Meeting Minutes

1. CALL TO ORDER: Commission Vice Chair Regge called the meeting to order at 6:03 p.m.
2. ROLL CALL: Commission Secretary O’Halloran called roll. Commissioners Chen, Drollinger, and Poole were
absent and excused.
3. APPROVAL OF MINUTES: The Minutes of February 15, 2012 were approved as written.
4. CORRESPONDENCE RECEIVED: None

7. DIRECTOR’S REPORT:
Chip thanked Nancy for representing the Commission at the Benson Hill Open House last week. It was a
success with over 70 people in attendance. All were actively engaged, energized, and specific about
what they wanted. Thanks to Erika for getting the public involved. Nancy shared that she was pleased
with the number of people in attendance, since turnout has been low at previous Benson Hill meetings.
Chip discussed going out on field trips to see projects, specifically ADUs, that have been the outcome of
the work the Commission has done. Chip also encouraged the Commission to visit Olympus Villa, off of
7th and Nile, a project that has combined many elements the Commission has worked on: streetscapes,
street lighting, and connectivity between developments.
The City is still continuing work on impact fees. The School District impact fees public hearing was held
last Monday. This item is advancing and moving forward. Staff is still working on an Administration
recommendation for the parks, fire, and transportation impact fees.
Council has adopted the Commission’s recommendation for the Docket #8 items, beginning with the
two items being presented tonight.
The proposed design for the Sunset Area library has been submitted and the Commission is invited to
view it. The City is working with Colpitts Development to create a quality mixed‐use development that
will be integrated with the library.

8. DEVELOPMENT REGULATIONS (TITLE IV) AMENDMENTS DOCKET #8 BRIEFING:
UD‐78: Planning Near Pipelines
Jennifer presented this docket item. The Commission was originally briefed on this item last year. The
Planning Division made this request, upon Council referral, to review the model setback ordinance for
transmission pipelines and consider adopting setbacks from pipelines. This docket item considers
minimizing potential conflicts, avoids damage to pipelines, and protects sensitive populations and uses.
The model ordinance recommends 50‐foot setbacks for residential, commercial, and industrial. A 500‐foot
setback is recommended for high consequence land uses, which include schools, hospitals, sports arenas,
day care centers, and fire and police facilities.
This code amendment would require notice on property title that could provide increased awareness and
improved safety.
UD‐94: Technical Amendments
Erika presented this docket item. This is a collection of 11 separate items that involve changes that improve
consistency in the code, tie up loose‐ends of other code amendments, ensure compliance with state law,
and make other superficial changes. These changes do not reflect any changes in policy or procedure. The
11 items include: clean‐up of refund provisions for land use fees, consistent use of the terms "adjacent" and
"abutting", provisions for mobile and manufactured homes consistent with state law, use of a consistent
term to define CED authority, definitions of construction and demolition waste consistent with state law,
codification of doggy daycare rules from an administrative interpretation, clean‐up of the application of
design guidelines for site plan review, clarification of appeal provisions for major plat amendments, allowing
planned urban development approvals to be extended with the underlying plat approval, clarifying the
timing of appeals, and clarifying when landscaping is installed for final plats.
