FILLINGCOUNCILVACANCIESp.24.3.2HaveresidencywithinthecorporatelimitsofRentonatleastoneyearimmediatelypriortoconsiderationforthevacancy.4.4Apersonshallbeconsideredforfillingthevacancybysubmittinganapplicationpacketthatincludesthefollowing:_________________________a)LetterofInterestfromcandidate;Formatted:Tabstops:Notat1.5”b)Resume;cILettersofsupportfromcommunitymembersU)CompletedCouncilQuestionnaireform4.4aletterofinterestbythespecifieddateandtime.Additionalmaterialsoutliningtheperson’sinterestsandqualificationsalsobesubmitted.4.4.1Candidates’submittedmaterialsshallbemadeavailableintheCityClerkDivisionforinspectionbythepublicafterthesubmissiondeadlinedate.4.4.2Candidatesmaysubmitletterofsupportwiththelettersofinterest.4.5TheCityClerkshallarrangeforallannouncements,interviews,andmeetingspertainingtoaCouncilvacancytobemadepublicbypublishinganoticeinalocalnewspaperofgeneralcirculation.Noticeshallalsobeprovidedtoeachlocalradioand/ortelevisionstationthathasarequesttobenotifiedonfilewiththeCity.Noticeofanyspecialmeetingsshallbepublicized24hourspriortothescheduledmeetingandmustspecifythetime,place,andpurposeofthemeeting.Therequirementsabovedonotprecludethecontinuationofapublicizedmeetingtoatimecertain.4.6InterviewsofselectedcandidatesdesiringtofillthevacantCouncilpositionshallbeconductedinameetingopentothepublicinCouncilChambersduringaregularlyscheduledCommitteeoftheWhole,Special,orRegularmeetingoftheCouncil.MinutesofthemeetingmustbekeptinordertomeettherequirementsoftheOpenPublicMeetingsAct.Nopublictestimonyregardingthecandidatesortheirrelatedsubmittedmaterialswillbeaccepted.5.0DEFINITIONS:N/A6.0PROCEDURES:6.1If,foranyreason,avacancyintheCounciloccurs,theMayorshallofficiallyacknowledgethevacancyatthenextregularlyscheduledCouncilmeeting.Ifaresignation,forfeitureorrecallofaCouncilpositionoccursduringameeting, FILLINGCOUNCILVACANCIESp.3officialacknowledgmentofthevacancybytheMayormaytakeplacejnthati—thesamemeeting.Correspondenceshallbeloggedintofourcategories:6.1.1AfterofficiallyacknowledgingavacancyonCouncil,theMayorshallrequestandencourageallqualifiedpersonswhodesiretobeappointedtothevacantpositiontosubmitanapplicationpacket(perSection4.4)letterofinteresttotheCityClerk.TheMayorshallalsoindicatethatadditionalmaterialsoutliningtheperson’sinterestsandqualifications,andlettersofsupportfromindividualsororganizations,mayalsobcsubmitted.6.1.2Atthemeetingthevacancywasacknowledged,theCouncilPresidentyWithintwoweeksoftheacknowledgmentofthevacancy,withtheconsentofthefullCouncil,theremainingCouncilmembersshall,ataCouncilmeeting,1)establishthedateandtimebywhichapplicationpacketslettersandinformationmustbesubmittedtotheCityClerk,and2)establishadateandtimeforCounciltheCommitteeoftheWholetoreviewthesubmittedmaterialsatanopenpublicmeeting.6.1.3ThedayimmediatelyfollowingtheCouncilmeetinginwhichtheCouncilestablishesascheduleforthesubmissionofapplicationsandreviewofmaterialssubmitted,theCityClerkshallprovidepropernoticetolocalmediathat:a)Advertisesthevacancy;b)Requestsqualifiedpersonsdesiringtobeappointedtothevacantpositionsubmitapplicationpackets(perSection4.4.)lettersofinterestandsupportingmaterials;c)Liststherequirementsanddeadlinescandidatesmustmeetinordertobeconsideredforthevacancy;anda+’i4d)ProvidesnoticeofwhentheCouncilCommittecofthet1holewillreviewthesubmittedmaterialssubmitted.6.1.4TheCityClerkshallprepareapacketforeachCouncilmemberandtheMayorconsistingofthecandidates’submittedmaterials.6.1.5Afterreceivingthepackets,theCouncilCommitteeoftheWholeshallmeetinameetingopentothepublic,andmayrecessintoExecutiveSessioninordertoreviewanddebatethequalificationsofthecandidates.Councilmustbeinopensessionv—toselectbymajorityvote