Warren, City Attorney Date: July 15, 1994 Subject: Black River Forest It is my pleasant duty to inform you that the City of Renton now holds a Deed to the last section of the Black River Riparian properties. The City now owns all of the property located to the northeast of the P-1 forebay and east of Oakesdale Avenue. The City also owns a small piece of property located to the south of the P-1 forebay and east of Oakesdale. If my memory is correct, this ownership is now approximately 75 acres. It has within it property that was identified as the most valuable wetland in the City. Particular praise should be given to the Parks Department and former Planning/Building/Public Works Director Lynn Guttmann. Lynn and I negotiated a Mitigation Agreement with Metro that resulted in substantial funds for this purchase. The Parks Department leveraged those funds and obtained other grants to buy this property. The Parks Department successfully competed with other jurisdictions within King County to get a priority rating for this project on the Open Space Bond issue. In effect, they were able to get this project named as a regional priority rather than just a City priority. Former Parks Director John Webley and I initiated a contact with Metro to also acquire funds from the settlement of the West Point Sewage Treatment suit. Sam Chastain and Leslie Betlach followed through on that effort and we obtained a substantial grant which helped us purchase the full remainder of this property. For the second time this year I have to admit that I didn't believe the Parks Department could secure all of the funds necessary to close this purchase. Once again, they have proved me wrong. This is a long-standing project for which the City can be justifiably proud. The City Council long ago established this as an area of interest for acquisition.
