They also reviewed with RAAC members the prior discussion and presentation of the Puget Sound Regional Council's study titled: "Preparing Busy General Aviation Airports for Next Generation Technologies" which can be found at: http://www.psrc.org/transportation/airtranslnextgenf • Zulauf and Jacobson discussed the outcome of their recent meeting with staff from the FAA's Airport District Office and the FAA's Operations Support group. The outcome of the meeting with FAA was that if Renton is interested, FAA would be willing to design and construct the procedures used by pilots with properly equipped aircraft to land at Renton in low visibility weather. The FAA would complete all of the environmental work, conduct noise analysis for the various neighborhoods and be responsible for the public outreach. However, Renton would need to support the FAA's work by advocating for the FAA to perform the work as ultimately, the airport is an asset of the City of Renton. • There was the discussion of the need for the runway to be available in all weather conditions to help Boeing be as efficient as possible in Renton to manufacturing aircraft. • There was discussion of the need for survey grade ground terrain mapping along with the mapping of existing obstructions to the airspace (such as tall towers, etc). It was also discussed that this data could be collected during the start of the update of the Renton Airport Master Plan. That process is also funded by the FAA and will start in fiscal year 2014. • Length of NextGen project is a 3-5 year process once initiated. • Environmental impact would include noise contouring maps. • There was unanimous support of the RAAC membership to take the next steps with the FAA to Advocate for the agency to initiate work on NextGen for Renton. Councilmember Palmer voiced support to move forward with pursuing Performance Based Navigation for Renton Airport and did many other members of the RAAC. There was discussion of whether another vote by the RAAC was needed on this subject and it was decided that Councilmember Palmer would provide a briefing to the full Council during a council meeting in January 2014. 6:30pm New Business • Airport Master Plan Update — FY2014 o Essential to have congruous neighborhood membership attending meetings to work on this project o Meetings will be every couple of weeks • Discussions of RAAC membership and recruitment of new members prior to the start of the update of the Renton Airport Master Plan o Goal is to fill all vacancies for Master Plan Update o Current vacancies —list out vacancies by neighborhoods and include volunteer application o Neighborhood Outreach ■ Homeowner Associations ■ Airport Open House ■ Neighborhood Blogs ■ Utility Bill Mailer ■ Government Channel ■ Renton PATCH ■ Renton School District 6:50pm Meeting process check and agenda inputs for next meeting. • Next Meeting Agenda o 2014 Boeing North Bridge Project Schedule 7:00pm Adjourn RAAC Meeting Calendar— March 11, 2014, June 10, 2014, and September 9, 2014 Attendees Absentees Chuck Kegley Diane Paholke Steve Pelletier Karen Shemwell Gordon Alvord Marleen Mandt Robert Moran Jesse Uman Jennifer Ann Rutkowski Harold (KC) Jones Ken Williams Robert Dempster Steve Beardslee Al Banholzer Mike Cero Marcie Palmer Doug Jacobson Ben Dahle Ryan Zulauf Guests: Beth Asher Kurt Boswell
