached handouts. -Short Plat Expiration: Upon preliminary short plat approval, the preliminary short plat approval is valid for two years with a possible one year extension provided the request is submitted to the decision maker prior to expiration. Fees: In addition to the applicable building and construction permit fees, the following mitigation fees would be required prior to the recording of the plat. • A Transportation Mitigation Fee based on $75 per each new average daily trip attributable to the project; and, • A Fire Mitigation Fee based on $488 per new single family residence. Consistency with the Comprehensive Plan: The existing development is located within the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The proposed preliminary short plat generally appears to comply with the following objectives and policies: Land Use Element Objective LU-FF: Encourage re-investment and rehabilitation of existing housing, and development of new residential plats resulting in quality neighborhoods that: 1. Are planned at urban densities and implement Growth Management targets, 2. Promote expansion and use of public transportation; and 3. Make more efficient use of urban services and infrastructure. Policy LU-147. Net development densities should fall within a range of 4.0 to 8.0 dwelling units per acre in Residential Single Family neighborhoods. Policy LU-148. A minimum lot size of 5,000 square feet should be allowed on in-fill parcels of less than one acre (43,560 sq. ft.) in single-family designations. Allow a reduction on lot size to 4,500 square feet on parcels greater than one acre to create an incentive for aggregation of land. The minimum lot size is not intended to set the standard for density in the designation, but to provide flexibility in subdivision/plat design and facilitate development within the allowed density range. Policy LU-149. Lot size should exclude private sidewalks, easements, private road, and driveway easements, except alley easements. Policy LU-lS0. Single-family lot size, lot width, setbacks, and impervious surface should be sufficient to allow private open space, landscaping to provide buffers/privacy without extensive fencing, and sufficient area for maintenance activities. Policy LU-lS3. Interpret development standards to support plats designed to incorporate vehicular and pedestrian connections between plats and neighborhoods. Small projects composed of single parcels andlor multiple parcels of insufficient size to provide such connections, should include future street stubs. Future street connections should be clearly identified to notify residents of future roadway connections. Policy LU-lS4. Interpret development standards to support new plats and infill project designs incorporating street locations, lot configurations, and building envelopes that address privacy and quality of life for existing residents. Community Design Element Objective CD-D: New neighborhood development patterns should be consistent with Renton's established neighborhoods and have an interconnected road network. The following policies are advisory to the applicant and are intended to inform them of the City Council's desired outcome for infill development. Code implementing these policies is on the department's 2005 work program and may be adopted prior to formal review of projects now at the pre-application stage. Policy CD-13. Infill development should be reflective of the existing character of established neighborhoods even when designed using different architectural styles, and lor responding to more urban setbacks, height or lot requirements. Infill development should draw on elements of existing development such as placement of structures, vegetation, and location of entries and walkways, to reflect the site planning and scale of existing areas. Policy CD-14. Architecture of new structures in established areas should be visually compatible with other structures on the site and with adjacent development. Visual compatibility should be evaluated using the following criteria: a. Where there are differences in height (e.g., new two-story development adjacent to single-story structures), the architecture ofthe new structure should include details and elements of design such as window treatment, roof type, entries, or porches that reduce the visual mass ofthe structure. b. Garages, whether attached or detached, should be constructed using the same pattern of development established in the vicinity. Structures should have entries, windows, and doors located to maintain privacy in neighboring yards and buildings. Policy CD 15. Dear Development Services Staff: This letter outlines the application for the Pelton 16th ST Short Plat at 2200 NE 16th ST. Renton W A. The proposal is to subdivide a .29 acre parcel into 2 residential lots. A single family house is now on the site and will remain. The current zoning of the site and surrounding area is R-8. The current use of the site is for one single family residence which will remain. An existing detached garage will be removed. The property fronts on NE 16th ST. and Blaine Ave NE. Access for lot 1 will be off ofNE 16th ST. Lot 2 will be accessed from Blaine Ave NE. A deferral from the Board of Public Works is being requested for the additional street improvements on NE 16th ST. A 16" water main is within NE 16th St. and an 8" water main in Blaine Ave NE. A fire hydrant is located adjacent to the property on Blaine Ave NE. A new water service will need to be installed for lot 2. An 8" sewer main is located in NE 16th ST. and an 8" sewer main is located in Blaine Ave NE. A sewer stub will need to be added for lot 2. A small amount of materials will be moved on site during construction of the side sewer and water meter. No trees will be required to be removed. The soils in the area are sandy and free draining. Infiltration of the storm water will be used for the impervious surfaces to be constructed on lot 2. The existing parcel is 12,898 square feet in size. One additional lot will be created. Pelton 16th ST Short Plat Construction Mitigation Plan The following is a construction mitigation plan for the infrastructure associated with the Pelton 16th ST Short Plat. The proposed construction may begin as soon as the plat is approved, winter of 2005, and will continue for about 6 months once started. The hours of operation will be per the City of Renton ordinance covering construction work in residential neighborhoods. Hauling will primarily be done from the existing NE 16th ST to the west to Aberdeen Ave NE and then to 1-405. Very little material will need to be hauled onto or off of the site. Excavation will be limited to the side sewer installation Sweeping and or flushing depending on what is appropriate at the time will clean any dirt or mud coming from the site. Dust will be kept to a minimum by watering if needed. Excavated areas will be protected per the King County SWM manual as adopted by the City of Renton.
