Hanson ry 1.0 PURPOSE: To establish procedure for timely review, final inspection and approval of plans for building construction projects. 2.0 ORGANIZATIONS AFFECTED: Planning/Building/Public Works Department and the Fire Prevention Bureau. 3.0 REFERENCES: Not applicable. 4.0 POLICY.• Not applicable 5.0 DEFINITIONS: Not applicable. 6.0 PROCED URE: 6.1 Buildin Permit Review Process: 6.l.l Application is filed with the Development Services Division 6.1.2 Nine (9) sets of plans are routed to departments within two (2)working days. Each reviewer has the following number of days to review the proposal and return it to the Development Services Division. The review times run concurrently. l.3 Comqlete Sets(A/S/C/M/E/P/L Review time required In Calendar Davs Fire Prevention 14 days Fire plans then routed to Water 3 days Planning 14 days Building 14 days Electrical(First set of plans returned) 3 days 2.2 Architectural/Structural Sets Energy and/or Mechanical 14 days Structural 14 days POLICY&PROCEDURE 400-02 PAGE 2 3.4 Civil Sets Transportation 14 days Waste water 14 days Surface water 14 days Property Management 14 days If due to the comple ty of the issues the above time limits become unreasonable, an extension will be allowed upon written notification of the Development Services Director. Such notice shall include the reason for delays and establish a firm date not to exceed seven(7) days)upon which the plans shall be reviewed and returned in their entirety. 6.1.3 If plans are approved, the permit is ready to be issued. 6.1.4 If plans are not approved, a letter is sent to the applicant outlining the necessary corrections. Once the applicant submits corrected plans to the Development Services Division, the rune (9) sets are again routed to the departments according to procedure described in Section 6.1.2 above. Plans are returned to the Development Services Division after the allotted time either approved or with corrections. If corrections are necessary, a letter outlining such requirements is written. If approved, a permit is issued. Revisions are given priority review depending on the extent of revisions that were required. 6.1.5 Individual plan review comments will not be released to the applicant until all plan review comments have been collected. This requirement can be waived if all A/S comments are back or all civil comments are back allowing the applicants architect or engineer to get started on revisions. 6.2 Occunancv Certificate Process: 6.2.1 Applicant asks for a final inspection ten (10) days prior to occupancy. A temporary certificate of occupancy may be requested. 6.2.2 Within one (1) day the Building Inspector distributes Occupancy Inspection forms to all related departments. Final comments are required from all departments at this time. Comments are to be thorough, complete, and understandable. 6.2.3 Forms are returned to the Inspector within seven(7) days. If approved, a Certificate of Occupancy is issued. 6.2.4 If not approved, a letter is sent to the applicant outlining corrections or work to be done. A ninety(90) day Temporary Certificate of Occupancy may be issued. 6.3 Efforts should be made at the department level to see that adequate personnel are available to review plans so that vacation, sick leave, etc., do not interrupt the flow of the plan review process.
