They then use injected air and vacuum hose from a work truck to remove the soil, creating a narrow vertical hole in the soil, similar to a soil boring. The removed soil is kepfin an enclosed container. The final depth'of thewe is equal to the depth of the top of the now-exposed utility pipe. Once the top of the utility I 's exposed; an XYZ survey of the utility pipe is performed. After the XYZ survey the crew pia the soil back into the hole, tamps the soil tightly into the hole and places the sod plug back in place. Due to the length of the vacuum hose, the work truck can be parked up to 100 feet away from the data collection location. Once the data' collection is completed, the area will be restored to' its pr~ta collection condition and the work truck will be removed from the site. All work will be pe~-ed within the WSDOT right-of-way. Investigative work shall not disturb any more than 5 percent (5%) of the critical area and required buffer. In every case, impacts shall be minimized and disturbed areas shall be immediately restored at a 1:1 ratio. Dear Ms. Ding: The Washington State Department of Transportation (WSDOT) 1-405 Project Team is currently designing traffic improvements for the 1-405 corridor within the jurisdictional boundaries of the City of Renton. Additional underground utility as-built information regarding the exact location of existing underground utilities is required to complete ongoing design documents. The 1-405 Project Team proposes to collect this field data to assess the design elements for the protection of existing underground utilities within the WSDOT right-of-way (ROW) as part of the 1-405 Renton Nickel Improvement Project. Attached to this letter is a detailed description of the. proposed as-built data collection activity. Also attached is a set of drawings that includes a vicinity map, site plan and legal description of the site parcels. The location of each proposed data collection site within critical area buffers and the regulated shoreline of Springbrook Creek are described below: c:::.. Ii) Two pot holes are proposed at the underground utility crossing of a King County 160" sanitary sewer line under 1-405 at milepost 1.55, parallel to Springbrook Creek near Oaksdale Avenue. The pot holes will be located directly over the existing utility line. The pot holes are outside of the ordinary high water mark (OHWM) of Springbrook Creek, but are within the 200' shoreline zone of Springbrook Creek (see attached drawings). e Two pot holes are proposed at the underground utility crossing of a Seattle Public Utilities 60" water line under SR-167 at milepost 25.67, near the main channel of Panther Creek and Panther Creek wetlands. The pot holes will be located directly over the existing utility line and within the fill prism of SR -167. No work will occur within the OHWM of the stream or within wetlands (see attached drawings). The activity constitutes "research and site investigation" and is, therefore, exethpt from the standard requirements of the Critical Areas, Ordinance per RMC' 4- 03-0S0(C)(S)(b)(ii). The proposed data collection activity is also exempt from the Shoreline Development Permit process based' on RCW 90.S8.030(3)(e)(xi), which states that: " ... The following shall not be considered substantial developments for the purpose of this chapter: (xi) Site exploration and investigation activities that. are prerequisite to preparation of an application for development authorization under this chapter, if: (A) The activity does not interfere with the normal public use of the surface waters; (B) The activity will have no significant adverse impact on the environment including, but not limited to; fish, wildlife, fish or wildlife habitat, water quality, and aesthetic values; (C) The activity does not involve the installation of a structure, and upon completion of the activity the vegetation and land configuration of the site are restored to conditions existing before the activity." The proposed data collection activity will not interfere with normal public use of Springbrook Creek. The data collection activity will have no significant adverse impacts on the environment based on ' the following: 69 The time duration of the activity is limited. The underground utility as-built data collection activity will be completed in less than 10 work days. Cl The data collection activity within critical area buffers and shorelines has been minimized to the greatest extent feasible (only 1 data collection location is within a regulated shoreline and no data collection location is in a stream or wetland.). e No trees are anticipated to be removed as a result of data collection activities ,unless unforeseen site conditions arise during onsite operations. In addition, all data collection locations are outside the OHWM of streams and outside wetland boundaries. WSDOT has determined that the proposed data collection activity is also exempt from SEP A under WAC 468-12-800(3), which exempts "Information collection and research, as provided by WAC 197-11-800(18), including but not limited to the development, adoption, and revision of transportation plans and six-year construction programs, arid any other studies, plans, and programs which lead to proposals which have not yet been approved, adopted, or funded, and which do not commit the transportation department to proceed with the proposals contained therein." Please accept this letter as an official request from WSDOT for an exemption from both the standard Critical Areas review requirements and a Shorelines Substantial Development Permit for this underground utility as-built data·collection activity.
