Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal located at parcel 5696000250 and address 108 Logan Avenue South. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. WATER 1. The proposed building expansion is within City of Renton’s water service area. 2. Because a fire sprinkler system is not required, there are no water main improvements needed for the building expansion. The site has an existing 3/4-inch meter for domestic use. SANITARY SEWER 1. Sewer service is provided by the City of Renton. 2. City code requires all commercial uses be served by a 6-inch minimum side sewer connection. There is probably an existing 4-inch side sewer that ties into the existing 8-inch PVC main that flows within Logan Avenue South. The new side sewer will need to go from the structure to the stub at the property line. Show the exiting side sewer on the permit plan submittal and if any of the proposed improvements cross over the existing side sewer they will need to be relocated. If the building improvements require the applicant to upsize their water meter they will be subject to additional sewer System Development Charges (SDC). SURFACE WATER 1. This site is within the Basic Flow Control Area, Level 1 (existing conditions) and is within the Lower Cedar River Drainage Basin. When the engineer determines the threshold areas for water quality and flow control the totals shall include the new sidewalk and associated street frontage improvements. A flow control BMP is required as well as a flow control BMP covenant. If the project proposes to install a 12-inch or greater storm pipe a Targeted Drainage Review is required. The applicant shall include an erosion control plan for all land disturbing activities with their permit submittal. 2. The building expansion shall include new roof drain downspouts show their locations and tie ins; to include pipe ie(s) and clean out ie(s). 3. Storm Water System Development (SDC) Charges are $0.594 per square foot of new impervious surface, but not less than $1,485.00. TRANSPORTATION/STREET 1. Transportation impact fees will apply to this project. The actual rate will be assessed at a later date. This fee will be based on the amount of additional building area and its use per the ITE Manual and the City of Renton’s Ordinance 5670. Payment of the transportation impact fee is due at the time of issuance of the building permit. 2. Road Classifications – Logan Avenue South / Minor Arterial and Burnett Place South / Limited Residential Access. • Existing right of way (ROW) width – approximately 60 ft. for Logan Avenue South and approximately 24 ft. on Burnett Place South. • Right of Way dedication required for Logan Avenue South is approximately 15.5 feet. Final width of ROW dedication shall be determined from a survey. The Logan Avenue South street design is two 11-foot travel lanes, 5 –foot bike lane, 8-foot landscaping strip, 8 foot sidewalk and 1- foot clear zone behind the sidewalk. • Right of Way dedication for Burnett Place South will require approximately 10.5 -ft. of ROW dedication. Frontage Improvements will include a 5-ft sidewalk with an 8- foot landscaping strip in-between the curb, gutter and sidewalk. The paving needs to have 2 – 11 ft. travel lanes. • Applicant may submit an application to the City requesting a modification of the street frontage improvements as outlined in City code 4-9-250C5d. • ROW dedication and street frontage improvements are required for building expansions valued over $50,000.00. 3. All storm drainage improvements are required to be constructed per RMC 4-6-060. 4. Paving and trench restoration will comply with the City’s Trench Restoration and Overlay Requirements.
