CALL TO ORDER Chair Linda Smith called the October 16, 2012, meeting to order at 3:06 p.m. A quorum was not present, so no official business would take place at this time. In Attendance Members: Linda Smith, Chair; Rob Spier, Vice-Chair; Elyn Blandon; Elizabeth Stevens, Shannon Matson City of Renton Staff: Karen Bergsvik; Dianne Utecht;Jennifer lorgenson Absent Robin Jones Visitor Theresa Marlin, Lorene's Place II, a foster child placement agency II. APPROVAL OF CHANGES TO BYLAWS: Due to a lack of a quorum, this item will be held over for the November meeting.) III. APPROVAL OF MINUTES The prior minutes for June,July and September were not approved, due to the lack of a quorum. IV. HUMAN SERVICES ADVISORY COMMITTEE VACANCIES Karen gave a brief report. There are four vacant positions and one youth position to be filled. Three current members have terms that end in December 2012. A total of eleven people have submitted applications to fill the vacant positions. One of them accepted a position on a different board and has withdrawn his/her name. Copies of the applications and questions that were suggested for the interview process were previously provided for review. There was a general discussion on the interview questions and desirable skills. Several members thought that applicants should understand the aspects of grant writing. The group also felt that 15 minutes was too short for an interview and it should be longer. • • City of Renton Human Services Advisory Committee Minutes October 16,2012 Page 2 of 3 Suggestions for questions were: 1. Expand on why you want to be on this particular committee and what skills you have. 2. Present a situation with a task and the desired outcome (commonly known as the Star Concept),then ask how they would accomplish the task. 3. Delve into the person's thought process— If you have four equally important situations, but only one can be accomplished, how do you make the choice to oblige one, but not the otherthree? 4. Need more focus on specifically what talents or insight the candidate can bring to this Committee. 5. Move the first proposed interview question to the last one (How did they hear about the Advisory Committee position?). Karen said she would refine the questions and asked for volunteers to sit on the Nominating Committee. Shannon, Linda, and Rob each volunteered. V. HUMAN SERVICES AGENCY FOCUS GROUP Karen noted that several Renton-based agencies were invited to critique the recent grant funding process. All of the written comments from agencies, comments at the focus group, and the Human � Services Advisory Committee will be combined and distributed. Two more focus groups have been scheduled over the next few weeks. One will be held on October 31St from 3:00-4:30 p.m. and the other will be held on November 15Y from 5:30-7:00 p.m. Both sessions are scheduled for the 7th Floor Conferencing Center at City Hall. The comments from the focus groups will be compiled. There was discussion as to if a regional evaluation would be done, and committee members thought that would be insightful. The Committee will discuss at a future meeting what changes they want to make for the next funding cycle. VI. BACKGROUND ON RENTON RESULTS , The funding criteria and Renton Results were described and prioritized in 2008. In the following years,the rating tool and funding cycles became more refined. In 2011/2012, the Committee had recommended not funding some previously funded agencies, and Council chose to fund them at half their prior level—as a way to give the agency a `heads-up'there are issues to be addressed. In the current funding process, the Community Impact was added to address the 'heart' of the human services. There was discussion as to how we train agencies to help themselves. Also, what role the Human Services Element of the City's Comprehensive Plan has with what the HSAC and staff do? How do we deal with poorly performing agencies? Asking high scoring agencies that got low scores in the prior funding cycle—what did they do differently in this cycle? How do we get more? PENDING ITEMS Appointment of a Youth Member—There haven't been any applications for this position. We need to get something out to the schools to solicit a Youth Volunteer for this Committee. Future Meetings—In November/December—develop agenda for the upcoming year. This includes what is the role of the Committee beyond funding recommendations and what deliverables the Committee would like to have. Linda would like the December meeting agenda to focus on the Community Reinvestment Act.
