Home My WebLink About02/09/2015 - Minutes THE 921g MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,February 9t 2015 AT 9:00AM 2900 NE 10TH ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on Monday February 9tt'2015.The meeting was held at the A.J.Ladner Administration Building,2900 NE 10u'St.Renton,Washington.Chairperson Anderson called the meeting to order at 9:00 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson. Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Executive Associate. 2. CONSIDERATION OF MINUTES MOTION by Commissioner Wheeler and a second by Commissioner Marsh to approve the minutes of the 920th board meeting on January 12 2015. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1.Local Government Investment Pool—January 2015 4.2. Checks Issued Report—January 2015 MOTION by Commissioner Tasa and a second by Commissioner Marsh to approve the Consent Agenda. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1.Financial Statements as of December 2014. RHA ended the year with a$2.6M surplus.The LIPH properties generated a$2.2M surplus after accounting for the gain on sale of Phase II of Sunset Terrace to the City of Renton.The Senior Properties generated a$346k surplus.The Market Rate properties generated a$140K surplus after accounting for the repaving at Cedar Park.The Section 8 program broke even for the year. The Authority ended the year with a Net Position(Net Assets)of$34.7M with$7.6M classified as unrestricted.RHA held just over$11M in cash and liquid investments at year end with$4.7M invested with the WA State Pool. Notable items in 2014 include the following: The Sale of Phase II of Sunset Terrace to the City of Renton for$2.6M The construction of the Kirkland Avenue Townhomes for a total cost of$5.25M The relocation of all remaining Sunset Terrace residents with 84 new HUD S8 replacement vouchers Permanent financing on the Rolling Hills Apartments from Banner Bank. The purchase of three new parcels/duplexes in the Sunset area to be used for future development. Repaying$1M on the JPMorgan/Chase line of credit. Repaving the entire parking lot of Cedar Park for$279K Replaced the carpet at Houser Terrace The mission of the Renton Housing Authority is to provide decent,qualify,affordable housing in a safe environment to people with low incomes who make Renton their home. Section 8 Utilization Update We are ramping up to reach total 415 allocated vouchers.Issuing the remainder of the surplus vouchers from relocation of Sunset Terrace.We are pleased with the response of the residents off the waitin list.We are at 361,up from last month by 20 vouchers that have been leased.Went from 25 port outs down to 16,executed a swap with King county housing authority.Helps to lighten administrative burden.95.16%of our budget allocation.Average cost per voucher is 779.11.We are showing that families are leasing in out jurisdiction.At 90%of HUD.HUD responded to king county housing authorities data,and agreed to increase of fair market rents,Jan 12 2015.Staff checked through local office,and FMR have gone up by 8%,so this in turn made our VPS,is too low. This information was received on February 5th.Raise voucher payment standard,even though we will go into a shortfall.Budget authority would need to be sufficient in order to take care of this. a) Resolution#2486-2015:Resolution to affirm and implement the new Voucher Payment Standard in accordance with the attached table for all recertification's and move-ins effective on or after 01.12.2015. Choice Neighborhoods Initiative Implementation Grant:Updates a) King County Housing CNI risk/Mitigation Role assumed for CNI grant.Mark Santos Johnson and mark attended KCHA board meeting on Jan 20th.Laid out what the risks and mitigation for those risks are.Board unanimously authorized all CNI grant application. b) LIHI Letter of Support-Renton Housing Authority If you have already been awarded tax credits,there are an additional couple points on the scoring matrix. 185k dollars in tax credit to be promised for 2016.Convinced staff at county,Testified before finance commission with letters of support from stakeholders.We received a letter from Sharon Lee at LIHI. c) Boeing Letter of Support to Mayor Law Boeing step up as an anchor institution. d) Choice Neighborhoods Initiative Implementation Grant Submittal. For 35 million dollars we will bring 196 million to the table in leverage.$6.56c for each CNI dollar.
