There were also broken window frames feaning up against the house and debris left on the front porch of the house. See attached Photos A warning of Violation, CODE16-000275, was issued to the property owner, Kha Lam for violating the City of Renton's Exterior Property Areas and Bulky Waste Codes. The compliance date was May 24, 2016. Section 302.4 is amended to read as follows: Weeds:All premises and exterior property shall be maintained free from weeds or plant growth in excess of twelve inches (12'J in height on development property or twenty four inches (24")in height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs;provided, ho wever, this term shall not include cultivated flowers and gardens. Section 8-1-4 C: The City of Renton has adopted regulations that governs solid waste and garbage. The code specifically states "it shall be unlawful for any person to deposit, throw, dump, store, maintain retain, keep or place garbage, recyclables or yard waste on private or public real property in the city, except in a garbage can or unit, recycling bin or yard wasre cart for the purpose of storing such garbage, recyclables or yard waste until the next regular collection date by the city's collection contracror or any or any other person authorized by the city ro collect garbage or recyclables". May 24, 2016: A drive by inspection verified that there has been on effort to bring the property into compliance with City Code on either violation. A 2nd Warning of Violation was mailed via USPS Tracking. The compliance date was June 8, 2016. May 26, 2016: United States Postal Service Tracking and Customer Receipt#9114 9014 9645 0312 9952 48 shows that the 2"d Warning of Violation was delivered to the property owner on May 26, 2016 at 10:42 am 1 lune 9, 2016: A site visit verified that the debris on #he porch had been removed, hawever the window frames were still leaning against the house and the vegetation had not been cut. See attached phatos. A Finding of Violation with a $100 fee was rnailed via USPS Tracking far the Vegetation Viofation. Somehow in processing the Finding,the Bulky Waste violatian was omitted and no fee was assessed for that violation. The compliance date was lune 29, 2016. June 10, 2016: United States Postal Service Tracking and Custamer Receipt# 9114 9014 9645 0312 9954 15 shaws that the 1�t Finding of Violation was delivered ta the property owner on June 10, 2016 at 10:12 am. June 29, 2016: A site visit verified that same of the vegetation had been cut but the side yards were still overgrown and there was naw mare bulky waste in the driveway as well as the windows leaning on the house. 5ee attached photas. A 2"� Finding of Vialation with a $200 fee was mailed via USPS Tracking for the uegetation violation. As the bulky waste violation was omitted in the 15t Finding af Violation, It wasn't a part af this one either. The camp4iance date was luly 12, 2016. lune 30, 2016: United States Pasta) Service Tracking and Custamer Receipt#9214 9014 9645 0312 9956 75 shaws that the 2nd Finding of Violation was delivered to the praperty owner an June 30, 2016 at 9:34 am. July 12, 2016: A site visit verified that the vegetation was still in violation, but that the windaw frames and other bulky waste had been removed and that portion af the case was closed. See attached photos. A 3rd Finding of Violation with a $3p0 fee was mailed via U5PS Tracking far the Vegetation Violation. The compliance date was July 22, 2016 luly 13, 2Q26. United States Posta! Service Tracking and Customer Receipt#9214 9Q14 9645 Q312 9958080 shows that the 3rd Finding of Violation was delivered to the property awner on luly 13, 2026 at 10:14 am. luly 21, 2016: 1 received a phone call fram someane describing themselves as the owner`s agent. He told me there would be a landscaper going to the praperty to resalve the vio#ation and asked far an additianai week ta get it done,to which I agreed, July 26, 2016: A site visit verified that the violation has been resoived and the case was closed. It's the city's position that Mr. I.am pay all fees associated with this code case as he had ample opportunity to make contact with Code Compliance Staff. The vegetation has been cut in the front yard but the side yard is still overgrown and there is still bulky waste alongside the house,and now in the driveway. Finding of Violation#2 is being mailed USPS Tracking. 07/12/2016 Rob Shuey Diary Log Finding of Violation#3 for 07-12-16 A drive by inspection verified that vegetation only. the property is still in violation on one of the items. The bulky waste has been removed and that portion of the case is closed, but the vegetation is still not in compliance. 07/21/2016 Rob Shuey Diary Log Phone call from Oners 07-21-16 I received a phone call from the Agent. owners agent(206-226-4226). He stated that his client really didn't understand what he was supposed to do and left it up to the tenant,who didn't do anything and now he has a fine. I explained that if someone had called me I could have helped him to understand the violations,but since I had no contact I had no option but to assess fees.
