Carlson 1 1.0 PURPOSE: To specify which employees are At Will and thus serve at the pleasure of the Mayor. 2.0 ORGANIZATIONS AFFECTED: All departments/divisions, offices, etc. 3.0 REFERENCES: City Policy& Procedure 300-16, Probation Period City Policy& Procedure 300-47, Employee Discipline City Policy& Procedure 330-11,Types of Employees, Pay, Benefits & Retirement Current labor contracts for all represented employees 4.0 POLICY: At Will employees serve at the pleasure of the Mayor or his/her designee and may be terminated without cause. Employees in the following classifications are considered At Will employees: 4.1 Department Administrators and those employees on the Mayor's staff reporting directly to the Mayor. 4.2 Persons appointed after the effective date of this policy amendment, to occupy a classification as Deputy or Assistant Administrator, Director of a division of a department or program, Assistant City Attorney, Senior Assistant City Attorney, City Clerk, City Council Liaison, and/or Hearing Examiner. 4.3 Any other position created in the future that reports directly to the Mayor, or Chief Administrative Officer. 4.4 Contractors, or persons engaged under contract to supply expert professional services for a definite period of time At Will Emp(oyment Policy p. 2 4.5 Temporary or part-time employees, except person employed to fill classified part-time positians. 4.6 Volunteer personnel, such as palice reserves, who receive no regular compensation fram the City, 4.7 Newly hired employees are At Will employees during the probation period and serve at the pleasure of the Department Administrator ar his/her designee (see Policy& Procedure 3QQ-16, Probation Periodj. 4.8 imited term, hourly/non-regular employees are At Will employees €or the entire period of employment and serve at the pleasure of the Departmertt Administrator or his/her designee. 5.0 tIMITATIt>NS: The right to dismiss At Wiil employees is limited oniy by specific provisions of Federai or State iaw or by City ordinance or policy relating to particular positions.
