Description of Work
Supplement 9 is needed to assist the City with consulting in support of construction documents needed to relocate the Boeing Duct
Bank which currently has an access manhole in the future Park Avenue N extension roadway.
The Local Agency of City of Renton
desires to supplement the agreement entered in to with Perteet,Inc.
and executed on May 1,2017 and identified as Agreement No. CAG-17-082
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read: No change

Section V, PAYMENT, shall be amended as follows:

PARK AVENUE N EXTENSION—FINAL DESIGN PHASE
Agreement with Perteet Inc.
During the term of this Contract,Perteet,Inc.(CONSULTANT)will perform professional services for the City of
Renton(CITY),as detailed below:
INTRODUCTION
The project will construct improvements to extend Park Avenue N from the existing intersection with Logan
Avenue N northward to connect to the Southport site now under construction.The purpose of the roadway
extension is to provide a connection to the Southport development and relieve congestion on Lake Washington
Boulevard.
GENERAL SCOPE OF SERVICES
This supplement is for Casne Engineering,Inc.to develop final construction documents To relocate the Boeing
Duct Bank which currently has an access manhole in the future Park Avenue N extension roadway to a location
that is outside of the future Park Avenue N extension roadway. The design of the final construction documents
will be based on the preliminary plans developed by Casne Engineering,Inc in December 2018. The construction
documents will be developed for construction by the Boeing Company before construction of the City's Park
Avenue N extension project.
Additionally,this supplement is for the CONSULTANT to develop demolition/restoration construction
documents to accompany Casne's work as detailed in Task 12.The demolition/restoration construction
documents under this supplement will be part of the duct bank construction package to be constructed by Boeing
and its contractors,not the City of Renton's Park Avenue N Extension project.
Currently only local agency funds will be used in the planning,design,and/or construction of the project.The
CONSULTANT will use procedures outlined in the WSDOT Local Agency Guidelines(LAG Manual)during
development of the project.
•
Deliverables will be reviewed by Boeing prior to issuance. Upon receipt, Boeing will review within a reasonable
time after submission of deliverable(s)and will provide comments in writing to be considered and incorporated
into the deliverable(s).
Construction documents shall be prepared,completed,and submitted for the review,comment and approval by
Boeing and conform to the criteria as described below.
OPTIONAL SERVICES
The CONSULTANT may be asked by the CITY to provide optional services.Optional services that may be
performed include:
• Assistance with preparation of environmental documentation and permits
• Assistance with preparation of grant funding packages
• Assistance during Bidding by Boeing
• Services during Construction
Providing optional services will require a supplement to this agreement.

Task 12— Boeing Electrical Duct Bank Modifications
12.3 90% Design Plans and Opinion of Cost
CASNE will advance the previously prepared plans for the relocated electrical manhole and associated duct bank
to a ninety percent(90%)design stage,including the following elements:
• Plan view of proposed relocated manhole,associated duct bank,and BOEING electrical drawings
utilizing 11"x 17"sheets at 1"=40'scale. The plan view will include station and offset to the manhole and
any points where the duct bank changes direction.The design will include BOEING electrical drawings
that will be required by Boeing to be updated for record electrical drawings.The design shall include
electrical removal drawings for Boeing to verify the scope of the duct bank work.Drawings shall be
created to meet BOEING Standard CAD files.
• Profile view of the proposed relocated manhole and associated duct bank at a horizontal scale of 1"=40'
and a vertical scale of 1"=10'when plotted on 11"x 17"sheets.
• Electrical wiring diagram illustrating the proposed electrical system inside the new duct bank system.
• The CONSULTANT will develop demolition and restoration drawings to incorporate into CASNE's
drawings,also using 11"x 17'sheets at 1"=40'scale,a maximum of three sheets. •
• The CONSULTANT will generate demolition and restoration quantities to incorporate into CASNE's
opinion of cost.
• 90%Opinion of Cost Estimate to be submitted with the ninety percent(90%)plans.
•
Deliverables:
• Two(2)copies of the 90%BOEING Duct System plans(half size,1"=40'scale)and Opinion of Cost
Estimate submitted in hard copy form and delivered by US Mail.
• CAD(.dwg)files and electronic.pdf files of the 90%plans.
• 90%Opinion of Cost in Excel and.pdf format.
Assumptions:
• The limits of new duct bank work will not extend beyond the location illustrated in the December 2018
plans prepared by Casne.
12.4 Final Design Plans, Specifications, and Opinion of Cost
CASNE will advance the previously prepared plans for the relocated electrical manhole and associated duct bank
to a final(100%;ready for construction)design stage,including the following elements:
• Plan view of proposed relocated manhole,associated duct bank,and BOEING electrical drawings
utilizing 11"x 17"sheets at 1"=40'scale. The plan view will include station and offset to the manhole and
any points where the duct bank changes direction.The design will include BOEING electrical drawings
that will be required by Boeing to be updated for record electrical drawings.The design shall include

• The CONSULTANT will prepare a Project Manual(aka Construction Specifications and bid materials)
for the project based on English units for the final submittal.These will include Special Provisions for the
items of work,as well as bid and contract forms,all in a format acceptable to Boeing.
Deliverables:
• Two(2)copies of the Final BOEING Duct System plans(half size,1"=40'scale)and Opinion of Cost
Estimate submitted in hard copy form and delivered by US Mail.
• CAD(.dwg)files and electronic.pdf files of the Final plans.
• Final Opinion of Cost in Excel and.pdf format.
•
• Final Project Manual in.pdf and Word format.
Assumptions:
• The Boeing Company will prepare the final documents for their selection of a Contractor for
construction,solicit bids from Contractors and then manage the construction phase.
DESIGN CRITERIA
• The CITY will work with the CONSULTANT to develop the basic premises and criteria for the design.Reports and
plans,to the extent feasible,will be developed in accordance with the latest edition and amendments of the
following:
1. AASHTO 2010,"A Policy of Geometric Design of Highways and Streets."
2. WSDOT,"Standard Specifications for Road and Bridge Construction."
3. WSDOT,"Design Manual."
4. WSDOT,"Materials Laboratory Outline."
5. WSDOT,"Construction Manual."
6. WSDOT, "Local Agency Guidelines."
7. Highway Research Board's Manual entitled"Highway Capacity."
8. FHWA and WSDOT, "Manual on Uniform Traffic Control Devices for Streets and Highways."
9. Standard drawings prepared by City of Renton and furnished to the Consultant will be used as a guide in
all cases where they fit design conditions and where no City of Renton standard drawings are applicable;
WSDOT Standard Plans will be used as a default.
