Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. ROLL CALL Councilmembers Present: Councilmembers Absent: Ruth Perez, Council President Randy Corman, Council Position No. 1 Angelina Benedetti, Council Position No. 2 Valerie O'Halloran, Council Position No. 3 Ryan Mclrvin, Council Position No. 4 Ed Prince, Council Position No. 5 Kim-Khanh Van, Council Position No. 7 ADMINISTRATIVE STAFF PRESENT Armondo Pavone, Mayor Ellen Bradley-Mak, Human Resources and Risk Management Administrator Shane Moloney, City Attorney Jason Seth, City Clerk Preeti Shridhar, Deputy Public Affairs Administrator Ron Straka, Utility Systems Director Jennifer Henning, Planning Director Mindi Mattson, Emergency Management Coordinator Chief Ed VanValey, Police Department Administrator Commander Jeff Hardin, Police Department March 2, 2020 REGULAR COUNCIL MEETING MINUTES ADMINISTRATIVE REPORT Human Resources and Risk Management Administrator Ellen Bradley-Mak reviewed a written administrative report summarizing the City's recent progress towards goals and work programs adopted as part of its business plan for 2020 and beyond. Items noted were: The Renton Senior Talent Showcase (formerly Senior Revue) is looking for singers, dancers, and entertainers age 50+to share their talents with the community! Those interested should plan to attend a mandatory meeting on Wednesday, March 11 at 10 a.m. in the Renton Senior Activity Center Auditorium. Call 425-430-6633 for more information.There will be two performances of the 2020 Senior Talent Showcase: Thursday, May 7 at 1 p.m. and Friday, May 8 at 7 p.m. Both performances will be held at Carco Theatre. Connect and learn from experts in gardening, beekeeping, food, animals, and the environment at the annual SubUrban Farm and Garden Expo.Join us on Saturday, March 7 from 10 a.m. to 2 p.m. at the North Highlands Neighborhood Center. Less than three weeks until 2020 Census invitations are mailed to your home! Since 1790, the constitution has mandated every person in the United States is counted every 10 years.The census provides more than $675 billion in federal funds to support housing, education, transportation, employment, health care, and public policy.The census captures basic information such as name, age, sex, Hispanic origin, race and ethnicity, relationship of household members, and homeownership status. Federal law protects your census responses;your responses can only be used to produce statistics. We ask everyone to take part and return their census form because Renton Counts! Additionally, Mayor Pavone invited Emergency Management Coordinator Mindi Mattson to the podium to update Council on the City's efforts regarding the Coronavirus. Ms. Mattson stated that at least five persons had succumbed to the virus in King County, and another 231 persons were being evaluated by medical professionals at this time. She emphasized that this virus is most impactful on seniors and persons with chronic health issues. Ms. Mattson also remarked that officials from the Centers for Disease Control (CDC) are in Washington State assisting state and county public health officials. Ms. Mattson stated that the City is updating its Continuity of Operations (COOP) plan, and is coordinating with the Renton Regional Fire Authority. Concluding, she remarked that people should wash their hands, avoid touching their faces, cover their mouths and noses when coughing, and most importantly should stay home if exhibiting signs of illness. AUDIENCE COMMENTS Inez Petersen, Enumclaw, stated she was speaking on behalf of her client Jeff Colee. She explained Mr. Colee's code compliance issues, and asked that the City refund a 1,200 fee he paid while attempting to correct his code issues. March 2, 2020 REGULAR COUNCIL MEETING MINUTES Carl Kiminky, Renton,voiced concern about the loud noise emanating from cars racing on the East Valley Highway. He noted that he lives on the hillside above the road, and urged Council to do something because it interrupts his sleep. Mayor Pavone asked Mr. Kiminky to speak to the Police Chief who was in attendance. Diane Paholke, Renton, expressed appreciation regarding the City's efforts to get the Renton Municipal Airport re-designated by the Federal Aviation Administration. She asked for clarification regarding those efforts. Councilmember Carman explained that the City's intent was to work with outside counsel to determine what could be done to get the airport designation changed, and then pursue that avenue if appropriate. Mayor Pavone further clarified that the City must abide by the current designation, but is in the process of finding options to lessen the impacts of the designation change. He emphasized that the City understands the recent designation change has severe impacts on airport tenants and the Renton community. Jason Collins, Renton,spoke about homelessness, affordable housing, and related issues. