HomeMy WebLinkAbout400-14u I - POLICY & PROCEDURE Subject: Index: PB/PW Master Metering and Sub-Metering at Mobile and Number: 400-14 Manufactured Home Parks Effective Date Supersedes Page Staff Contact proved By 4/16/96 N/A 1 of 2 Ron Olsen o.r•.t„r`-..ow,..,,,,,r,, 1.0 PURPOSE To establish a policy for allowing and implementing a master or sub-metering program at mobile and manufactured home parks. 2.0 ORGANIZATIONS AFFECTED: Water Utility 3.0 REFERENCES: Renton Municipal Code Chapter 8, Title IV Revised Code of Washington RCW 59.20.070(Landlord Tenant Act) 4.0 POLICY: 4.1 New mobile and manufactured home parks in the City of Renton shall provide for individual water meters for each unit,mobile home,trailer, or structure as required of all other single family type applications within the City. 4.2 Existing mobile and manufactured home parks with master meters may provide for individual metering or sub-metering following the guidelines discussed under Procedure". 5.0 DEFINITIONS: 5.1 Master Meter. Groun Meter or Sub-Meter: Any water meter that serves more than one structure,residence or premise. 6.0 PROCEDURE: 6.1 The owner of an existing mobile or manufactured home park on a master meter(or group meters) may reyuest additional sub-metering or individual metering off of the City master meter(s)as follows: 6.1.1 The Water Utility must approve the metering plan to include method of billing tenants (usually monthly billing), content of customer billing statements, bill tracking, and reconciliation. Policy&Procedure 400-14 Page 2 6.1.2 The mobile or manufactured home park owner must obtain all necessary permits to install plumbing improvements on the property. The meters selected for sub-meters will be easily readable by the tenants. 6.1.3 The total of all tenant utility bills cannot exceed the City bill to the owner far the same service. 6.1.4 The mobile or manufactured park's owner must maintain billing records on site for a minimum period of three years for inspection by City staf£ Inspection by City staff must be allowed at reasonable times. 6.1.5 The mobile or manufactured home park's owner is responsible for performing a reconciliation between City bills and tenant bills at least on an annual basis. The purpose of reconciliation is to ensure that discrepancies between the individual or sub-meter readings(and bills)and the City meter readings (bills) do not result in over charging of tenants. The owner must provide proof of reconciliation to the City on an annual basis. 6.1.6 The mobile or manufactured home park's owner is responsible for performing all maintenance on the private water system that follows the City master meters. The City will perform maintenance on the water system up to the City's master meter(s).
