THE CONTRACT IS MODIFIED AS FOLLOWS:
Description of Change:
The following sections from the original contract do not apply to work performed under Change
Order No.3(CO3)and Change Order No.4(C04)as work to be completed under this change
orders is funded solely by the City of Renton with no federal funding,and DBE Utilization is not
required.
(a) Section 1-02.6 and 1-02.9,the requirement for the submittal of Disadvantaged Business
Enterprise(DBE)Utilization Certification.
(b) Section 1-04.4(2)A General. Requirement to provide for substitution for deleted or
reduced DBE Condition of Award Work,Apprentice Utilization and Training.
(c) 1-08.1 Subcontracting.Requirement to certify to the actual amounts paid to
Disadvantage,Minority,Woman or Small Business Enterprises firms that were used.
(d) 1-02.6 Preparation of Proposal.The fourth paragraph as revised in the special provisions
does not apply
(e) 1-02.13.h Irregular Proposals. Requirement to submit Disadvantage Business Enterprise
Certification.
(f) April 1,2013 WSDOT GSP—Disadvantage Business Enterprise Condition of Award

All work performed under CO3 and C04 shall comply with current Washington State Prevailing
Wages in effect as of Oct 1,2019—attached.The following sections referring to the use of
Federal Wage rates do not apply.
(a) 1-07.9 Wages,supplement section referring to incorporation of federal wages rates
does not apply.

Appendix B:Prevailing'Hourly Minimum Wage Rates is added to the contract.
Section 1-04.4. B.,Changes,from the Original Contract,does not apply to work performed
under CO3 and C04.There will be no adjustment to work In excess of 125 percent or below 75
percent from the quantity shown on Bid Schedule B.Final payment will be the acceptable units
of work completed multiplied by the unit price.
Section 1-09.9 of the Original Contract is supplemented to Include:
1. 5%retainage of each progress payment earned by Contractor or Subcontractor will be
withheld until Project Completion
If there is a conflict between these supplemental special provisions and the Contract
Documents,the provisions of these supplemental special provisions shall govern.
These changes shall apply to CO3,C04 and all remaining Work under the Contract unless
specifically reversed by future change order(s).

This change orders Is funded solely by the City of Renton with no federal funding.

Sections 1-04.4 and 1-04.5 of the 2014 WSDOT/APWA Standard Specifications shall govern
this Change Order.The Work of the referenced Contract is modified to Include the changes
detailed herein.The payment provided for herein shall constitute the complete and final
settlement for all costs of labor,equipment,materials,overhead,profit,permit fees,and all
other claims that may be made by the Contractor as a result of this change.
