HomeMy WebLinkAbout10/22/2019 - MinutesCITY OF RENTON LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD REGULAR MEETING MINUTES October 22, 2019 — 9:00 a.m. Renton City Hall —1st Floor HRRM Conference Room Attendees: Jim Phelan, Jim Matthew, Russ Olson, Armondo Pavone, Wendy Rittereiser, Maria Sahagun Absent: Ed Prince LEOFF Board CALL TO ORDER Jim Phelan called the meeting to order at 9:04 am. Jim Phelan APPROVAL OF MINUTES Jim Matthew moved and Russ Olson seconded approval of the August 27, 2019 minutes. Motion Member at Large passed. (Chair) OLD BUSINESS At previous Board meeting (8/2712019), a question was raised if the Board holds the authority to set Armondo Pavone dental services coverage for LEOFF1 retirees. Leslie Clark researched the subject for the Board. In Council Member her absence, Wendy provided Leslie's report that the Board holds the discretionary authority to set dental services coverage for LEOFF 1 retirees if the Board determines that such dental services coverage is (1) medically necessary (2) based on research. Ed Prince Staff presented to the Board research done by the City's health plan Broker on the medical Council Member implications of dental health. The general conclusion of the following articles was that dental health has a significant impact on overall health. The motion from the 8/27/2019 meeting to increase the dental benefits from $500 to $1,000 effective January 1, 2020 was tabled. Russ Olson moved to pull the motion from the table for a vote. Jim Matthews seconded. Motion passed. Jim Matthews moved to amend the original motion to increase dental benefits effective 1/1/2020, to have the LEOFF dental benefits mirror the active employee's dental benefit plan. d+a; Phelan Russ I Olson seconded the amendment. Motion carried. NEW BUSINESS - None CORRESPONDENCE AND CLAIMS #4571- Request for approval for home health care (daytime support) for $5,600 and Medical Alert and Fall Monitoring necklace for $37.95/month. Retiree does not need full care in a facility at this time. The children are coordinating schedules and believe that 40 hours a week would fill in the gaps. The Board reviewed the supporting documents (letter from the family and doctor's note). Wendy reported that the average cost for home health care is $500/$600 a day in Renton area. Russ Olson moved the request for reimbursement home health care up to $5,600/month. Jim Matthews seconded. Motion passed. The Board reviewed the medical necessity for the Medical Alert and Fall Monitoring necklace. d+rn PhelaR im Matthews moved the request on the Medical Alert and Fall Monitoring necklace for $37.95. Russ Olson seconded. Motion passed. #5640 — Discussed that a Retiree has requested information about in home care for assistance with daily living tasks. He indicated that he would submit a request in a few months. Jim Phelan noted that this request will be revisited when retiree submits his information.
