Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review of the application for the St. Andrew Church Addition located at 3604 NE 10th Ct. The King County Parcel Number is 1065700110. The applicant is proposing to add a 5,170 SF addition for a new sanctuary. WATER COMMENTS 1. Water service is provided by the City of Renton. It is in the Highlands service area in the 565’ hydraulic pressure zone. The approximate static water pressure is 58 psi at a ground elevation of 430’. 2. There is an existing 6” cast iron water main south of the site along the northern edge of NE 10th Court. Reference Project File WTR2700233 in COR Maps for record drawings. There is also an existing 8” ductile iron water main in the western portion of the site that runs in a north south direction. Reference Project File WTR2702269 in COR Maps for record drawings. Both water mains can deliver a flowrate of 1,280 gallons per minute (gpm) to a maximum of 1,880 gpm depending on the point of connection for the hydrants. 3. Based upon the information submitted in the pre-application package, the Fire Department has determined that the preliminary fire flow for the total structure is 2,250 gpm. This exceeds the available capacity of the water distribution system around the property. In order to meet fire St. Andrew Church Addition – PRE16-000333 Page 2 of 4 May 19, 2016 H:\CED\Planning\Current Planning\PREAPPS\2016 Preapps\PRE16-000333.Jill\16-0519 PRE16-000333 Civil Pre-App Comments.docx flow demands, an 8” water main extension from the intersection of Olympia Avenue NE and NE 10th Court to the west to the intersection of Redmond Avenue NE and NE 10th Lane to the southeast. This would create a continuous 8” water main from Olympia Avenue NE to NE 10th Lane. 4. The church is served by an existing 6” fire sprinkler service. The applicant shall consult a fire sprinkler designer to determine if the existing service can supply adequate flow and pressure for the additional fire sprinkler system for the proposed building addition. 5. The church is served by an existing 1” domestic water service. 6. One new additional fire hydrant will be required within 300’ of the building. There two existing fire hydrants will need to be retrofitted with 5” Storz fittings to bring it up to code. FYI: There are two existing fire hydrants in the parcel vicinity. One is located in the northwest corner of the site (COR Facility ID HYD-NE-00842) and the other is located near the southwest corner of the site along the northern NE 10th Court frontage (COR Facility ID HYD-NE 00171). 7. A System Development Charges (SDC) would be applicable only if the meter is upsized or a new meter is added as part of the expansion. SEWER COMMENTS 1. Sewer service is provided by the City of Renton. 2. There is an existing 8” PVC sewer running north to south in the eastern portion of the site. Reference Project File WWP2701707 in COR Maps for record drawings. 3. No sewer services or sewer main extensions would be required. 4. A System Development Charges (SDC) would be applicable only if the water meter is upsized as part of the expansion. The SDC for sewer service is based on the size of the domestic water service. STORM DRAINAGE COMMENTS 1. The existing site contains an existing church that is 8,260 SF, two outbuildings that are 1,223 SF, and existing asphalt and gravel parking lots. The majority of the site contains no onsite conveyance system. The site is relatively flat, with little change in slope. There is a low point in the southeastern portion of the site where a type 1 catch basin is located (COR Facility ID 112874). Drainage collected in this catch basin is conveyed south by a 12” CMP storm drain (COR Facility ID 109559) to the public storm drain in NE 10th Court. Drainage not collected by this catch basin either infiltrates or sheet flows off-site. Drainage along the NE 10th Court frontage is conveyed along the curb line to one of two type 1 catch basins. One of the catch basins (COR Facility ID 113639) is located near the site’s southwest corner while the other catch basin (COR Facility ID 134899) is located near the site’s southeast corner. Refer to Figure 1.1.2.A – Flow Chart to determine what type of drainage review is required for this site. The site falls within the City’s Peak Rate Flow Control Standard (Existing Site Conditions). The site falls within the East Lake Washington – Renton Drainage Basin. Drainage plans and a drainage report complying with the adopted 2009 King County Surface Water Design Manual (KCSWDM) and the 2010 City of Renton amendments will be required. 3. Flow Control BMPs will be required for the site per Section 5.2 of the 2009 KCSWDM. 4. Drainage improvements along the NE 10th Court frontage will be required to conform to the City’s street standards. 5. A geotechnical report for the site is required. Information on the water table and soil permeability, with recommendations of appropriate flow control BMP options with typical designs for the site from the geotechnical engineer, shall be submitted with the application. 6. The development would be subject to stormwater system development charges (SDC). The current SDCs are $0.594 per square foot of new impervious surface area, but not less than $1,485.00. Fees are payable at the time of permit issuance. TRANSPORTATION/STREET COMMENTS 1. The current transportation impact fee is $1.70 per square foot of building. This fee would be applicable to the area of building addition. Fees are payable at the time of permit issuance. 2. Street frontage improvements and right of way dedication are required for building expansions valued at over $50,000. NE 10th Court is classified as a residential access street. Per RMC 4-6-060, the minimum right of way width for a residential access street is 53’. The paved roadway width shall be 26’ including 2 – 10’ travel lanes and 1’ – 6’ parking lane. A 0.5’ curb, 8’ planter, and 5’ sidewalk are required. The King County Assessor’s Map shows an approximate current right of way width of 60’ for NE 10th Court. No right of way dedication would be required along NE 10th Court. 3. The applicant may submit a street modification request for review. 4. Provide a trip generation report in accordance with the ITE Trip Generation Manual, 9th Edition. A traffic impact analysis is required when estimated vehicular traffic generated from a proposed development exceeds 20 vehicles per hour in either the AM (6:00 – 9:00) or PM (3:00 – 6:00) peak periods. 5. Street lighting analysis is required to be conducted by the developer along the NE 10th Court frontage. Required street lighting shall be to City of Renton standards. 6. Paving and trench restoration within the City of Renton right of way shall comply with the City’s Restoration and Overlay requirements. The SDCs listed are for 2016. The fees that are current at the time of the utility permit application will be levied. Please see the City of Renton website for current SDCs. 2. The survey and all civil plans shall conform to the current City of Renton survey and drafting standards. Current drafting standards can be found on the City of Renton website. 3. A final survey that is stamped and signed by the professional land surveyor of record will need to be provided. All existing utilities need to be surveyed and shown. Please reference COR Maps for mapping and records of existing utilities in the project vicinity. 4. Separate plan submittals will be required for construction permits for utility work and street improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington. 5. When utility plans are complete, please submit four (4) copies of the plans, two (2) copies of the drainage report, an electronic copy of each, the permit application, an itemized cost of construction estimate, and application fee to the counter on the sixth floor.
