CALL TO ORDER In Attendance The following members were present: Members: Cynthia Burns, Mike 0'Donin, AI Dieckman, Larry Reymann, Ron Regis,Tim Searing, Staff: Terry Higashiyama, Sandy Pilat, Leslie Betlach, Kelly Beymer, Kris Stimpson Guests: Glenn Boss, Liz Hatch, Marlene Overton, Thomas Overton, Pete Maas, Mary Clare, Durward Clero, Gerry Franceschina, Gerry and Lois Telford, Susan Miller, Bob Rothwell, Mary Ann Rothwell Chair, AI Dieckman, called the,June 15, 2010, meeting to order at 4:35 p.m. Roll call was taken; Troy Wigestrand was absent. Larry Reymann made a motion seconded by Mike O'Donin to excuse this absence. All were in favor, motion carried. II. APPROVAL OF AGENDA A motion was made and seconded to approve the agenda as presented. All were in favor, motion carried,the June 15, 2010, agenda was approved. III. APPROVAL OF MINUTES A motion was made by Ron Regis and seconded by Larry Reymann to approve the May minutes as written, all were in favor, motion carried. The May 2010 minutes were approved as submitted. IV. BOARD COMMUNICATION The Memorial Day Program at Veterans Memorial Park was successful and had approximately City of Renton �, �,�,,, Park Board Minutes June 15, 2010 Page 2 of 5 100 people in attendance. The Museum extended their hours and was open and had about 80 visitors after the program. V. CORRESPONDENCE None VI. CITY COUNCIL COMMUNICATION The City Council approved reappointment of a four-year term for AI Dieckman. A presentation was done on the trails issue on May 24, 2010, to Committee of the Whole. VII.CONSENT Dogs at Coulon Park Terry Higashiyama reviewed the history of proposals to allow dogs at Gene Coulon Park. Trying to limit people with their dogs to one section of the park would be very difficult to enforce and in a short time it would escalate to use of the entire park. AI Dieckman, Chair, asked who in the audience would like to speak, noting a five minute limit and each speaker should address new or additional concerns/comments not revisit the same topics. Liz Hatch stated she had been using the park for two years and when she heard of a petition to allow dogs there she became very upset. This is a memorial park and dogs don't belong there. She stated she is a dog owner, so is not against dogs, but is concerned because the paths are so narrow and allowing dogs will increase the attendance at the park, which is already crowded. The environmental system in place now would be destroyed. Ms. Hatch said she felt Marlene Winters was being selfish for her own convenience; she has a big sign in her yard Neighborhood access only, while she doesn't want others to impose on her or her property she wants the convenience to walk her dog close to home and impose on park users. Liz said she is very frustrated with people, leave the park as it is. Terry Higashiyama indicated previously this was a destination park, people drove there, but now there are many people living in walking distance. Mary Clare, has lived in Renton since 1971. She loves the park because it is very clean and well kept. While she likes dogs she feels the current laws are for the benefit of the entire community and we must consider the dynamics. Larry Reymann, Board Member, felt this initially was a reasonable request and that the staff responded well and objectively and is a good example of how city government works. Larry made a motion to stay with our current ordinance and park rules and regulations. Ron Regis seconded the motion to recommend to Council to leave the rules as they are. All were in favor, motion carried. Marlene Winters asked to speak stating she lives on Lake Washington Blvd. and her and her husband walk the freeway every day and pick up litter for the last 15 years. She invited those in the audience to accompany them; she picks up garbage every day--everything from condoms to diapers in an effort to keep the area clean. She believes those that are against dogs are more vocal then dog lovers and this issue was brought to the Council previously with a tie vote. She thanked staff for their responsiveness to her request. To resolve some issues staff proposed changing the park rules to lower the speed limit for bicyclists from 15 to 11 mph. They will clearly mark dismount zones and utilize dashed lines to encourage walkers and bikers to stay on their own side. Staff will pass out rules to users and the new signage will have pictures instead of words. Police can enforce these rules. We will have police cadets on trails to provide warnings and give educational tips. Pete Mass, Non-motorized Transportation Committee, is looking for consistency on all trails for bike riders throughout King County. Radar guns/trailers is one way to monitor the bike speed. Pete felt the proposed fine of$101 was too high. Tim Searing felt if the punishment didn't sting somewhat people would take the changes lightly. The potice are committed to enforcement. The public's help is needed also;they need to call 911 to bring attention to problems. Staff will discuss concerns and rules when coordinating special events and coordinate meetings with the bike groups and after three months of implementation do an evaluation. Dismount zones are included from SE Bronson thru NW Logan; clear signage will indicate those areas. Larry Reymann asked if staff is taking any steps to name the new ordinance after the lady who died of injuries sustained on the trail. Marlene Winters mentioned frequently it is hard to hear the bike's bells on the trail. Peter Maas stated he has over 80,000 miles as a cyclist and served as Vice President of the Boeing Bike Club as well as a member of the non-motorized trail committee. He wanted to pass along comments from other cyclists. Ten mph is fast enough for most bikers; commuters are generally on the trail around 6:30 a.m. and need to be smart if people are around. Pete suggested not to say "on the left" but "passing" when passing a pedestrian, and education for both walkers and cyclists need to happen. You should leave three feet in between people you're passing. A motion was made by Mike O'Donin and seconded by Cynthia Burns to amend the current park rules as Kelly Beymer outlined. All were in favor, motion carried,the park rules and regulations would be amended and presented to Council. Election of Chair AI Dieckman's term of Chairperson expires this month. AI invited nominations from the floor. Ron Regis made a motion that AI remain in the position for another term. AI will serve as Chairperson through June 2011. Leslie Betlach updated those in attendance on the Request for Proposal for the Open Space Plan. She stated the last plan was done in 2003 with an interim plan in 1993. Twelve firms submitted proposals and those were narrowed down to three. They are close to finalizing the scope of service. A Steering 'Committee consists of Pete Maas, Larry Reymann and Tim Searing. We will have two public meetings and a large open house in addition to inter department meetings and an interactive web site. Kris noted the pool would open on Saturday and this is the 7th year of operations. Eighty four percent (84%) of registrations for swim lessons were done online and are 95%full. Ivar's will be taking care of the concession stand this year. VIII.OLD BUSINESS Mike O'Donin inquired at the last meeting why any of the baseball fields are closed when there seems to be a shortage of fields and a surplus of kids wanting to play. Kelly Beymer reviewed it with staff and indicated the fields are closed until scheduled games due to vandalism, graffiti, garbage and kids hanging out in the grandstand. If the gates are open and the field is prepped for a game/tournament the field should not be used until the scheduled game. IX.INFORMATION Kelly indicated the golf course would initiate on a trial basis a single rider rate. Terry invited the Board to attend Gloria Gamba's retirement party on June 28th in the Council Chambers at 1:30 p.m. X.ADJOURNMENT Larry Reymann made a motion seconded by Tom Searing to adjourn the meeting.
