CALL TO ORDER In Attendance The following persons were present: Members: AI Dieckman, Chair, Tim Searing, Cynthia Burns, Mike O'Donin Staff: Terry Higashiyama, Community Services Administrator, Dave Leibman, Police Commander, Zanetta Fontes, Sr. Assistant City Attorney, Leslie Betlach, Parks Planning & Natural Resources Director, Kelly Beymer, Parks & Golf Course Director, Terry Flatley, Urban Forestry & Natural Resources Manager, Gloria Gamba, Secretary Excused: Larry Reymann, Ron Regis, Troy Wigestrand II. APPROVAL OF AGENDA A motion was made by Cynthia Burns and seconded by Michael O'Donin to approve the agenda as presented. All were in favor, motion carried, the March 9, 2010, agenda was approved. A motion was made and seconded to excuse the absences of Larry Reymann, Ron Regis, and Troy Wigestrand. All were in favor, motion carried. CONSENT Kelly Beymer, Parks & Golf Course Director, Zanetta Fontes, Sr. Assistant City Attorney, and Dave, Police Commander presented the Expulsion Ordinance for City Parks. The Ordinance is needed to maintain public safety in parks. The Ordinance will be a useful tool for unlawful and inappropriate behavior in the parks and provide the Police Department the authority to address unwanted behavior. Some of the violations include damaging (including graffiti) to any park property, assaulting, selling, using or possessing alcohol or illegal drugs, brandishing or using weapons; and/or indecent exposure and sexual misconduct. The duration of expulsion can be up to seven days for less egregious violations or up to one year for more egregious violations. The following may issue notices: Community Services Directors, Director's designee, or a Police Officer. Appeal provisions were explained along with criminal penalties involved and possible prosecution. The Expulsion Ordinance was presented to the Committee of the Whole on March 1, 2010. The final reading was on March 15, 2010. The next steps will include coordination within departments. Implementation could take place as soon as early summer. Terry Higashiyama complimented Kelly, Zanetta, and Dave for all of their work on the Ordinance and the nice presentation. Bonnie Rerecich was not in attendance. The Special Events Ordinance presentation will be tabled until the April 13, 2010, meeting. VII. DISCUSSION/ACTION ITEMS Mike O'Donin mentioned his concern regarding harassment on the trails. It was noted that the Parks Department needs the help of the public and urges patrons to call 911. Staff is working with Police to assure safety for users. Leslie Betlach updated the Commissioners on the Parks, Recreation and Open Space Plan. The City will be selecting a consultant to update the current plan. The planning process will take approximately one year and involve the community and other City departments through a series of open houses, a random household survey, and other public venues. The adopted Trails and Bicycle Master Plan and Self-Certification form was also submitted to the state Recreation and Conservation (RCO) office for plan certification. Upon certification, the City will be eligible for trails grant funding. VIII. ADMINISTRATOR'S REPORT Terry Higashiyama explained the interviews for the Recreation Director will be held March 12, 2010. Seventy two applications were received. Two teams of staff members will interview the top eight scoring applicants. On March 15, 2010, the final candidates will be invited to a social hour and a tour of Renton parks. IX. OLD BUSINESS: Construction is underway to remove and replace the uneven brick patio on the river side of the Senior Center. The trees have e�ended their roots causing the walkway to heave. , X. OTHER COMMUNICATION The locations of future meetings were discussed. Terry Higashiyama mentioned election of officers will be held at the June meeting. There will not be a meeting in August due to Renton River Days celebrations. Leslie reviewed the status of the Heritage Park Grant Award/Donations. Reimbursement paperwork has been submitted to the state and the City is awaiting the funds for Heritage Park totaling $242,127.97. The monies will be receipted back into the Parks Mitigation Fund as this is where the acquisition funds originated and $250,000 for the Panther Creek acquisition near the Edlund/Korum property. XI. NEW BUSINESS The Gene Coulon Memorial Beach Park survey allowing/not allowing dogs will be discussed at the April meeting. Cynthia mentioned there is flooding by Heritage Park (near Leisure Estates) coming from the soccer field (perhaps playchips) onto the wooded trail. Staff will follow up. AI Dieckman, Chair, distributed a list of tentative park field trips to be held one Saturday per month. Staff may or may not attend. Following the field trips, those attending will email a list of questions and/or improvements needed for staff follow up.
