We hereby advise the City Council of the City of Renton that it is our desire to commence annexation proceedings under the provisions of RCW 35A.14.430, of all or any part of the area described below. The territory proposed to be annexed is within King County, Washington, and is contiguous to the City of Renton. A map (Exhibit 1) and legal description (Exhibit 2) are included as part of this petition. The City Council is requested to set a date not later than sixty days after the filing of this request for a public meeting with the undersigned. 1. At such meeting, the City Council will decide whether the City will accept, reject or geog�•a�hically mvdify the prepese� annexation; 2. The City Council will decide whether to require simultaneous adoption of a proposed zoning regulation; and 3. The City Council will decide whether to require the assumption of a proportional share of existing city indebtedness by the area to be annexed. Page 2 of 2 (0354) CITY OF RENTON �ou��I�.�-� ?`�; ��,� �. NOV 13 2017 Request to waive the city Annexation Fee: RECEIVED CITY CLERK'S OFFICE We Ask that you waive the fee for the Lucas annexation. We have been attempting to annex to the City of Renton for 3+years. We tried a 60%petition and were told that we needed to add more properties on SE 144�' St., so on the advice of the city, We gathered signatures on this newly enlarged area and didn't get the needed 60% signatures. The City, then asked us to extend the boundary to include the properties to the east on SE 143rd St. We then knocked on doors and no one on this street wanted to annex. The city then suggested that we try the 50/50 method where we would have to have 50% of the area of the annexation area and 50%of the registered voters in the precinct for the area. We came close, but weren't able to get the 50% signatures needed. So, we looked at the boundary and decided to go with the original boundary that the city originally rejected. The city has asked us to rename the annexation area, so we are complying again and have re-named it the Lucas Annexation. Since we are trying again to annex basically the same area to Renton, we feel it is unfair to pay a fee for a area that if we were allowed to file back 3 plus years ago , we, would have had the annexation done 2 years aga We have 70% of the property owners under our Current/Original Annexation. The properties we excluded in our latest adjustment don't want to annex into the city. If they decide to annex in the future, they will be able to annex to the City with the properties north of them and also across SE 142nd Pl.. Of the 15 properties we dropped, only 3 of them signed the petition to annex. Only one resident signed the petition on SE 144th Pl (8 properties) . They want no part of annexing to Renton at this time. The city should not charge us a fee, since this area was the original area we filed f�r and if the city had not forced us to add the other properties we would have been annexed in 2015 and the city would have been receiving taxes and utility payments. It was said that "The primary concern of our original submittal was the potential confusion for first responders about where city limits stopped and/or started." Our annexation isn't different than multiple annexations that have happened in the past, such as Alpine Nursery to the east of ours. How do first responders know where the City is and where the County is? Renton Fire already covers our area for fire, how could they get confused when they already are the first responders for both the county and G11y.