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion,following the listing. a) Approval of Council Meeting minutes of February 24, 2020. Council Concur. b) AB -2583 Community& Economic Development Department recommended executing the E2SHB1923 Grant with the Washington State Department of Commerce, Growth Management Services, to accept$100,000 in grant funds to be utilized to address the Renton community's critical housing needs. Refer to Finance Committee. c) AB-2601 Community& Economic Development Department recommended setting a public hearing on March 16, 2020 to consider executing two Temporary Construction Easements, an Access Road Easement, and a Quit Claim Deed with the Washington State Department of Transportation,for a total amount of$18,100 in compensation to the City, for right-of-way acquisition near the 1-405 and Southport interchange as part of the I-405 Renton to Bellevue Widening and Express Toll Lanes project. Refer to Transportation (Aviation)Committee; Set Public Hearing on 3/16/2020. d) AB-2600 Municipal Court recommended hiring two Judicial Specialist II candidates at Salary Grade a12 Step E, and one Judicial Specialist I candidate at Salary Grade a08 Step D. Council Concur. e) AB-2599 Utility Systems Division recommended executing a grant agreement with King County Flood Control Zone District to accept up to $499,658 for the Lower Cedar River Flood Risk Reduction Feasibility Study project. March 2, 2020 REGULAR COUNCIL MEETING MINUTES UNFINISHED BUSINESS a) Finance Committee Chair Prince presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to execute the Local Agency Agreement Supplement No. 1 to CAG-15-006 with the Washington State Department of Transportation for the obligation of grant funding and all subsequent agreements necessary to accomplish the Rainier Avenue South Corridor Improvements Phase 4 Project. MOVED BY PRINCE, SECONDED BY VAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Finance Committee Chair Prince presented a report concurring in the staff recommendation to: 1) approve the General Fund & Density Fee Affordable Rental Housing Agreement with Renton Housing Authority for the Sunset Oaks Apartments; and (2) authorize the Mayor to execute said agreement in substantially the same form. MOVED BY PRINCE, SECONDED BY CORMAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. LEGISLATION Resolution: a) Resolution No. 4400: A resolution was read proclaiming an emergency (regarding the January 2020 storm event) MOVED BY PEREZ, SECONDED BY CORMAN, COUNCIL ADOPT THE RESOLUTION AS READ. CARRIED. Ordinances for second and final reading: b) Ordinance No. 5963: An ordinance was read amending Subsections 4-2-060.M, 4-2-080.A.29, 4-4-110.A, 4-4-110.B,4-4-110.C, and 4-4-110.D.3.B.iii, and Section 4-1-190 of the Renton Municipal Code, by classifying bulk storage in the Zoning Use Table, permitting bulk storage in industrial zones, providing for minimum separation distances from residential zoning designations, simplifying storage facilities, bulk in Section 4-4-110, adding bulk storage to the definitions of"Storage, Indoor," "Storage, Outdoor," "Storage, Self-Service," and "Storage, Vehicle" in Section 4-11-190, providing for severability, and establishing an effective date. MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL ADOPT THE ORDINANCE AS READ. ROLL CALL:ALL AYES. CARRIED. c) Ordinance No. 5964: An ordinance was read amending Subsection 4-3-100.B.1.B of the Renton Municipal Code, by revising design district applicability regulations in the City's urban design districts 'B' and 'D,' providing for severability, and establishing an effective date. CARRIED. d) Ordinance No. 5965:An ordinance was read amending Subsections 4-1-045.G.3, 4-1-045.G.4, 4-2-120.A, 4-2-120.B, 4-2-120.C, 4-2-130.A, and 4-2-130.B, and Section 4-9-030 of the Renton Municipal Code, revising Conditional Use Permit criteria, adding new Subsections 4-9-030.F and 4-9-030.G regarding decision criteria for height increases and density increases, providing for severability, and establishing an effective date.