FILLINGCDUNCILVACANCIESp.4eitheracandidateasthenewCouncilmemberoraslateofuptosixcandidatestointerviewatafutureCommitteeoftheWhole,Special,orRegularmeetingoftheCouncil.withnopublictestimonytobetaken.IfacandidateisselectedasthenewCouncilmember,theCityClerkshallnotifytheothercandidatesthattheinterviewprocessiscanceled.6.1.6AtthenextregularCouncilmeetingfollowingcompletion,.i.w,w,jiiudebateofcandidatematerials,Councilshallselectbymajorityvoteeitheracandidate35thenewCouncilmembcr,oraslateofcandidatestobeinterviewedatthenextCommitteeoftheWholemeeting.Ifanowcandidateisselected,theCityClerkshallnotifythecandidatesthataselectionhasbeenmadeandtheinterviewprocessiscanceled.IfanewCouncflmemberhasbeenselectedundcrtheprocessdescribedinthissubsection,thentherestofthepolicyisinapplicable.6.1.7IfCouncilselectsaslateofcandidatestointerview,theCityClerkshallpersonallynotifyeachcandidateofthedate,time,andplaceoftheinterviews.6.2EachcandidatewillbeinterviewedataCommitteeoftheWhole,Special,orRegularCouncilmeetingtobeheldintheCouncilChambers.5.1.0Eachcandidatev.’illbeaskedonequestionperCouncilmembcrinattendanceatthemeeting.6.2.1Asetofpreselectedquestions,approvedbyCouncil,willbeaskedofeachcandidate.EachcandidatemustrespondtothesamesetofquestionsfromCouncil.6.2.2Candidates’orderofappearanceattheinterviewshallbepredeterminedbyCouncillottery.6.2.3TheCouncilPresidentmaylimitthelengthofeachcandidate’sinterviewto30minutesifthenumberofcandidatesexceedssix(6).6.2.4Uponcompletionofallinterviews,CouncilmembersmayrecessintoExecutiveSessiontodiscussthequalificationsofthecandidatesTheCouncilmayalsodiscussthecandidates’qualificationsinopensession.6.3AftercompletionoftheinterviewsanddiscussionduringtheCommitteeoftheWholemeeting,theCouncilPresidentshall,attheimmediatelyfollowingregularCouncilmccting,callfornominationstofillthevacancyfromtheslateofcandidatesinterviewed. FILLINGCOUNCILVACANCIESp.56.3.1NominationsshallbemadebeginningwiththeCouncilPresidentandinorderofrollcallforthemonth.6.3.2BallotingisdonebyrollcallvoteoutlinedinSection6.3.1.Nosecretballotispermitted.a)Ballotingwillcontinueuntilanomineereceivesamajorityoffourvotes.b)Atanytimeduringtheballotingprocess,CouncilmaypostponeballotinguntilthenextregularlyscheduledCouncilmeetingifamajorityvoteisnotreached.6.3.3Allinterviews,discussion,nominations,andvotestakenbytheCouncilshallbeconductedduringanopensessionoftheCouncilregularmeeting.6.3.4ThenomineereceivingthemajorityvoteisdeclaredthenewCouncilmemberandshallbesworninbytheCityClerkorotherdesignatedofficialatthenextregularlyscheduledCouncilmeeting.6.3.5IfCouncildoesnotelectanewCouncilmemberwithin90daysoftheacknowledgedvacancyanimpasseshallbedeclared.Inthecaseofanimpasse,theCouncilPresidentshallsubmitarequest,whichshallincludethelistofnominees,totheKingCountyCounciltofillthevacancy.TheKingCountyCouncilshallhave180daystofillthevacancyfromthedateitwasofficiallyacknowledged.
