CALL TO ORDER '� In Attendance , The following members were present: Members: Larry Reymann, Cynthia Burns, AI Dieckman, Michael O'Donin,Tim Searing, Marlene Winter Absent: Troy Wigestrand (Excused) Staff: Terry Higashiyama, Sandy Pilat, Kelly Beymer, Tim Williams, Bonnie Rerecich, Todd Black, Terry Flatley Chair, Larry Reymann, called the September 11, 2012, meeting to order at 4:30 p.m. Roll call was ' taken; all members were present with the exception of Troy Wigestrand. II. APPROVAL OF AGENDA Terry requested that the Budget Advisory Committee Report by Troy Wigestrand be moved to the October meeting due to his absence. AI Dieckman made a motion, seconded by Mike O'Donin to approve the agenda with the one noted modification. All were in favor, motion carried,the September 11, 2012, agenda was approved. ' III. APPROVAL OF MINUTES A motion was made by Marlene Winter and seconded by AI Dieckman to approve the July 2012 minutes as written, all were in favor, motion carried. The minutes were approved as submitted. IV. BOARD COMMUNICATION The Report on the Budget Advisory Committee scheduled by Troy Wigestrand will be postponed until next month, due to Troy's absence. i � City of Renton Park Board Minutes September 11,2012 Page 2 of 4 BOARD COMMUNICATION (continued) Mike O'Donin attended his second City Center meeting last Thursday. They discussed short and long range goals, focusing this meeting on working on short term goals. Mike is hoping at future meetings the group will look at the global, big picture and not small personal issues. He will continue to update the Board quarterly. V. CITY COUNCIL COMMUNICATION The Mayor's Budget Presentation to City Council will be October 15, 2012. VI. DISCUSSION/ACTION ITEMS Budpet Perspective—Tim Searinp Terry Higashiyama requested Tim Searing serve as the liaison for the budget to serve in giving a different perspective and outlook from the "outside." They met on two occasions and Tim indicated the meetings were very interesting and informative. Terry Flatley, Kelly Beymer, and Todd Black were present to discuss the Draft Capital and Major Maintenance Program budget and give a report on Gene Coulon Park. Capital/Maior Maintenance Report A copy of the Gene Coulon Memorial Beach Park Condition and Assessment Report prepared by PND Engineers was available for Board Members to review. The Riverview Park bridge replacement is also under consideration; if funding isn't adequate this budget cycle we may have to consider closing the bridge to vehicular traffic ! • City of Renton Park Board Minutes September 11,2012 Page 3 of 4 DISCUSSION/ACTION ITEMS (continued) Dav of Service Bonnie Rerecich gave an overview of the "Day of Service" held September 8. This year was expanded and included more churches and a total of 35 projects, fourteen of which were at individual homes. Fee Increases/Revenue Proiections Tim Williams, Recreation Director, reported on revenue projections and proposed fee increases. Our numbers fell behind in swim lessons this year. The Senior Center self-sustaining programs are also behind previous years. The average age attending and participating in programs at the Senior Activity Center is 76. Staff will be looking at marketing opportunities to encourage participation from a larger spectrum of the senior population. The Renton Community Center fitness room is also experiencing decreased attendance. It is difficult for the City to compete with the private clubs that are open 24 hours a day, and have state of the art equipment. We may look at other, more profitable use for that space. In the interim we are proposing lowering our monthly fitness fees to be competitive. Staff initiated the Program Cost Recovery evaluation and reviews the costs of operation. Some programs do not meet the model established but have been adjusted to meet requirements through pricing, partnerships, volunteers, and sponsorships to reduce expenses. Some programs have been cut. Copies of the proposed fee increases were distributed for the Board to review. VII. ADMINISTRATORS REPORT Budcaet Report Terry indicated that at the October meeting we would review the facilities capital projects and the general fund budget. We have sustained cuts since 2009 with no allowance for increases in utilities ' or part-time wages, so our money is not stretching as far. This year we will receive an allowance for utility increases. We may need a little additional time next month to cover all the materials, so the meeting possibly could run over until 6:30 p.m. VIII. CORRESPONDENCE A response was sent to Mr. Henderson who was present at the July meeting and requested staff to I amend the current weight and length launch requirements, defined in the park rules and regulations, at Gene Coulon Memorial Beach Park. I wanted to write you a quick email to tell you how impressed I am with Cascade Canoe and Kayak. My family and I were fortunate to have an opportunity to meet them at Renton River Days and were excited to find out that they had a program that they were offering for kids. They were so inviting and encouraging to my son that we signed him up that weekend. From our perspective we are nothing but impressed by this group of people. They run Cascade Canoe and Kayak with top notch professionalism while still managing to be welcoming and inviting to anyone interested. In fact, my husband and I are a bit shocked we didn't know more about them after living here for 10 years as they are literally in our backyard. My son is having a great time learning to Kayak and it appears to be just a great opportunity for the many other kids in his class. As you can imagine,if your child isn't into the typical Basketball and Baseball teams it ' is hard to find a sport that excites them. This maybe the one!This very much due to his coach David. What a treasure you have in him. He appears to have a perfect balance with the kids of teaching and encouragement and enthusiasm. He appears to sense when the kids need some kudos' but is very aware that he is teaching them in everything he does. His passion for the sport really translates to the kids. And of course,if our kids are happy so are we. I just wanted to thank ou for this organization and what it offers to the citizens of Renton. It is a reall a Y Y gem of a place that actually should perhaps be marketed a bit more heavily. I am certain there are so many families that would benefit either from the classes,the tours or just the opportunity to Kayak/Canoe on the lake with their family.
