HomeMy WebLinkAbout2018 05 22_CITC Renton_COR Civil Meeting Minutes 1 MEMORANDUM TO: JUSTIN JOHNSON, CITY OF RENTON COMMUNITY AND ECONOMIC DEVELOPMENT, PLANNING DIVISION FROM: PATRICK HANSEN-LUND, HL ENGINEERING SUBJECT: CITC RENTON (PRE 18-000233), CIVIL PRE-APPLICATION QUESTIONS DATE: MAY 22, 2018 CC: N/A Justin, the below is a summary of topics we discussed at the May 22, 2018 meeting at the City of Renton that I requested regarding the CITC project: RIGHT OF WAY DEDICATIONS 1. The layout of the required right of way dedication along Bronson Way North is to be established using the total 103’ right of way requirement, taking 51.5’ from the existing street centerline. The April 19, 2018 Pre-Application minutes refer to a 6.5’ dedication but in reality the width of dedication will vary along the property frontage when the 51.5’ centerline offset is applied. It was noted that the westerly parcel may not be impacted at all by the dedication requirement since that parcel’s existing property line appears to already be greater than 51.5’ away from Bronson Way North centerline. 2. The Meadow Avenue North parcel requires a dedication along the easterly boundary to accommodate the required 6” curb, 8’ planter strip, and 5’ sidewalk. The existing dimension from face of curb to property line is approximately 11.5’, therefore a 2’ dedication along Meadow Avenue North from Bronson Way North to North 2nd Street would be required. 3. If proposed City-standard pedestrian ramps do not fit within the public right of way at intersections, dedications will be required at parcel corners. Ramp dedications are 2 radial and concentric to curb line such that the entire ramp is within public right of way. STREET IMPROVEMENTS 1. The project will be required to re-pave (grind and overlay) the full street half width anywhere that curb is removed and replaced. There is no City requirement to replace curb; HL Engineering noted that curb improvements are proposed at existing driveways to be removed and potentially as an aesthetic improvement in other areas where existing curb is deteriorated, and that overall project cost is a consideration. 2. As part of pedestrian ramp improvements, the project will be required to install ADA compliant “companion” ramps across the street from the project at locations of new or replaced ramps. 3. On Garden Avenue North, the dimension from existing face of curb to existing building is approximately 12.2’, which is not wide enough to accommodate the Code required 6” curb, 8’ planting strip, and 5’ sidewalk. The City recommends that the project submit a request for Code Modification (at the time of Land Use Permit Application) to reduce the planting strip from 8’ down to 6.7’ so that the existing curb may remain in place. The City suggested that this Code Modification request has a good chance of approval, as long as the project proposes a “counter” trade of enhanced landscaping or other public-benefit in excess of Code requirements in exchange for the narrower planting strip. 4. On Meadow Avenue North, the dimension from existing face of curb to existing property line is approximately 11.5’, which is not wide enough to accommodate the Code required 6” curb, 8’ planting strip, and 5’ sidewalk. Since the parcel is intended to be a parking lot without existing site constraints, a Code Modification request is unlikely to be approved and the project is likely to be required to dedicate property along Meadow Avenue North (see “DEDICATIONS” topic No. 2 above). 5. On Bronson Way North, the dimension from existing centerline to existing face of curb is approximately 31.7’, not compliant with the Code-required 33’ width. The project will be required to remove and replace Bronson Way North curb at the 33’ offset from centerline. 3 6. On North 2nd Street the existing curb position can remain, as there is enough width to accommodate Code requirements. 7. Curb return radii must comply with Municipal Code Section 4-6-060 for turning radius, regardless of the existing condition’s narrower / non-compliant radii. STORMWATER 1. The project will not be allowed to install any infiltrative storm water BMPs as part of Stormwater Code compliance due to the existing Aquifer below. 2. When calculating areas of “replaced impervious” areas for storm water Code compliance, the project will need to count any areas where existing subgrade soil is exposed, whether as part of the building renovation, site work, alley re-paving, or street re-paving. The calculation is for the entirety of the project scope. The City recommended that the project review definitions in the Stormwater Code to evaluate precise limits of impervious replacement with the building renovation if there is question around portions of the building foundations to remain. 3. Stormwater BMPs required for areas of public right of way improvements (alley or streets) are to be installed physically onsite and be sized for the area of new or replaced impervious surface for the combined onsite + public right of way impacts. 4. The City recommends that the project study the Stormwater Code closely to evaluate street work required related to “utility” improvements (i.e. the overhead power under- grounding or water main improvements on Garden Avenue North) as some relief may be provided for storm water BMP sizing. 5. Existing side sewers in the alley will be required to connect to their proposed function: existing side sewers conveying sanitary sewage should remain connected to the existing alley sanitary sewer main, but existing side sewers conveying roof drainage will be required to be disconnected from the alley sanitary sewer main and re-connected to the alley dedicated storm drain main. UNDERGROUNDING 1. HL Engineering mentioned that PSE, Comcast, and CenturyLink are concurrently analyzing concept-level undergrounding scope, and that it is not known how far 4 outside of the project limits those agencies’ infrastructure would be impacted. The City noted that the undergrounding requirements extend to all project street frontages, and that the project should be mindful to not install any new poles as a result of undergrounding and pole removal elsewhere. HL Engineering noted that the existing Tuesday, May 22, 2018underground limit is likely to occur on the north side of North 2nd Street, but that new poles may be required since the existing poles are too near curb to be converted into terminal poles since there is no room to land south-facing guy wiring. The City is open to the project installing new poles near existing poles to be removed for this circumstance. GENERAL 1. The City recommended that the project make sure to clearly understand the landscape screening requirements around the proposed parking lot, which can be much more significant than typical street plantings and may lead to layout design impacts.
