Box 5744 Bellevue,WA.98006 RE: Illegal Duplex at 10003 SE 192nd ST Renton,WA. Dear Mr. Nguyen: This letter is a follow up to a meeting on October 21, 2010, with Linh Nguyen at property you own at 10003 SE 192nd Street, Renton, Washington. The following is a summation of the history of the complaint and the meeting. 1. September 20, 2010:A complaint was received by code compliance that the house at this property had been converted to a duplex without permits. 2. Research of King County Department of Assessment records for building permits was conducted. No permit records were found. 3. September 27, 2010: An order to correct was issued to the owner on record, Minh Son Nguyen, requesting an on-site meeting to verify the legality of this structure. 4. October 8, 2010: A phone message was received from Linh Nguyen. 5. October 13, 2010: After numerous phone messages, contact was established with Linh Nguyen. I explained that the property was in a single family zone and duplexes were not allowed and that a search of King County records did not find any permits issued for a remodel . 6. October 21, 2010: Linh Nguyen met with myself, building inspector Eugene Schneider, and electrical inspector Richard Gilroy. Mr. Nguyen granted entry to the lower portion of the house for an inspection. 7. The dwelling unit established in the daylight basement was determined to be illegal, with numerous building code violations: a. Illegal bedrooms,windows not to code, no egress possible from bedrooms b. No smoke detectors c. Electrical panel over toilet in bathroom off one bedroom d. No building permits for remodel • • 8. We requested and were granted access to the upper dwelling unit. No obvious code violations were noted. 9. City of Renton inspection team, Schneider, Gilroy and Kamcheff met with lead code compliance inspector, Donna Locher, second electrical inspector, Anthony Spiotto and building official Larry Meckling. The consensus of the meeting was that this remodel was not legally established in the county prior to the March 1, 2008, annexation of this property into the City of Renton. The code violations are safety issues and therefore we are requiring that this lower dwelling unit be vacated within 24 hours. Renton Municipal Code RMC 4-2-110 a, does not permit two dwelling units in one structure in the R4 zone.The lower unit cannot be used as a separate dwelling unit. To re establish your property into a single family house you will need to address the following issues: 1. Windows in the bedrooms must be reconfigured to code. 2. The electrical panel over the toilet in the bathroom off the bedroom must either be moved or the bathroom removed. 3. The stairs that connected the upper and lower floors must be reinstalled. 4. Building plans must be submitted and approved. 5. Permits must be obtained. 6. Inspections are required for all work done.
