Additionally,this supplement is to provide geotechnical explorations at the BSNF trestle area of the project. The Local Agency of City of Renton desires to supplement the agreement entered in to with Perteet,Inc. and executed on May 1,2017 and identified as Agreement No. CAG-17-082 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: See exhibit A-10 I I Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: III Section V, PAYMENT, shall be amended as follows: See exhibit A-10 as set forth in the attached Exhibit A, and by this reference made a part of this supplement. October 9,2019 During the term of this Contract,Perteet,Inc.(CONSULTANT)will perform professional services for the City of Renton(CITY),as detailed below: INTRODUCTION The project will construct improvements to extend Park Avenue N from the existing intersection with Logan Avenue N northward to connect to the Southport site now under construction.The purpose of the roadway extension is to provide a connection to the Southport development and relieve congestion on Lake Washington Boulevard. GENERAL SCOPE OF SERVICES This supplement is to support BNSF permitting requirements using services from Abeyta&Associates.Abeyta& Associates will perform an appraisal for the limits of the crossing permit. Additionally,this supplement is to provide geotechnical explorations by HWA GeoSciences Inc.at the BSNF trestle area of the project,which is north of the Lake Washington Boulevard N intersection with N Southport Drive,and incorporate findings at that location into the final geotechnical report. Currently only local agency funds will be used in the planning,design,and/or construction of the project.The CONSULTANT will use procedures outlined in the WSDOT Local Agency Guidelines(LAG Manual)during development of the project. OPTIONAL SERVICES The CONSULTANT may be asked by the CITY to provide optional services.Optional services that may be performed include: • Assistance with preparation of environmental documentation and permits • Assistance with preparation of grant funding packages • Assistance during Bidding for Boeing contract • Services during Construction Providing optional services will require a supplement to this agreement. TIME FOR COMPLETION No change to the current contract. October 9,2019 ABEYTA will prepare an appraisal for the Park Avenue N Extension crossing permit limits within BSNF right-of- way.The CONSULTANT will coordinate with ABEYTA during this process and anticipates up to two(2) meetings will be required specifically for this right-of-way negotiation,each lasting up to four(4)hours. Appraisals will be conducted by ABEYTA in accordance with the WSDOT Right-of-Way Manual. No review appraisal will be conducted. The CITY will conduct negotiations with BNSF,if necessary. Deliverables: • Appraisal for crossing permit within BNSF right-of-way,in PDF format. Assumptions: • ABEYTA will not perform a review appraisal. • ABEYTA will not negotiate with BNSF. Task 5—Geotechnical Engineering Services Task 5 is supplemented with the following: 5.5 Trestle-Area Exploration (Geotechnical Boring) • Plan Field Exploration Program:HWA will plan and coordinate a geotechnical exploration program for the project.The program will consist of conducting one(1)geotechnical boring in the trestle-area of the project at the existing driveway shown in Figure 1,on the following page,in support of retaining wall design,luminaire foundation design,and identification of potentially compressible soil deposits that could affect the proposed sidewalk and trail.Planning will include identification of the location of the geotechnical boring and coordination of required equipment and utility clearance.The exploration will not close any portion of Lake Washington Boulevard N at any time.The exploration will be performed within the existing asphalt pavement of the driveway. • Conduct Utility Locates for Geotechnical Explorations:Prior to generating the geotechnical work plan, HWA will mark the proposed exploration locations and arrange for utility locates using the Utility Notification Center for the trestle-area exploration. • Conduct Exploration(Geotechnical Boring):HWA will conduct one(I)geotechnical boring in the trestle area to assess the subsurface soil conditions. The geotechnical boring will be conducted in the existing driveway pavement area.The geotechnical boring will be drilled during the day-time hours of 9am to 3pm with appropriate traffic control measures.The boring will be drilled to an approximate depth of 40' below ground surface.Boreholes will be patched with rapid-setting Portland cement concrete.Traffic control to consist of a coned off work area for both coring and pavement patching by subcontractor. Flaggers will not be required. The geotechnical boring will be logged by an HWA geotechnical engineer or HWA engineering geologist. Ili t',Y,h-•_--_ --_ .—._ice^di1� i, I l Win' -----r------ „tti i'1 1 i/.1 i ',. t4r�� ,/ J y'a m m / l/it, - $41 k/ %/!/ iii pm_nay namaaa { ir1awM pgpq� Figure 1.Trestle-Area Exploration Area(red). 5.6 Trestle-Area Geotechnical Design Services • Evaluate Field and Laboratory Data:Based on the borings and the laboratory test results of selected samples, HWA will generate estimates of the soil strength and other properties needed to evaluate the effects the subsurface conditions will have on the proposed improvements in the trestle area. • Develop Geologic Profiles:HWA will develop a geologic profile along the project alignment in the trestle area.The location and orientation of the geologic profiles will be determined based on the needs of the project.All geologic profiles will be included in our geotechnical reports. • Generate AASHTO Seismic Design Parameters:Based on the soils encountered along the alignment in the trestle area,HWA will determine the Site Class for seismic design.The design spectral acceleration parameters will then be selected in accordance with the AASHTO Specifications for Rood and Bridge. • Settlement Evaluation:In the event that HWA identifies potentially compressible soils along the project alignment,HWA will evaluate the soils for potential primary and secondary settlement impacts associated with the proposed improvements in the trestle area. • Evaluate Retaining Walls:HWA will evaluate the impact of the proposed improvements and fill retaining wall options along the corridor in the trestle area that may be used to minimize impacts on adjoining properties.HWA will provide design parameters for retaining wall design. 3 File location:X:\Renton,City of\Projects\20160266-N Park Ave Extension\Project Management\Contract\Contract Negotiations\Supplement#10- BNSF Permitting and Trestle Geotechnical\Pork Ave N Ext Scope and Fee-Supp#10-2019-09-25.doc PARK AVENUE N EXTENSION—BNSF EASEMENT ACQUISITION AND TRESTLE GEOTECHNICAL Agreement with Perteet Inc. October 9,2019 • Stormwater Facility Analysis:HWA will provide geotechnical recommendations for required stormwater facilities as they pertain to this project in the trestle area.HWA assumes that stormwater management facilities will consist of detention facilities that could be either open ponds or detention vaults. • Luminaire Foundation Analyses and Recommendation:HWA will evaluate the data derived from our field investigations and laboratory testing to complete geotechnical engineering analyses in the trestle area to provide required luminaire foundation recommendations as required.HWA assumes that luminaire foundations will be designed based on WSDOT standard plans and procedures. • HWA QA/QC:HWA will have all design calculations and recommendations reviewed by a senior principal prior to distribution to the CONSULTANT or the CITY. • Incorporate Findings into a Final Geotechnical Engineering Report:HWA incorporate the findings, analysis,and recommendations for the geotechnical work at the trestle area into the project final geotechnical engineering report in Task 5.3. Assumptions: • Groundwater monitoring will not be performed for the trestle area.
